Questions and Answers for W912P9-19-R-0035
1. “D – Past Performance” indicates “a blank Past Performance Questionnaire (PPQ) can be found attached to this synopsis/solicitation”, however, it appears the PPQ has not been included. Please provide the PPQ form and consider extending the due date of the proposal by seven days to allow us time to compensate for what is an inherent time consuming request/process. Alternatively, to save time and the need for a time extension, waive the PPQ requirement and require the Point of Contact information for the client.
Blank PPQ is attached – no time extension there is still a month before SF 330s are due.
2. Please confirm a PPQ is ONLY required if a CPARS is not available.
PPQ if only required is CPARS is not provided.
3. Section 6 Selection Criteria states “Letters of commitment shall be submitted if credit for the experience and past performance of key subcontractors is desired.” Please confirm if a one-page Letter of Commitment on letterhead is preferred or if copies of signed Teaming Agreements are preferred.
One page letter of commitment on subcontractor letterhead and signed by both parties is required.
Teaming Agreements are only required if submitting as a Mentor-Protégé or Joint Venture.
4. Section 6 Selection Criteria states “Letters of commitment shall be submitted if credit for the experience and past performance of key subcontractors is desired.” Please confirm where in the proposal Letters of commitment should be included.
Letters of commitment should be submitted in Section H – Additional Information.
5. Section 6 Selection Criteria states “Letters of commitment shall be submitted if credit for the experience and past performance of key subcontractors is desired.” Please confirm if Letters of Commitment count against the 150-page limitation.
Letters of commitment will count against the 150 page limitation.
6. Please define the criteria we are to use to qualify a subcontractor as “key”.
A key subcontractor is anyone you are officially utilizing their experience as part of the SF 330 submission. As such, a letter of commitment is required to be able to count their past experience as your own.
7. Section 6 Selection Criteria states “The specific selection criteria (a through e are primary and f is secondary and will only be used as a tie-breaker among firms that are essentially technically equal) in descending order of importance are as follows and must be documented with resumes in the SF330.”
Later in the RFP under “Tie-Breaker Criteria, will be Used if Necessary” it references both f and g as tiebreakers. Please confirm if only “f” or both “f and g” will be used as tiebreakers.
Both “f” and “g” will be used as tiebreakers. They are in descending order of importance as well.
8. The RFP states “Resumes contained in Standard Form (SF) 330, Part I, Section E, Page 3 shall be completed for each discipline…..”. Please define “each discipline”; is it the listing shown as primary disciplines in paragraph 1, or all (or parts) of the disciplines listed under paragraph 6a. Professional Qualifications, which includes registered professionals, project managers and other required experienced personnel?
At a minimum the required registered professionals for project manager and disciplines in paragraph 6a (1-9) are required to have resumes. The additional disciplines of specification writer, engineering technicians/CAD technician, lab technicians, GIS technicians, landscape architecture, surveying, and cartographer are not required to have resumes in the SF330. But if needed during the contract, it is expected the firm have the ability to perform the work required using these experienced disciplines. A short summary describing the capabilities of these disciplines by the firm shall be provided.
