• Soils Report
• Contractor questions with Government responses
W912P918R0031 7-24-2018
1. There are several electrical specs but we couldn’t find any electrical drawings.
Dose the project contain any electrical work?
a. Electrical work is shown on the irrigation drawings. There are drawings detailing controller location, two wire control paths, decoders, solar panel, etc.
2. My previous questions regarding "engineered fill" and "weathered rock zone" are unanswered. In addition, I have the following questions:
a. Response: Weathered bedrock is defined as the limestone that sits above competent bedrock which is typically fractured, broken, and has a low RQD value. This material has been altered from its original state by chemical weathering processes (i.e. oxidation, hydrolysis)
b. Unweathered bedrock - Solid rock, unaltered by chemical or physical weathering, exposed at the surface or overlain by regolith. It is continuous laterally and vertically.
c. Engineered Fill – Are the satisfactory soil materials used to raise existing grades which is the compacted backfill material at 98% Standard Proctor.
3. I request a copy of the "Geotechnical Engineering Report". This report is referenced in paragraph 1.3.B.5 of specification 31 20 00.
a. Response: Yes; however the plans were updated to contain all of the information presented within the Geotech report.
4. Will the "Geotechnical Engineering Report" include the boring results for the borings that are shown on sheet B-101, but details of which are not provided in the plans?
a. Response: Yes; however the plans were updated to contain all of the information presented within the Geotech report.
5. Can you please define "thoroughly cleaned" as used in specification 31 20 00 paragraph 3.2.A.1?
a. Response: Thoroughly cleaned is defined as a rock surface that is free of soil, dirt, and debris so that that flowable fill can adequately adhere to the underlying rock surface.
6. Should the contractor expect to encounter static groundwater when excavating, or only water trapped above the bedrock?
a. Response: It is not anticipated to encounter static groundwater. A perched water table or water trapped above the bedrock may be encountered during the excavation
7. Specification 31 23 19 paragraph 2.2.B.2 says "reduce hydrostatic head below excavation surface at a minimum of 3 feet until backfill has been completed." If the excavation surface is competent bedrock, does the government intend on the contractor reducing water levels to 3 feet below the top of competent bedrock?
a. Response: No, the contractor does not have to reduce water levels 3 ft below the top of competent rock. Reducing the hydrostatic head shall only be in the in-situ soils.
8. Multiple plan sheets show "engineered fill" above the "weathered rock zone" and/or
"existing undisturbed soil". According to specification 31 20 00, paragraph 1.2, engineered fill is defined as "Satisfactory soil materials used to raise existing grades.
In the Construction Documents, the term “Engineered fill” means compacted fill and/or backfill." This appears to be further defined in paragraph 2.2. Paragraph 3.2.F appears to contradict this, calling for concrete backfill under the footings.
a. Response: Engineered Fill – Are the satisfactory soil materials used to raise existing grades which is the compacted backfill material at 98% Standard Proctor.
9. Please confirm that the backfill between the "weathered rock zone" and/or "existing undisturbed soil" and the columbarium footings is soil classification group CL in accordance with paragraph 2.2.B.
a. Response: Engineered Fill – Are the satisfactory soil materials used to raise existing grades which is the compacted backfill material at 98% Standard Proctor.
10. Please confirm that no aggregate material and/or additional concrete (excluding the spread footings as drawn and the flowable fill weathered rock zone repair) is required under the columbarium footings.
a. Response: Yes, this is correct; “NO” aggregate material and/or additional concrete
(excluding the spread footings as drawn and the flowable fill weathered rock zone repair) is required under the columbarium footings.
11. Detail F7/SS201 shows numbers engraved in the limestone caps. Are these numbers to be stained the same as the wall number panels (detail F5/SS502)?
a. Response: Yes; the callout in detail F7/SS201 has been updated to indicate this.
12. Detail B1/LS502 shows the columbarium D sign. Are these digits to be stained the same as the wall number panels (detail F5/SS502)?
a. Response: See revised sheet per this amendment
13. Detail D7/SS201, are the number and letter panels to be installed on both ends of each wall?
a. Response: Yes, the number and letter panels are to be installed on both ends of each wall.
