About this file

This document is an Amendment of Solicitation/Modification of Contract issued by the U.S. Army Corps of Engineers, New Orleans District, dated August 14, 2026, for solicitation W912P826BA069 concerning the Calcasieu River and Pass, Louisiana Dredged Material Management Plan (DMMP), CDF-12A Degrading project in Calcasieu Parish, Louisiana. The amendment closes the question period, stating "Respond to questions. No further questions will be accepted." The document includes fifty-seven contractor questions and corresponding government answers addressing specifications and technical requirements for site grading and excavation work. Key topics clarified include: acceptance of surface-to-surface volume calculation methods (acceptable with sufficient data provided); field-determined clearing and grubbing limits based on the exterior toe of the existing dike meeting existing ground; confirmed access solely from the Calcasieu River main channel; confirmation that on-site quantities allow for balanced material (no import required); prohibition of burning or on-site placement of debris; and acknowledgment that the existing spillbox is severely eroded and non-functional with no protection criteria required during construction.

The Q&A document provides detailed technical specifications and clarifications on compaction requirements (moisture content and compaction not enforced as a Phase 1 project); survey requirements (pre-grading and final surveys spaced no more than 50 feet apart with data in ".EM" format per Engineering Manual specifications); payment basis on design grade at elevation +5.0 NAVD88 with material placed above tolerance incidental; no temporary or final drainage paths required with the final surface intended to be flat; no wetlands, protected vegetation, or cultural resources within the project footprint; no utilities or obstructions anticipated; and an inspector field office required approximately 150 square feet with specified utilities and communications. The document confirms work may be subdivided for progressive payments upon acceptance and includes eight soil boring logs (CD12A-1U through CD12A-5U and CDF-12A-06TU through CDF-12A-08TU) providing subsurface soil classification and test results.

Contractor Questions and Answers

Q1. Specification 31 23 00 section 1.2.1 states "All work required in this section shall be measured for payment by the cubic yard of material cut to the design grade, and quantities will be determined by the average end area method as calculated by the Government." This is a commonly used method that can accurately represent quantities for features of work like Embankments or Channels when combined with appropriate centerline alignments and typical design sections however it is not accurate or representative of non-typical features of work using an offset alignment as shown in the solicitation drawings.

The surface to surface method of calculation would be more accurate to better characterize the site and magnitude of work to be performed for excavation/fill.

Will the Government allow volumes of excavation and fill to be generated using the surface to surface calculation method to quantify excavation volumes on this project?

A1. Volume calculations of excavation and fill using surface-to-surface calculation method is acceptable for this contract, as long as the contractor provides data sufficient to make this calculation.

Q2.

Specification 31 11 00 section 3.2.3 states "The CDF-12A site shall be cleared in its entirety to where the outside toe of the dike meets existing ground." After reviewing the solicitation plans and sections no information is provided regarding the location of where the existing dike toe meets original grade.

Is original grade making reference to the EL. +5 that degrading operations specify in 31 23 00? If not please provide a clarification clearing limits that allow Contractors to accurately estimate the quantity of this work.

A2. Limits of all construction activities are intended to be within the exterior toe dike of the project, and shall be determined in the field.

Q3. Specification 01 10 00 section 11(a) states "The rights of entry required for the work to be constructed under this contract within the rights-of-way limits indicated on the drawings, have been obtained by the Government and are provided without cost to the Contractor. The Contractor shall make its own investigations to determine the conditions, restrictions, and difficulties which may be encountered in the transportation of equipment and material to and from the work site. The proposed work, including rights-of-entry as defined by these specifications and as shown on the drawings, is in compliance with all applicable Federal and state environmental laws and regulations."

No contract drawings or specification sections outline the rights-of-way or construction limits for this project. Please provide the right-of-way information for use in preparing bids for this solicitation.

A3. Due to the irregular shape of the dike as a result of multiple lifts, exact coordinates will not be provided. Limits of work will be based on where the exterior toe of the existing dike meets existing ground.

Q4 Specification 01 10 00 section 12(d) states Access corridors where shown on the contract drawings shall be used to access the disposal areas; upland disposal areas where no access corridor is shown on the drawings shall be from the Calcasieu River Main Channel." No contract drawings or specification sections outline the access corridor for this project.

Please confirm that all access to the site shall be from the Calcasieu River for this solicitation.

