SECTION SF 30 BLOCK 14 CONTINUATION PAGE
AMENDMENT OF SOLICITATION
The following Contractor questions and Government responses are for information purposes:
QUESTION ONE (1):
1. In the drawings the surveys for the Weir and Dike degrade provided are from dates; 11/20/2012, 01/14/2013, 01/16/2013, 01/26/2013, 12/11/2013 and 01/14/2014. Are there any current surveys that show the work locations, with changing river conditions some of the surveys are two and a half years old and could have significant changes to date. The specifications state “No separate payment will be made for the removal of drift and debris, excavation and minor bank grading that may be required”. We feel that a more recent survey should be performed especially since the quantities given on the plans pertaining to line items 5,6,7,12,13,14,15 have been exempted from the VARIATION IN ESTIMATED QUANTITY in the
BIDDING SCHEDULE NOTES.
RESPONSE TO QUESTION ONE (1):
No additional surveys will be performed.
River bed conditions can change significantly from survey to survey, however the portion of the structures that are identified for removal will change little over the course of two years. The majority weirs have been surveyed multiple times and the locations where high points have been identified on the plans have been unchanged from survey to survey.
QUESTION TWO (2):
2. In section 35 31 30.00 15 it states that an As-built survey is to be completed with a multibeam echo sounder after completion of the degradation of the structure. With the specific points the Corps has provided to degrade, what will be required if other points on the Contractors As-built survey show structures not provided by the Corps are above the required elevation.
RESPONSE TO QUESTION TWO (2):
The contractor will not be required to remove additional high spots outside of the work locations identified.
This will not apply if it is determined that the contractor created additional high spots during his removal effort.
It is unlikely that additional locations will be identified. The Corps has done everything within reason to collect the best surveys possible. If an as-built survey is collected and the Corps determines that an area not previously identified in the plans will need remediation, then the normal process for modifying the contract under "differing site conditions" will be followed.
QUESTION THREE (3):
3. In section 00 80 00 it states that “the Contractor's plant so obstructs the channel as to make difficult or endanger the passage of vessels, said plant shall be promptly moved on the approach of any vessel to such an extent as may be necessary to afford a practicable passage.” This creates a potential safety risk for all vessels involved in the work and commercial traffic. The Corps has in the past given the authority to stop all river traffic for the emergency rock removal in a given reach.
W912P9-15-B-0211
RESPONSE TO QUESTION THREE (3):
A river closure will not be requested by the Corps.
QUESTION FOUR (4):
4. Payment for Weir and Dike Degradation. The payment for these line items are paid by the job, for the most part these line items have multiple weirs or dikes to degrade. Will partial payments be made based on how many of the locations are completed per line item?
RESPONSE TO QUESTION FOUR (4):
Yes, partial payment will be made based on amount of work complete.
All other terms and conditions remain unchanged.
