This document is Amendment 0002 to a construction quality assurance and testing services Indefinite Delivery/Indefinite Quantity (IDIQ) contract solicitation (W912P826RA007) issued by the U.S. Army Corps of Engineers, New Orleans District. The amendment, effective January 28, 2026, provides answers to 36 contractor questions and notifies offerors that updated forms (fillable PPQ PDF and Volume III: Price Excel file) have been uploaded to SAM.gov. Key clarifications include: (1) no pre-proposal meeting will be held; (2) prime contractors must have employed at least eight QAR III personnel within the past 10 years—this requirement is non-negotiable; (3) Standard Form 1449 is required instead of SF 33; (4) no separate Performance Work Statement will be issued; (5) FTR refers to Federal Travel Regulations flat rates determined by GSA with no pricing submission required; (6) per diem lodging CLINs require no estimated amounts and per diem meals are not required to be GSA-based; and (7) quantities for vehicles and materials are estimated for bidding purposes only.
The solicitation is a 100% Total Small Business Set-aside for construction quality assurance and testing services supporting USACE operations. Offerors must submit four volumes: Volume I (Technical, 50-page maximum), Volume II (Past Performance, 25-page maximum), Volume III (Cost/Price, no page limit), and Volume IV (Solicitation documents and certifications). Proposals require minimum staffing of 15 QAR IIIs with heavy civil construction experience in the New Orleans District, one Construction Manager, one Project Engineer, one Senior Engineer, one Cost Estimator, and one Scheduler. Past performance must include 1-5 similar contracts exceeding $1 million completed within the past five years (projects need not be complete at submission). Prime contractors must perform at least 50% of work with their own forces. Electronic submissions in PDF format (except Excel price schedules) should be emailed to evan.g.woitha@usace.army.mil with file attachments not exceeding 50MB, with offerors responsible for confirming receipt prior to the deadline.