A4. Confirmed. All access to the site shall be from the Calcasieu River main channel.

Q5. After reviewing the plans and specs, the job proposes sitewide degradation of the placement area, but the proposed and existing cross sections on sheets C-03 and C-04 call for the site to be brought to a final grade of +5.0 NAVO 88. Will the quantities onsite allow for a balance of material, or will import need to be brought in?

A5. The quantities onsite will allow for balance of material.

Q6. Specification Section 31 11 00, Paragraph 3.4 states that debris removed from clearing and grubbing cannot be burned on-site. Will the Government consider allowing clearing debris to be chipped or mulched on-site and evenly spread over the finished surface?

A6. All debris shall be hauled off site as per specifications. General concern is excessive wood chips on site being built into the future embankment section.

Q7. Please provide the Government quantity computation, including the pre-clearing surface/date, design surface, grading limits, cross-section intervals, and assumptions used to establish the estimated 104,000 CY excavation quantity. Please also identify whether the estimate includes dike degradation, interior high-area cuts, corrective grading, and material used to fill low areas.

A7. Analysis of survey data (dated September 2022) indicates that grading the entire site (degrading the existing dikes and interior high-area cuts, and filling in low areas within the side) to an approximate elevation of +5.0' will yield the most level surface. Using a surface-to-surface calculation, results of the cut/fill volumes of the surface at elevations ranging from +4.8' to +5.1' are shown as followed:

Level Volume Above Volume Below

4.80 122,864.3 78,975.4

4.85 117,607.9 86,903.8

4.90 112,675.4 95,156.0

4.95 108,018.6 103,683.9

5.00 103,611.4 112,461.5

5.05 99,472.5 121,507.4

5.10 95,646.0 130,865.7

Q8. Confirm that the original surface used for payment will be the Contractor's Government-accepted post-clearing/pre-grading survey, and that removal of stumps, root balls, organic mat, and other clearing-generated depressions will not reduce compensable excavation quantities. State how isolated stump/root voids are to be treated in the payment surface.

A8. The basis of payment shall be post clearing per specifications and any adjustment for materials lost during grubbing shall be accounted in the bid.

Q9. Confirm whether the design is intended to balance entirely with on-site material. If acceptable soil excavated to design grade is insufficient to raise all low areas to El.

+5.0 NAVD88 within tolerance, identify the required source, quality requirements, measurement, and payment mechanism for imported fill.

A9. The design is intended to balance entirely with on-site material. If in the case the design grade is insufficient, no fill import is required and resultant low spots within the future dike footprint will be addressed in the following contract.

Q10. Identify the approved on-site locations, maximum elevations, slopes, and placement requirements for wasted vegetation, wood, rock, debris, unsuitable soil, or excess soil.

Confirm whether off-site disposal is required when these materials cannot be placed within the grading limits.

A10. As per paragraph 3.3.4 in section 31 11 0.00 12 , the Contractor shall remove all the debris from the site of the work at a Contractor provided off site disposal location.

Q11. State the required maximum loose lift thickness, minimum compaction percentage, applicable Proctor method, acceptable moisture range, test frequency, and whether these requirements apply to all interior fill placed to El. +5.0 NAVD88.

A11. As a phase 1 project, the intent is to degrade and make a flat surface for the next construction phase. Moisture content and compaction for this contract will not be enforced.

Q12. Describe the required treatment and payment for pumping, rutting, unstable subgrade, excessively wet dredged material, or material that cannot support the specified compactor. Confirm whether undercut, drying, blending, geotextile, working platforms, or additional haul are incidental or will be directed and paid separately.

A12. Please note that CDF 12A has not been utilized by the Corps in a few years. No accommodations shall be made for the provisions included in this question.

Q13. Confirm the total calendar-day performance period, whether it includes mobilization and demobilization, and any seasonal, hurricane, navigation, daylight, weekend, or holiday restrictions applicable to earthwork operations.

A13. Duration provided includes time from NTP to completion of contract.

Q14. Identify the Government-furnished land access route from the public road to CDF-12A, all railroad crossings/gates, controlling owners, operating-hour restrictions, permit/escort requirements, allowable vehicle weights, and anticipated blockage durations. Confirm whether an alternate marine access is mandatory or optional.

