ADDITIONAL QUESTIONS FOR PROPOSAL W912P9‐17‐R‐0015 AMENDMENT 0002
1. QUESTION: Per Section L, TAB 2: FACTOR 2, PAST PERFORMANCE, page 14, paragraph (1)
(1) Relevant Past Performance is defined as past performance on projects. The Proposal must include up to five (5) projects which demonstrate specific performance history over the course of the past 5 years with a maximum of 10 pages which do not include the Evaluations. Demonstrate the past performance of the offeror and, if you wish, other members of the proposed team, if any, including Sub‐Contractors, Teaming Partners and/or Joint Venture partners.
For relevant past performance, can an IDIQ with multiple task orders be considered a “Project” so that multiple categories of work can be demonstrated by the task orders on that IDIQ?
RESPONSE: Yes, an IDIQ with multiple task orders can be considered a “Project” so that multiple categories of work can be demonstrated by the task orders on that IDIQ.
This seems to suggest that the government expects performance evaluations from the client. If so, were forms intended to be supplied which we were to provide to our clients to fill in and return to you?
RESPONSE: The Contractor should prepare a chart (ie ‐ an Excel Spreadsheet or similar type mechanism) that shows the information required in numbers 1 – 10 under Factor 2, Past Performance, Page 14, Paragraph 1. The Government will contact clients as applicable.
If the “Evaluations” are not expected to be filled‐in forms from clients, what should the table entry for “Evaluations” consist of: (1) extracts of or the complete actual government evaluations accompanied by the contract number? Or (2) is it sufficient to say that the project was evaluated in CPARS (or similar government database) and provide the contract number? Or (3) Should we provide a narrative discussing why this work, completed within the last five years, is relevant, based on the tables referred to on pages 19 and 20 of the RFP (i.e., discussing complexity, dollar value, contract type, and scope).
RESPONSE: The “Evaluations” should reflect the contract number of the project, and a very short description of what the work consists of.
4. QUESTION: Per Section L, TAB 2: FACTOR 2, PAST PERFORMANCE, page 14, paragraph (1), first line under Paragraph (1)
“This category should be submitted as a chart with the following headings:”
Is the government actually requesting a table with no narrative? Or should all of the headings be addressed, with additional narrative beneath the required information?
RESPONSE: Please refer to the response provided in question #3.
5. QUESTION: Per Page 14, fourth bullet: Labor and Subtasks for the entire scenario needs to be broken out by how the work would be completed and the associated prices.
Will the government provide a bid sheet, or do we craft one ourselves? The information required conflicts with this response to a question from Page 2 of Amendment 1.
RESPONSE: The bid sheet to use for the Scenario is Attachment 2, titled, “Labor Rates Sheet”. Please complete all rates for the Disciplines provided and also the breakdown showing how the work will be completed with associated prices used for that scenario.
6. QUESTION: How should pricing for SF 1449 Item 1 be determined? Item 2 is the Scenario pricing and Item 3 is the Guaranteed Minimum, which the District has defined as $10,000. Are these Items Schedule B, as referenced”?
Amendment 0001 RESPONSE: Items 0001, 0002, and 0003 are Schedule B as referenced. Line Item 0001 will be the maximum capacity of the award contract which will be $40 Million. You are not required to fill this Line Item in.
Offerors should fill in Line Item 0002 which is what will be evaluated.
What does Line Item 2 refer to, the pricing for the contract? Where would the scenario pricing then be entered?
RESPONSE: Line Item 0002, as shown in Schedule B should show the total cost on that line item for the Scenario.
The amount should also be reflected somewhere in the Scenario breakdown (such as the final total).
7. QUESTION: Per Page 14, fourth bullet: Labor and Subtasks for the entire scenario needs to be broken out by how the work would be completed and the associated prices.
As this requirement (the scenario pricing) will include pricing information, should it be included in Volume II, Price Proposal? And if so, where should it go?
RESPONSE: All pricing, Schedule B (Line Items 0001, 0002, & 0003), and the Scenario Pricing should be included in Volume II, Price Proposal. Please place the Scenario pricing information behind the Schedule B.
8. QUESTION: Where are the five VCP facilities located? Only three are listed on the VCP website. Can we assume that all of the five facilities are fully staffed labs? Are those staff members on a facility payroll, or will they added onto the payroll of the winning contractor? If they are on the contractor’s payroll, will the contractor be required to maintain a full lab staff at each facility if there are no active task orders issued that utilize those facilities?
RESPONSE: The VCP facilities are located in St. Louis, MO; Augusta, GA; Alexandria, VA; Tempe, AZ (on Arizona State University Campus); Confederated Tribes of the Colville Reservation.
‐Only the following three VCP facilities are staffed: St. Louis, MO; Augusta, GA; Alexandria, VA
‐Staff located at the three main facilities (St. Louis, MO; Augusta, GA; Alexandria, VA) will not be retained by their current contractor. The permanent staff at the two satellite locations are the employees of the tribe and the university.
‐Staffing will be determined by task orders awarded.
9. QUESTION: Are any of the A‐2 or A‐1 positions staffed by veterans?
RESPONSE: Currently all AT1 positions and 25% of the AT2 positions at the 5 VCP locations are veterans.
10. QUESTION: Are there Rates of Federal Equivalent Hires for veterans?
RESPONSE: The Federal Equivalent Hires for veterans are:
GS 7, Step 2 ‐ $36,538 GS 9‐ Step 2 ‐ $44,693
11. QUESTION: Factor 2 Past Performance on p. 14 of 44, “….this category should be submitted as a chart with the following headings…” Is past performance a narrative description, or a chart, or both?
RESPONSE: Please see the response shown in question #3.
12. QUESTION: Can you provide job descriptions for Program Director and Administrator under Factor 1, Subfactor A (p. 13 of 44)?
RESPONSE: The contractor must provide their information on these positions which the Government will use for evaluations.
13. QUESTION: Because of the delay in answering questions, would the Government consider extending the due date of this proposal by one week?
RESPONSE: Due to time constraints, the Government will not extend the RFP.
