The Contractor shall perform all necessary tests, including retests of Government tests/observations, to verify the state of the pumps.
a. Pump #1 – On 27 December 2015, a few hours after starting pumping operation, pump 1 registered a vibration alarm. This alarm stopped the pump as designed and programmed. The operator was able to clear the alarm and operate pump 1 by hand. It was operated for a few days after the reset without any vibration issues. On 1 January, 2016, pump 1 made a loud booming noise while operating, showed a vibration alarm, and stopped. The operator left the pump off for the time being. On 3 January 2016, the operator tried to start pump 1 in hand operation. Pump 1 reportedly made a large booming noise again and tripped the breaker on startup. The breaker tripped on 3 consecutive attempts to start. Pump 1 has
124.8 hours of total runtime. On 5 January 2016, the Government performed megger testing of pump
1. Results of the megger testing showed 200 kΩ between each of the 6 parallel pump conductors and ground. Pump 3 was megger tested to verify the instrumentation and used for comparison. The results of pump 3 megger testing showed 70 MΩ between each conductor and ground.
b. Pump #3 – On 2 January 2016, the pump station was taken out of operation at 1600 hours. 4 hours after the pumps were turned off, pump 3 registered a high temp lower bearing alarm. The thermostat never reset automatically as it is supposed to when the thermostat cools off. Per MWI’s recommendation, the thermostat was taken out of the circuitry by disconnecting the wire on terminal P4 in the monitoring panel. The fault was able to be cleared and the pump was able to operate in this condition without the protection of the bearing thermostat. Pump 3 has 144.6 hours of total runtime.
6. Order and Coordination of Work. The pump rehabilitation firm shall coordinate all work with the Contracting Officer Representative (COR). The pump rehabilitation firm shall provide at least seven (7) days notice of the desired date to perform any onsite investigation, removal, installation, or field testing a pump. Inspection shall include any tests necessary to determine the cause of the pump failure. The Contractor shall notify the Contracting Officer when the pump disassembly is completed and all measurements and evaluations are complete. Prior to reassembly the Contractor shall compile an inspection report for each pump as described in the Submittals paragraph and submit to the Government for approval/disapproval of any recommended repairs. Any repair work shall be performed as a modification to this contract as approved by the Contracting Officer. The contractor shall not proceed with submitted repairs until issuance of modification or approval by the Contracting Officer.
9. Shop Assembly. The rehabilitated pump shall be assembled in the shop to determine the correctness of any repair work and matching of the component parts. The tolerances shall not exceed those specified by the pump manufacturer and the assembled unit shall be closely checked to ensure that all necessary clearances have been provided and that binding does not occur in any moving part.
10. Installation. The Contractor shall install the rehabilitated pump in accordance with the approved installation plan submitted. The Contractor shall install the pump by following the pump manufacturer’s instructions. The field service representative for the pump rehabilitation shop shall be present during the installation of the pump.
11. Field Test-Inspection. The Contractor shall conduct a wet test on each pumping unit. The water level in the ponding area must be no lower than Elevation 406.0 ft NGVD prior to the start of the test. The field service representative shall be present for this test.