A14. As specified in the P&S all access shall be from the Calcasieu River.

Q15. Provide the existing-condition documentation and required restoration standard for access roads/corridors. Identify who bears the cost for aggregate, geotextile, matting, culverts, grading, dust control, and repairs needed to support the Contractor's equipment.

A15. Items identified are not contract requirements. Any additions of these items per contractor's means and methods must be included in bid items provided without separate payment for these items.

Q16. Provide a plan defining the exact clearing and grubbing limits, acreage, vegetation types, and any trees/vegetation to remain. Confirm whether clearing is required over the entire grading footprint, access corridor, dike, spillbox work zone, and staging areas.

A16. No trees/vegetation to remain. Limits of clearing and grubbing are within the exterior toe dike. Vegetative types shall be contractor determined from a pre-bid site visit.

Clearing is required over the entire grading footprint.

Q17. Confirm whether burning is prohibited. If chipping, mulching, burying, windrowing, or on-site placement is permitted, provide approved locations and dimensional/cover requirements. Confirm whether merchantable timber remains Government property or becomes Contractor property.

A17. Burning is not permitted. No on-site placement is permitted. Any merchantable timber becomes contractor property.

Q18. Provide the spillbox location, dimensions, invert/top elevations, buried piping alignment, required equipment setback, and protection criteria. Confirm whether the spillbox must remain operational and accessible throughout construction and identify the responsible party for any pre-existing damage.

A18. Location of the existing spill box is indicated on the plans. The spill box is severely eroded and no longer functions. Therefore, there is no protection criteria involving the spill box. Please note that in Phase 2 contract, a new spill box will be installed in the same general location of the existing one.

Q19. Provide the coordinates, elevations, datum/geoid, monument descriptions, and latest verification dates for all project control. Confirm that no grading may begin until discrepancies are resolved and state how resulting standby or redesign will be handled.

A19. Project control details are on plan sheet G-03. Grading should not begin if there are unresolved discrepancies in the project control info.

Q20. Confirm required pre-grading and final survey station spacing, cross-section width, supplemental breaklines, treatment of ditches/berms/spillbox exclusions, and the software/file format the Government will use for average-end-area payment calculations.

A20. As stated in the specs, both pre-grading and final surveys shall be spaced no more then 50' apart. Width shall cover the entire site, extending 50 ft beyond where the existing dike meets the existing ground on the exterior of CDF12A. Shots shall be no greater than 50 foot and at all abrupt changes in grade. Surveys shall include all abrupt grade changes, dike toes, dike crowns, borrow pits, ditches, as well as a profile of the existing dike crown, berms, and toes shall also be taken. The survey information that the Contractor uploads to the Safe File Exchange (SAFE) website shall be in the ".EM" format as specified in the USAGE document "Engineering Manual File Format Specification Version: EM09".

Q21. Clarify whether excavation within the permitted ±0.5-foot grade tolerance is paid to the actual accepted final surface or only to the theoretical El. +5.0 design surface. Confirm that material placed to correct areas above tolerance is incidental and identify whether rehandling required by Government-directed acceptance corrections is compensable.

A21. Payment is based on the design grade. Material placed to correct areas above tolerance is incidental and rehandling to achieve design grade is not compensable.

Q22. Provide required temporary and final drainage paths, ditch locations/grades, low-point treatment, and ponding criteria. Confirm whether the final El. +5.0 surface is intended to be flat or must receive positive drainage slopes not shown in the cross sections.

A22. There are no temporary or final drainage paths, ditch locations/grades, low-point treatment, and ponding criteria required in this contract. The final surface is intended to be flat.

Q23. Provide GIS/CAD limits for wetlands, protected vegetation, cultural-resource buffers, and other no-disturbance areas. Confirm allowable corridor widths and whether field adjustments can be approved during construction without additional environmental review.

A23. There are no wetlands, protected vegetation, cultural resources, or other no-disturbance areas within the project footprint. Section 01 10 00, paragraph 12(d) allows for corridors to be field-adjusted to minimize impacts to existing wetlands, with the approval of the Contracting Officer. Any major deviation from the limits indicated in the P&S is subject to environmental review and is at the contractor's sole risk and liability (Section 01 10 00, paragraph 11(b)).

