PERFORMANCE WORK STATEMENT FOR REFUSE REMOVAL SERVICES
1. Description of Services. The Contractor shall provide non-personal services, to include all personnel, equipment, materials, supervision, and other items and services necessary to perform refuse removal service at various locations around Wappapello Lake. The Contractor’s performance will be based on the Contracting Officer’s (CO) evaluation, and Contracting Officer’s Representative (COR) (Quality Assurance Personnel) and the results required by the Service Delivery Summary (SDS) and not the frequency or method of performance. The evaluation of results will be based on COR performance assessment, U.S. Army Corps of Engineers (USACE) land stewardship personnel, and customer satisfaction. Final results of the evaluations will be the determining factor for the success or failure of this contract. The Contractor shall comply with applicable federal, regional, state, local laws, and normal industry standards, practices, specifications and/or guides.
1.1. Refuse Removal Service. The Contractor shall haul all refuse collected from dumpsters in an enclosed packer-type truck capable of properly servicing the dumpster units. The refuse collection equipment shall be designed so that no refuse or effluent can escape or leak from the unit. The equipment shall be kept free of odors. Refuse dumpster units shall be furnished by the Contractor and shall be two-cubic yard capacity per container. Containers shall be of standard manufacturer’s design and in compliance with safety standards. The Contracting Officer may require that casters be installed or removed from dumpsters at specific locations in order to insure safety and security of both equipment and visitors. Dumpsters located in the proximity of boat ramps shall not be equipped with casters or can be locked down by the contractor. The Contractor will be allowed to display safety or warning labels on dumpster containers such as “No Playing In or Around”, “No Hazardous Wastes.” or "No Dumping of Household Wastes". Advertising will not be permitted on refuse dumpsters. All dumpsters furnished under this contract shall be a uniform green or brown in color and shall be new or freshly painted prior to being placed into service under this contract. Color samples shall be submitted to the Contracting Officer Representative (COR) Ms. Cindy Jackson for review. Dumpsters shall be painted or touched-up during the term of the contract to provide a neat, clean appearance. Lids are to completely cover top of the dumpster and shall be light enough to permit user to open with minimal effort and shall be arranged so as to allow access to the entire dumpster. Official signed and dated landfill receipts shall be submitted with the Contractors monthly submittal of invoice for payment, showing that all refuse collected from Government containers at Wappapello Lake was deposited at a legal landfill. The Contractor shall remove all refuse from refuse dumpsters as well as clean, service, and maintain sanitary conditions in and around each dumpster. The Contractor shall remove all litter, trash bags, garbage, debris, etc., on and within ten feet (10’) of the surface of the dumpster pad and shall place it in refuse truck each time a refuse removal service is performed.
The Contractor shall replace and center all dumpsters within the designated area and shall insure that all container lids are properly closed. An application of an approved disinfectant shall be applied to each dumpster at the completion of each solid waste removal operation so as not to attract or propagate insects or vermin, produce offensive odors, or pose a health threat to the public.(Disinfectant shall be submitted to COR for approval prior to use) . The Contractor shall provide non-personal services, to include all personnel, equipment, materials, supervision, and other items and services necessary to perform refuse removal service at various locations around Wappapello Lake are shown in Appendix B. The Contractor shall be responsible for removal of any refuse left in the dumpsters following the last scheduled pickup. The Contractor shall collect and dispose of refuse spilled on both land and water due to a dumpster’s unauthorized movement. Dumpsters located within the flood pool elevations of Wappapello Lake shall be moved by the Contractor to safe location due to rising lake levels. It is the contractor’s responsibility to obtain Lake level information. The Government reserves the right to move and relocate the Contractors dumpsters during flooding conditions, to accommodate visitor requirements, or for construction activities. The Contractor shall return the dumpsters to their designated locations as soon as the water levels drop to safe levels when notified by the Contracting Officers Representative.
1.2 Temporary/Holiday/Special Event Dumpsters. The Contractor shall provide additional 2-cubic yard and/or 4-cubic yard dumpsters for temporary services, holiday weekends, and special events held on the project. The Contractor will be notified of specific quantities, schedules of services, and locations no less than seventy-two (72) hours prior to delivery date of additional dumpsters. The number of required temporary/special event dumpsters will not exceed five at any given time. Note: Dumpster service schedule may be daily during special events. For Holiday Pickups the Contractor shall provide 2 CY minimum containers to collect additional solid waste generated during holiday periods of Memorial Day, Independence Day and Labor Day. It is anticipated that dumpsters will be placed on the Thursday preceding the holiday and removed the following Tuesday.
