About this file

This is Amendment 0002 to Solicitation W912P826QA039, issued by the U.S. Army Corps of Engineers, Mobile District, New Orleans Division (W07V ENDIST N ORLEANS KO CONTRACTING DIVISION) on November 2, 2026. The amendment extends the quotation due date from October 30, 2026 at 10:00 AM local time to November 2, 2026 at 2:00 PM local time. The amendment states that government responses to contractor questions are provided, and specifies that no further questions will be permitted. All other terms and conditions of the original solicitation remain unchanged.

The amendment includes five contractor questions and government responses addressing sourcing eligibility for foreign end products, instrument air supply pressure specifications (30 PSI), acceptance of wall-mounted pneumatic controllers with temperature sensing bulbs on capillaries, valve dimension requirements (noting that a mandatory site visit is required), and certification requirements for hydrostatic and seat leakage testing (confirming that manufacturer test certificates and ABS design approval are acceptable without requiring third-party witnessing). Offerors must acknowledge receipt of this amendment prior to the extended due date by completing and returning the amendment, acknowledging receipt on each copy of their offer, or submitting separate written or electronic communication referencing the solicitation and amendment numbers.

QUESTIONS AND ANSWERS

1. DFARS 252.206-7000 and FAR 52.225-3 and 52.225-4 are both in the solicitation, so is an end product manufactured outside the United States and Canada eligible for award when offered by a U.S. small business?

GOVERNMENT RESPONSE: Yes. DFARS 252.206-7000 restricts the eligibility of the offeror (source) to U.S. or Canadian entities, which a U.S. small business satisfies. FAR 52.225-3 and 52.225-4 govern the origin of the end product. Since the acquisition is below the Simplified Acquisition Threshold, the Nonmanufacturer Rule does not apply. Accordingly, an end product manufactured outside the U.S. or Canada is eligible for award, but will be evaluated as a foreign end product in accordance with FAR Part 25 and DFARS Part 225 (including the application of the applicable DoD price evaluation preference/factor, if domestic offers are received).

2. What instrument air supply pressure is available at the valve location, so that we can size the actuator and regulators correctly?

GOVERNMENT RESPONSE: There is a regulator at each location, current supply pressure to temperature control is 30PSI.

3. Is a wall mounted pneumatic controller with a temperature sensing bulb on a capillary, installed in the existing sensor location, acceptable as the temperature sensor in the control system, or must the sensor be mounted on the valve assembly?

GOVERNMENT RESPONSE: A wall mounted pneumatic controller with a temperature sensing bulb on a capillary is what is used currently. Wall mounted pneumatic controller is accepted.

4. Could you share the face to face length of the existing valve, or confirm that we may supply a loose flanged spacer piece if the new valve is shorter, since installation is not part of the requirement?

GOVERNMENT RESPONSE: Please note that a site visit is mandatory. We do not have a face-to-face length of the existing valve.

5. For the hydrostatic and seat leakage certificates, are manufacturer test certificates showing testing to USCG and ABS Class II piping requirements acceptable, or is third party witnessing or ABS certification required?

GOVERNMENT RESPONSE: Manufacturer test certificates and ABS design approval is acceptable.
