About this file

This is Amendment 0003 to Solicitation W912P826BA041 for the West Shore Lake Pontchartrain Hurricane and Storm Damage Risk Reduction Project in St. John the Baptist Parish, Louisiana. The amendment is issued by the U.S. Army Corps of Engineers (USACE), New Orleans District, and is effective June 12, 2026. The primary changes include: (1) postponement of the bid opening date from June 12, 2026 to June 16, 2026 at 11:00 AM CST; (2) provision of follow-up responses to contractor questions submitted under Amendment 0002; (3) notification that USACE will not accept or respond to additional contractor questions; and (4) provision of updated specifications, drawings, and job item quantities.

Specification changes modify Section 31 24 00.00 12 regarding sand fill measurement and payment. The revised scope clarifies that sand fill will be measured by the ton for material satisfactorily placed to design section and grade, and that payment constitutes full compensation for furnishing materials, labor, equipment, control testing, and all necessary operations. The specification also addresses sand placement resulting from soft material displacement and clarifies that no separate payment applies to temporary bypass road maintenance. Drawing Sheet C-021 has been revised to reflect updated wick drain installation details. The contract encompasses construction of levees, floodwalls, and gates from Station 819+87 B/L to 827+95 B/L, with estimated quantities including 22,240 cubic yards of preload degradation and stockpiling, 3,565 cubic yards of levee degradation, 1,266 cubic yards of reinforced concrete floodwall construction, and associated structural steel, sheet pile, and testing requirements. The Questions and Answers section clarifies that all Q&A responses are binding contract terms, provides embankment material quantities, confirms no settlement monitoring or vibration monitoring requirements, and addresses stockpile capacity and material sequencing expectations.

Questions & Answers:

W912P826BA041

West Shore Lake Pontchartrain, Louisiana, Hurricane and Storm Damage Risk Reduction Project, WSLP-103A Levee, Floodwall and Gate, Sta. 819+87 B/L to Sta. 827+95 B/L, St.

John the Baptist Parish, Louisiana

Question: Please confirm that the questions and answers will be part of the contract and will be binding on both parties (Government and Contractor).

Response: Yes, it will be part of the contract. When USACE issues an amendment, USACE makes it part of the contractor award package.

Question: The responses to several questions requesting the Government’s estimated quantities for Job items state Government’s estimated quantities are attached. No attachment has been provided with the Government’s estimated quantities. Please provide the Government’s estimated quantities

Response: See attached job item quantities.

Question: Referencing question and answer (11838758), “Is settlement for preload to be monitored under this contract – No”. Please confirm that the contractor is compensated for any settlement of material that occurs during construction of the preloads, up until it is accepted by the Government, by use of settlement plates.

Response: Confirmed. See Section 31 24 00.00 12, paragraph 1.2.2.

Question: Referencing question and answer (11841349), “The Government does not anticipate the need for any “outside” fill for this project”. If “outside” fill becomes required to complete the levee and preload sections to contract template, will the contractor be compensated for the necessary material under the change clause?

Response: Yes.

Question: Referencing question and answer (11841371), “Temporary access for Frenier Road traffic to the flood side will be required. See revised sheet C-006 for detail.” Is the sand for the temporary bypass road measured and paid under CLIN 0014?

Response: Yes.

traffic to the flood side will be required. See revised sheet C-006 for detail.” Is maintenance/placement of additional sand for the temporary bypass road measured and paid under CLIN 0014?

Response: No separate measurement or payment will be made for adding sand for maintenance of the temporary bypass road. Price and payment shall be distributed amongst the existing bid items.

traffic to the flood side will be required. See revised sheet C-006 for detail.” Is the location of the access road up to the contractor?

Response: Yes, with approval from the COR and such approval will be provided during the submittal process.

Question: Referencing question and answer (11841969), “DWG C-021 shows detail K11, where the wick drain installation elevation is EL. 2.5 with an approximate sand fill base of 12” in thickness. This would put the cut to EL. 1.5. Please confirm. – Confirmed.” Drawing C-018 states to degrade the existing levee to EL. +2’. Please clarify.

Response: The levee shall be degraded to EL. +2.0. The sand fill is to be placed to EL.

2.5' for installation of the vertical and horizontal wick drains, then 0.5' of sand cover shall be placed over the top of the wick drains for a total of 12" of sand. See amendment for revised sheet C-021.

Question: 1. Referencing question and answer (11842612), please confirm that vibration monitoring is not required.

Response: Confirmed.

Question: Referencing the last question and answer, please provide the quantity of embankment material to construction the final design at the WSLP-103a site.

Response: Estimated 8,328 CY

Question: Referencing the last question and answer, please provide the quantity of embankment material to be removed from the existing levee at the WSLP-110 site.

Response: Estimated 3,565 CY

Question: The Contractor estimates that the available stockpile capacity at 103A is approximately 9,000 CY and that the available stockpile capacity at 110 is also approximately 9,000 CY, for a total available stockpile volume of approximately 18,000 CY. Furthermore, per Addendum No. 2, approximately 22,240 CY of material will be removed from the 103A preloads. Based on these quantities, there does not appear to be sufficient stockpile capacity on site to temporarily store the material removed from the 103A preloads, let alone any additional material generated from degrading the 110 levee. Please confirm whether the Contractor's estimate of the available stockpile quantities is correct. If so, will additional stockpile area and/or stockpile height be made available to the Contractor? Alternatively, will the Contractor be required to either: A) Haul excess material off site and subsequently reimport it at a later date for construction of the 103A levees and the 110 preloads; or B) Sequence the work such that excess material from the degraded 103A preloads is hauled directly to the 110 preload area and placed without intermediate stockpiling. If Option B is the intended approach, please clarify whether this sequencing assumption was considered in the contract duration and schedule development. Degrading the 103A preloads is one of the initial activities required at this site, and the proposed sequencing may affect the Contractor's ability to perform the work within the specified contract duration.

Response: Per Section 01 00 00, paragraph 29, the work at the WSLP-110 preloads shall begin simultaneously with all other work. The intention was to haul the excess material from the degraded 103A preloads directly to the 110 preload site and this was taken into consideration in the contract duration and schedule development.

Question: The government states "See attached job item quantities" as response to multiple inquiries. I did not see that attachment included in Amendment 2. Please provide this attachment.

Response: See attached job item quantities.