14. Details B1/LI503 and B1/LS501 contradict D1/LS501. Please advise which is correct.
15. Sheet CD101 calls for the demolition of 316.3 LF of curb. I am not seeing any drawings that show reinstalling a curb. Please advise. Detail for the curb?
16. Please advise what specific work is included in this contract and what specific work is not included in this contract within the footprint of Columbarium E. The plans are unclear. Curb, sidewalks, trees, sod, etc.
a. Response: The area for Columbarium E is to have the initial excavation and flowable fill done, then it is to be filled, graded, and sodded as shown. Only the finger island that separates Columbarium D from E is to be planted with trees beyond the trees planted in the boxes for Columbarium D. Site fixtures such as the flower watering stations, benches, and stone signage is to be done for Columbarium D. Underdrainage & Irrigation is to be done according to sheets LI101 and CU101
& CU102.
17. To clarify, the only new signs are signs: B8.1, B9.1, G1.1, G1.2, G1.3, G1.4, G1.5, G1.6, and G1.7 as shown on drawings CS101-CS108?
a. Response: Yes, that is correct, only the directional and map type signs are being replaced as indicated.
18. Where are the signs shown in detail F4/LS502 to be installed?
19. What is the specification for "adhesive rubber membrane" (shown in details B1/SS502 and D1/SS502)?
a. Response: Specifications section 04 40 10 Part 2.6 has been updated with this information per this amendment.
20. When the site is excavated, the stabilized vehicle tracking pad (and gate) shown on sheet G-103 will be located on a 1.5:1 slope as shown on sheet CD102. Another access to the site will be necessary. May the contractor install another stabilized vehicle tracking pad and gate further to the North?
a. Response: Yes. A second access location can be submitted within the Access/Haul
Road Plan after award.
21. Specification 00 00 10, Tab 2 - Factor 2: Past Performance outlines the requirements for this section of the proposal. It is specifically asking for copies of the attached PPQ form.
1. I am not seeing a PPQ form attached in the solicitation package.
2. It is the policy of some federal agencies and USACE districts to either not fill out PPQ forms (only CPARS) or to only fill out one PPQ form for a completed project, to be reused on future proposals.
a. Response:
1. PPQ is amendment 1 on FBO.
2. Please use PPQ form.
22. The government accept CPARS and previously completed PPQ forms for this requirement (to be provided by the contractor as a part of the proposal)?
a. Response: Yes
23. Will the government be providing a copy of the PPQ form?
a. Response: This is in amendment 1 on FBO.
24. The page limitation of this factor may not be enough.
a. Response: The page limit will be extended to a 15 page limit.
25. The SF1442 does not identify a proposal due date. Section 00 00 10 states that the offer closing date is 7/25/18. Is that correct?
a. Response: The due date is on the announcement page of FBO and is August 2, 2018 @ 3pm CST, however the date is extending to August 9 @ 12pm CST.
26. Section 02 41 10, “Demolition and Site Clearing” Subsection 1.5 and Part 2 (Products) of the specifications mentions grouting abandoned pipes. The plans note to cap the ends of the pipe. Will grouting of any abandoned pipes be required?
a. Response: Yes, all abandoned pipes shall be grouted shut.
27. On sheet 01 00 00 -14 under “General Conditions”, subpart 1.10 “Government Furnished Property”, the cost of 6,250 niche covers at $75.00 each (total $468,750.00) is noted. Do we need to include this material cost of $468,750.00 in our proposal?
The specification only mentions that the government will deliver these covers to the contractor; it is unclear if the contractor will have to pay the material cost for these covers and then be reimbursed under this contract or if the government will pay for these covers directly under a different/separate contract.
a. Response: No, the cost should not be included.
28. What month & year can be expected for the notice of award? Notice to proceed?
a. Response: Award is expected to be in September 2018 with NTP following shortly after.
29. Will there be a second site visit for the Columbarium Jefferson Barracks proposal.
We have two subcontractors would like to attend?
a. Response: NO
30. Please consider extending the proposal?
a. Response: The contract will be extended to August 9, 2018 @ 12pm CST.
31. Are we permitted to us the NCA -Department of Veterans Affairs Past Performance
Questionnaire Forms instead of the PPG posted today on Fedbiz?
a. Response: Only use the PPQ form.
32. Does the SDVOSB need to submit a small business plan?
a. Response: No this is not required.
