Questions and Answers.

Forestry IDIQ Contractor Meeting Questions 7-18-17

1. Will You Accept Subcontractors for Experience on Tree Planting? – Yes.

Subcontractors will need to be listed during solicitation.

2. Will you allow mechanical planting? Planting will be by hand and not mechanical except 15 gallon potted stock. Requests for alternative planting techniques will be made during RFPs. They will require prior approval by the COR.

3. Can the contractor bill for 5 person fire crew if we mobilize but don’t burn on the day? Yes – the mobilization fee will be covered

4. Does the mobilization for marine transport cover wages under the wage act?

Marine Wage Determination will be attached to Task Order when this effort is needed.

5. Can the contractor get paid for time of training for 130/190 and the annual 1 day refresher training? Contractor will not be reimbursed for S130/190. They will be reimbursed for the annual 1 day refresher training, up to 10 individuals.

6. What is the funding for the contract each year and is it tied to EMP funds? No good average for each year the range is $7,500 ‐ $750,000

7. Is it okay to substitute trees if there is a shortage of trees? Yes, with approval from COR. Request for substitution will be made during RFP process.

8. Do you anticipate an annual budget? Variable from year to year and what will be funded.

Reforestation maintenance should be regular every year. There will be some large tree planting projects but not guaranteed every year. Some potential boundary line maintenance.

9. Does the tree survival requirement for tree planting include flood damage? No, survival is for bud break the following spring after planting and doesn’t include impacts from flooding or storms.

10. Would the mowing be done by ATV? No, variable methods and up to contractor to propose methods. Mowing on islands on the river will most likely be by ATV but other tree plantings can be accessed with other equipment more easily. Typical tree planting spacing is 20’x20’ but can vary from8’x8’ to 30’x30’

11. Is there a requirement for piling and burning on TSI and would it require an air curtain? It is possible to burn residue but not typical for TSI. Would be an additional part of an individual project and not included in the TSI line item rate. Rare to burn on Islands with an air curtain. Most TSI slash materials will be less than 4” as >4” will be killed standing for wildlife habitat.

12. Is the 2’ wide boundary clearing of woody materials all hand work? Yes – most locations are remote and unable to be reached with equipment. Areas that are accessible to equipment will be addressed during RFP.

13. Is boundary maintenance a project every year? Will vary from year to year. Have been maintaining about 25 miles of boundary line each year but not all through contract.

W912P917R0018

14. Are each of the task orders negotiated? Bid sets the rates for each line items but a Request For Proposal will be issued for each task order where you estimate the amount of each line item to complete task and we will see if that matches with our estimate.
