Question and Answers II Solicitation W912P9-17-R-0010
Question 20: Will past performance of key personnel of the prime contractor be considered for experience?
Answer 20: No.
Question 21: There is a significant difference in wage rates for some of the areas where work might occur. For instance, there is a 22% difference in the wage rate for Operating Engineers in Illinois versus Cape Girardeau county Missouri. How will this be accounted for in the fixed pricing of the IDIQ CLINs?
Answer 21: This is a business strategy decision made by the prospective offerors. The Government cannot dictate a pricing strategy for a prospective offeror. Prospective offerors must meet the prevailing wages found in attachments 12, Missouri Wage Determination, and 13 Illinois Wage Determination.
Question 22: Will the wage rates listed in the solicitation be applicable for the entire term of the contract if option years are awarded?
Answer 22: Wage determinations will not be updated during the exercise of an option period. Prospective offerors can propose increases in unit pricing on the IDIQ pricing sheet.
Question 23: Will a sales tax exemption be provided for Illinois and Missouri?
Answer 23: Yes.
Question 24: In the technical proposal, Section 2, Tab 2, a detailed work schedule is required. Is this a narrative or is a chart required?
Answer 24: See answer to question 16 previously posted.
Question 25: How will field overhead items such as QC manager, field office and other temporary facilities be compensated? Will these items be part of the negotiations for some of the unpriced CLINs in the IDIQ?
Answer 25: No. Expectation is to have these costs built into the unit price of the IDIQ CLIN unit prices.
Question 26: 00 08 00-1.28 lists working around railroads and the possible need for flaggers, railroad protective liability insurance, etc. Will this be part of the negotiations for some of the unpriced CLINs in the IDIQ?
Answer 26: Yes.
Question 27: Do environmental protection BMP’s such as silt fence, diversion dikes, etc. need to be included in the earthwork line items?
Answer 27: Silt fence needs to be included in earthwork line items. Diversion dikes will be negotiated during the request for task order under the Care of Water CLIN.
Question 28: 01 14 40-3.4.1.2 states that the CQC system manager may serve as the site superintendent and/or the site safety and health officer. The technical proposal instructions for the organizational chart states “Section 01 14 40 which requires the CQC Manager to be independent of the site superintendent. Please clarify.
Answer 28: Amendment 0002 changes paragraph 3.4.1.2
Question 29: The specification for pervious embankment states that the compaction requirement allows “crawler type tractor only for seepage berms”. Does the government anticipate that this IDIQ CLIN will be utilized only for seepage berm construction? If this includes scour hole repair, additional compaction equipment and personnel will be required. If so, we would have to assume the worst case/higher cost.
Answer 29: No, the government anticipates that the pervious embankment CLIN will be utilized for a variety of levee repairs. The specification for pervious earthwork (Section 31 22 21.99 15; paragraph 2.3.8) states that the compaction requirement allows for "crawler type equipment shall only be used to compact levee sand berms";
instead of only seepage berms.
