About this file
This is a Standard Form 30 (Amendment of Solicitation/Modification of Contract) dated August 21, 2026, issued by the W07 Endist N Orleans contracting office of the U.S. Army Corps of Engineers, New Orleans District. Amendment 0003 modifies solicitation W912P826BA069, which was originally dated July 22, 2026, for project ED-26-029.
The amendment makes substantive changes to the contract specifications across three primary sections. Section 01 33 00 requires deletion and replacement of the submittal register in its entirety. Section 02 21 10.00 12 (Surveys) modifies submittal requirements and significantly revises the Post Clearing and Grubbing Survey specifications, establishing detailed survey criteria including maximum 50-foot shot intervals, topographic surveys in accordance with USACE New Orleans District guidelines, contours at 0.5-foot intervals, and submission of survey data in .EM, LMN830, and .XYZ file formats. Section 31 23 00.00 20 (Excavation) revises the excavation measurement and payment methodology to establish that all work shall be measured in cubic yards based on average end area method calculations performed by the Government, with the contractor permitted to use surface-to-surface calculations but subject to Government-calculated quantities as governing; establishes a six-inch grade tolerance above and below the required +5.0' NAVD88 degrade elevation; and clarifies payment constitutes full compensation for all related labor, materials, equipment, and hauling. The amendment also reserves paragraphs 1.5 and 1.6.1 and modifies miscellaneous equipment specifications. Additional clarifications address survey requirements, elevation limits for the +5.0' degrading work, and payment basis relative to post-clearing surveys. Offers must acknowledge receipt of this amendment prior to the specified deadline by completing items 8 and 15, acknowledging receipt on offer copies, or submitting separate written communication referencing the solicitation and amendment numbers.

“3.1.3 Post Clearing and Grubbing Survey
Before any degrading/grading work begins, the Contractor shall perform, plot, and submit Post Clearing and Grubbing Surveys of all areas indicated on the contract drawings. The Contractor shall conduct a full topographic survey within the entire project right of way. The Contractor shall determine survey section line interval to meet the survey requirements outline in the contract specification. The survey criteria and plots shall include, but not limited to, the following:
a. Survey Criteria
1. Surveys shall include all abrupt grade changes, dike toes, dike crowns, borrow pits, ditches, and shall extend 50 feet beyond where the dike meets existing ground on the exterior side of CDF-12A.
2. A profile of the existing dike crown, berms, and toes shall also be taken.
3. Shots shall be no greater than 50 foot and at all abrupt changes in grade.
4. Topographic surveys shall be in accordance with Section D of the USACE New Orleans District Guide for minimum Survey Standards, latest edition.
b. Survey Plots:
1. Labeled contours at 0.5 foot intervals.
2. Plotted surveys shall include the project baseline, right of wat limits, and the grading limits as shown on the contract drawings.
3. Sheets shall include a scale, north arrow, and geo-reference aerial image date no greater than two years old.
4. Legend depicting any symbols and abbreviations used on the drawings.

“1.2.1 EXCAVATION MEASUREMENT AND PAYMENT
All work required in this section shall be measured for payment by the cubic yard of material cut to the design grade, and quantities will be determined by the average end area method as calculated by the government. The Contractor may use surface-to-surface method volume calculations but this does not relieve the contractor of any survey requirements as outlined in the specifications and the government-calculated quantity will govern any discrepancies between these two calculations. A survey of the site shall be made in accordance with the provisions of Section 02 21 10.00 12 SURVEYS, and all measurements to determine excavation quantities for the required areas will be based on the "Post Clearing and Grubbing Survey" and the actual final grade for degrading as described therein.
Payment for excavation and fill will be made at the contract unit price per cubic yard for "excavation". Price and payment shall constitute full compensation for furnishing all plant, labor, materials, and equipment required to degrade the site to the required grade, degrade the existing retention dikes, fill identified areas, control testing and all other excavation, grading, hauling, and spreading of material incidental to the leveling of the disposal area; all as specified herein and as shown on the drawings. The contractor shall consider "push" or "haul" distances required for placement of excavated material in order to bring each area to the specified grades and tolerances when computing his/her unit price for excavation.
The contractor shall perform and submit original surveys as specified in Section 01 10 00 GENERAL PROVISIONS, paragraph SPECIAL SURVEYING REQUIREMENTS.”

Any degrade excavation above the specified tolerance shall be degraded within the tolerance at no cost to the Government. No additional payment will be made for quantities cut below the design grade.”
