2. PAST PERFORMANCE
Using past performance references sheets (Attachment 1) and other information independently obtained from
Government or commercial sources, the Government will perform an evaluation of the offerors past performance in order of lowest price listed offeror. The purpose of the past performance evaluation is to allow the Government to assess the offeror’s probability of meeting the minimum past performance solicitation requirement. Past performance will be evaluated on the basis of recency, relevancy, and the quality of performance. The Government will first evaluate the recency (current within the last three years) and then relevancy. Past performance submitted which exceeds the three (3) year limitation will not be considered.
a. Recency
The first aspect of past performance is recency. The government will first evaluate the recency (completed, or ongoing, within three (3) years prior to the solicitation closing date) and then the relevancy. Past performance information submitted which exceeds the three (3) year limitation will not be considered.
b. Relevancy
The second aspect of the past performance evaluation is relevancy. The government will assess the offeror’s past performance to determine whether a contractor’s recently accomplished efforts are relevant to the effort to be acquired through this source selection. Relevancy is not separately rated; however, the following criteria will be used to establish what is relevant, which shall include similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming.
Past Performance Relevancy Ratings
Rating Definition
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
c. Quality Assessment
The third aspect of past performance is quality assessment. The Government will assess the quality of the offeror’s past performance on those recent efforts that were determined relevant by determining how well the contractor performed on the contracts. Documented results from past performance reference sheet (Attachment 1), interviews, CPARS, and other sources. Quality assessments of past performance shall be at rated at a minimum of satisfactory to receive an acceptable rating.
d. Performance Confidence Assessment
The final step is for the team to arrive at a single consensus performance confidence assessment for the offeror, selecting the most appropriate rating from the chart below. This rating considers the assessed quality of the relevant/recent efforts gathered. Ensure the rationale for the conclusions reached are included.
Adjectival Rating Definition
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below)
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
The Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.

Note 1: All questions for pre-proposal site visit must received before 2:00 Central Time 6 July 2017.