1. Will there be a pre-proposal or pre-bid meeting? If so, please provide the date, time, and meeting link.
No.
2. In Section L, Proposal Submission, Subsection 2.A.b, the solicitation requires that the Prime Contractor shall have employed at least eight (8) of the proposed QAR III's within the last 10 years. Our recruiting services are able to successfully recruit and hire these roles rapidly, but they will not have worked for us in the past. Would the Government consider removing the requirement for at least eight QAR III's to have worked for the Prime in the past?
3. On page 106 of the Solicitation document, item D. Volume IV requires the following documents:
Section A Standard form 33 Section K- Representations, Certification and other Statements of OƯerors Can you please provide or let us know where to access these?
Section A – “Standard Form 33” has been revised via this amendment to stated “Standard form 1449”, which is page 1 of the solicitation.
Section K – Instructions regarding Representations, Certification and other Statements of OƯerors can be found under FAR 52.212-3 beginning on page 82 of the solicitation.
4. Will a separate and full scope of work or Performance Work Statement (PWS)/Statement of Work (SOW) in Section C, for specific projects, tasks, or locations where services will be performed (e.g., within the New Orleans District or elsewhere) be issued?
No. Reference Section C, paragraph C.1.3 Authorization and Performance of Work.
5. What does "FTR" stand for as a unit (e.g., in additional mileage or per diem lodging)? Is it "flat rate," "per trip," or something else, and how should it be interpreted for pricing?
Federal Travel Regulations. It’s the flat rate determined by the GSA. No pricing submission required.
6. For per diem items (lodging and meals), should rates be based on the current GSA per diem rates for the performance location(s), and will they be adjusted annually per FAR 52.222-43 or similar clauses?
The CLIN for per diem lodging does not require an estimated amount.
The CLIN for per diem meals is not required to be based on the GSA rates.
As no estimate is required for the per diem lodging CLIN, no contractual adjustments will be necessary.
7. What are the detailed qualification requirements for key personnel categories (e.g., QAR II, QAR III, QAR V, Certified Welding Inspector, NACE Coating Inspector)? Are specific certifications, years of experience, or education levels required beyond what's implied in the schedule?
Reference Section C, paragraphs C.3.1 Personnel Requirements and C.4.1.d Field Personnel.
8. How should the price proposal be structured?
Should oƯerors fill in unit prices on the provided schedule for all line items (including straight time, overtime, and Sunday/double time), Reference PROPOSAL SUBMISSION (Section L), Instructions, Conditions and Notices to Bidders, VOLUME II – Cost/Price beginning on page 105.
and will the evaluated price be based on estimated quantities times unit prices, including options?
Reference Evaluation Factors for Award (Section M), Volume III: Cost/Price
9. What are the specific evaluation subfactors under Technical Capability and Past Performance, and what is their relative importance? For example, are resumes, management plans, or subcontractor qualifications weighted?
This procurement is a Best Value - Lowest Price Technical Acceptable procurement, not a Best Value – Trade OƯ procurement. Reference Evaluation Factors for Award (Section M).
10. How will Past Performance be evaluated? How many references should be provided, what forms (e.g., CPARS or questionnaires), and will relevance to similar USACE construction QA/testing work be considered?
Reference PROPOSAL SUBMISSION (Section L), Instructions, Conditions and Notices to Bidders, Volume II and Evaluation Factors for Award (Section M), Volume II.
11. Are there page limits, font requirements, or specific volume structures for the proposal (e.g., Volume 1: Technical, Volume 2: Price, Volume 3: Past Performance)? The instructions mention a Table of Contents and Summary, but clarification on overall limits would help.
Reference PROPOSAL SUBMISSION (Section L), Instructions, Conditions and Notices to Bidders.
12. How will answers to submitted questions be distributed (e.g., via amendment on SAM.gov)?
Answers to submitted questions will be posted via AM0002 on SAM.gov.
13. For electronic submission, is there a file size limit, required format (e.g., PDF with searchable text), or portal (e.g., PIEE or email only to evan.g.woitha@usace.army.mil)?
Electronic submission should be made in PDF for all volumes other than Volume III: Price.
Volume III should be submitted in Excel Spreadsheet, which has been uploaded to SAM.gov for use. Proposals should be emailed directly to evan.g.woitha@usace.army.mil and attachments should not exceed 50MB. 15. How will options be evaluated for price reasonableness, and can unbalanced pricing in options lead to rejection?
Reference Evaluation Factors for Award (Section M), Volume III.
16. Are there any mandatory teaming or subcontracting goals (e.g., small business, HUBZone), even though the solicitation is unrestricted?
This requirement is a 100% Total Small Business Set-aside.
17. For lab testing items (e.g., ASTM standards for soils and concrete), are there specific accreditation requirements for the oƯeror's lab, or can third-party labs be used?
Labs that are in accordance with Section C, paragraph C.4 TESTING LAB REQUIREMENTS are allowed
18. What insurance, bonding, or indemnity requirements apply, if any, given the services involve field inspections and testing?

19. On page 5 of SECTION C DESCRIPTION/ SPECIFICATIONS/STATEMENT OF WORK of the Solicitation Package, under item C.3.1.2 Specific Qualifications, the table lists 15 positions. While on page 103 of the Solicitation Package, under A. PROPOSAL SUBMISSION (Section L) Instructions, Conditions and Notices to Bidders, item b.
StaƯing Plan and Qualifications notes that there should be a minimum of 15 QARs, and five (5) additional resumes for the disciplines listed. Between the two lists there is overlap but there are also positions that only appear in one place vs. both. Please clarify how many resumes should be included in the OƯeror's proposal and for which positions.
Provide the personnel information requested in PROPOSAL SUBMISSION (Section L), Instructions, Conditions and Notices to Bidders.
20. As a follow up question, should the OƯeror provide full resumes or just the information listed under b. StaƯing Plan and StaƯ Qualifications?

21. On page 104 of the Solicitation Package, under item B. VOLUME II - Past Performance, it states, "This volume shall contain past performance information regarding at least one
(1) and no more than five (5) similar multi-year contract(s) that is greater than $1 million and occurred within the last five (5) years." Please clarify whether or not the project(s) have to be complete at the time of submission.
Project does not need to be completed at the time of submission.
22. As a follow up question, can the procurement team clarify if the $1M is the contract (OƯerors Fee) or construction value (Project Value)?
Contract Value.
23. On the Past Performance Questionnaire, please note that between pages 4 and 5, questions #13 and #14 are missing, and the last question is not labeled, thinking that it should be question #20. Can an updated PPQ be released prior to the release of all responses to the questions, so that the OƯerors can send it to our clients in a timely manner?
Apologies for the outdated PPQ. The correct fillable USACE PPQ template has been uploaded to SAM.gov for your use.