Q24. Confirm whether pumping, ditching, sumps, temporary culverts, or discharge of accumulated water is anticipated or permitted. Identify sampling, turbidity, discharge-point, permit, and treatment requirements and whether Government assistance with water-quality monitoring applies to this land-based work.

A24. Pumping, ditching, sumps, temporary culverts, or discharge of accumulated water is not anticipated, as this GDF has not been utilized in years. Water quality monitoring does not apply to this work.

Q25. Provide all available utility/pipeline records and identify required one-call, private locating, potholing, owner coordination, and equipment clearance requirements.

Confirm whether any buried lines serve the spillbox or cross the grading/access limits.

A25. There is no indication of pipelines within the project area. There is a possibility that remains of the existing spill box may be within the limits of the project area, but the no longer serve the spill box, as it is eroded and un-usable. Location of the existing spill box is indicated on the plans and will be easily identifiable in the field.

Q26. Identify known concurrent dredging, disposal, maintenance, survey, railroad, pipeline, or landowner operations during the performance period, including priority of access and coordination windows.

A26. No other work will be performed withing the limits of work throughout the term of this contract.

Q27. Identify the roads subject to street-cleaning requirements, acceptable cleaning frequency/standard, and approved disposal location for collected material. Confirm whether this applies only when material is hauled off site or to all construction traffic.

A27. Section 00 73 00, paragraph (h) of the specifications requires the contractor to keep "streets near the work site" clean of mud, tracking, and spillage from equipment and operations. Since the primary site access is by water, this would apply to any public roads used for land-based support activities. The cleaning frequency is "as often as needed," and all collected debris must be hauled off-site and disposed of properly. The rule is not limited to just off-site hauling activities.

Q28. Confirm whether an inspector field office is required for this project and provide size, utility, communications, furnishings, parking, and duration requirements.

A28. Yes, an inspector field office is required. The detailed requirements are provided in Section 01 10 00, paragraph 5, "ACCOMMODATIONS AND MEALS FOR INSPECTORS". The requirements include, but are not limited to:

Size: Approximately 150 square feet.

The cleaning frequency is "as often as needed," and all collected debris must be hauled off-site and disposed of properly. The rule is not limited to just off-site hauling activities.

Q53. Confirm whether an inspector field office is required for this project and provide size, utility, communications, furnishings, parking, and duration requirements.

A53. Yes, an inspector field office is required. The detailed requirements are provided in Section 01 10 00, paragraph 5, "ACCOMMODATIONS AND MEALS FOR INSPECTORS". The requirements include, but are not limited to:

Size: Approximately 150 square feet.

Utilities: Electrical wiring for 110-volt power, lighting, A/C, and heating.

Communications: High-speed internet service with a minimum download speed of 10 Mbps and upload of 1.5 Mbps.

Furnishings: A drafting table, chairs, a desk, and a secure locker.

Duration: Throughout the contract period.

Q54. Confirm whether the work may be divided into accepted subareas for progressive final survey/payment, or whether the entire GDF must remain open until one final compliance survey. State the review timeframe for survey acceptance and authorization to demobilize equipment.

A54. No initial surveys shall be performed until the completion of the clearing and grubbing per specifications. Subdivision for progress payments upon acceptance is permitted.

Subdivision is acceptable as long as the contractor provides compliance interim surveys showing completion of the work, as well as a single survey upon completion of all construction.

No exact duration is available at this time. Due to the simple nature of the project, we expect minimum turnaround to be determined based off of quality of contractors submittal.

Q55. Provide available boring logs, historical disposal records, prior construction/as-built information, and known buried debris/obstructions within CDF-12A. Confirm the direction and payment procedure for handling unknown concrete, timber mats, riprap, pipelines, contaminated material, or other obstructions.

A55. See attached for boring logs. No utilities or obstructions are known or anticipated within the site.

Q56. Can the material from clearing and grubbing be chipped and left on site?

A56. All debris shall be hauled off site as per specifications. General concern is excessive wood chips on site being built into the future embankment section.

Q57. Regarding SECTION 31 23 00.00 20, Paragraphs 1.3, 1.4, and 1.5, what is the testing frequency? What % compaction is required. I do not see requirements for soil classification or proctor testing. Please advise.

A57. As a phase 1 project, the intent is to degrade and make a flat surface for the next construction phase. Moisture content and compaction for this contract will not be enforced.
