QUESTIONS AND ANSWERS

All questions written regarding this Solicitation, should be emailed to Virginia Bjornson, Contract Specialist at virginia.e.bjornson@usace.army.mil , or Danielle Gainey, Contracting Officer at danielle.m.gainey@usace.army.mil. Questions must be submitted (3) three days prior to closing.

Question 1: Can we get a copy of the HMI/PLC programs currently in use at both Lock and Dam 24 and 25.

Answer 1: The files are available and will be provided through AMRDEC by request. The files will be uploaded to the https://safe.amrdec.army.mil/safe/Welcome.aspx at the ARMDEC SAFE website. To request access to these particular files you will need to complete an (NDA) Non Disclosure Statement, and request the files by emailing virginia.e.bjornson@usace.army.mil or Danielle.m.gainey@usace.army.mil.

• Recipients will automatically be notified via email when they have been added as a recipient to a package.

• The email they receive will contain a link and a password. Clicking on the link will take the recipient to a page where they will be asked for the password.

• After logging in, the recipient will be able to download all the files within the package. We recommend right-clicking on each file and selecting the “Save Target As” option to select the location to save the file to.

• After downloading every file within the package, the recipient will not be able to log back in to download the files again. Simply logging in or starting a download will not lock the user out. In order to be locked out, the recipient must successfully download every file within the package.

Question 2: Did you have an Industry Day/Site Visit for this requirement?

Answer 2: No

Question 3: Is there an estimated hours of onsite support for each phase during startup and commissioning?

Answer 3: The onsite support for each processor migration is estimated at fifty-six (56) hours and eighty

(80) hours for each I/O migration. This does not include onsite effort needed for design on the replacement Ethernet network or developing migration plans.

Question 4: Can the government provide some scope around the onsite support requirement that would help bidders price the work?

Answer 4: See question 3.

Question 5: We would like to know what all needs to be replaced, and if we have to upgrade the PLC / HMI programs too?

Answer 5: Refer to paragraph 1, General Description in Section C of the solicitation.

Question 6: Is there any way the government can extend the Proposal Due Date to allow time to prepare a bid?

Answer 6: No, we already extended this solicitation once until Jul 17th, but because of the necessity of this requirement we can’t extend it any longer.

Question 7: Will a substitute solution for a module or feature not available in Controllogix family be considered? (as long as it is technically sensible & feasible)?

Answer 7: No, as the Government believes it is not technologically feasible as the upgraded processor must control the existing I/O.

Question 8: Please confirm that vendor only supplies the PLC HW , PC SW & networking equipment.

Any PC HW, other peripheral HW, any installation related work will be done by Government which could include unwiring of existing & rewiring of new I/O modules & any other peripheral HW and the existing panels will be used ?

Answer 8: Your statement is correct. This procurement is mainly a supply contract with some incidental services to assist with startups. Installation of the supplied equipment will be performed by the Government.

Question 9: What is the significance of Modbus type addresses mentioned in the PLC I/O points in the PLC module drawings A02 Attachments?

Answer 9: Some of the supplied “As-built” drawings are more correct than others. The original contract design likely used Modbus addressing, but the drawings were not updated to reflect PLC-5 addressing.

The drawings were provided to identify the I/O points used.

Question 10: Do we have to provide any PLC I/O pre-built wiring cable harnesses? (e.g. 1492 series cables?)

Answer 10: No

Question 11: Would Government prefer to have the PLC programs rewritten to take advantage of new features of RSLogix5000 or just a simple migration via pre-built migration tool/wizard?

Answer 11: The project scope requires the Offeror to port the PLC and HMI applications to the latest Rockwell software packages. It is up to the Offeror to determine how the porting should be performed.

Question 12: Do we have to fabricate PLC & I/O panels?

Answer 12: No

Question 13: How far these I/O panels are from each other?

Answer 13: The farthest panels are approximately 600’ from each other. Drawings M-L24-2/G-6 and M- L25-4/G-6 have been provided to permit scaling of distances at the project.

Question 14: Do we need to provide fiber optic cable. If yes, what part, how long?

Answer 14: It is anticipated that existing fiber between rack locations will be re-used. Offeror shall provide any patch cables necessary to interface new equipment with the existing fiber connections.

Question 15: Do we have to have some kind of certification or permits in order to work in field.

Answer 15: No

Question 16: Can the requirement to be certified system integrator from Rockwell Automation be waived?

Answer 16: No

Question 17: Is L24 system same as L25 for Lighting panel & remote I/O interface ?

(the L25 drawings appear to be more updated) If not, what are the differences?

Answer 17: The system at L24 is very similar to L25 as they were designed and programmed by the same system integrator although the PLC programs are not identical. Also refer to Answer 18.

Question 18: What is the Powerlink lighting panel communications protocol in use?

(Lonworks, Sylink etc...)

Answer 18: The Powerlink lighting panelboards will not be supported in the Contrologix system. A new gateway is not necessary.

Question 19: Drawings ML25-4/E271, 271A, 271B (shts 99-102) refer to I/O modules in RR RG 10-12 (Roller gates) . Where are they on sht 36? Also the rack #s mentioned are conflicting 16, 17 on them?

Answer 19: See Drawing M-L25-4 / G-6 provided in response to these questions. The roller gates are gates #10, 11, and 12 which equate to piers 10, 11, and 12. It is evident that the Rack numbers are duplicated on the Dam Piers. It is believed this is due to the addressing associated with the ControlNet network.
