A dynamic pile analysis shall be performed on the test piles in the location shown on the drawings. The Contractor shall not order and furnish any other pipe piles until the pile driving analyzer testing and review of the test report is complete, and the Government has provided the actual production pile lengths. The Contractor shall submit a performance report in pdf and MS Word format summarizing dynamic test results for test piles within 5 calendar days of completing field work. Dynamic testing provides supplemental information for evaluating pile integrity, hammer, and drive system performance, assessing pile installation driving stresses, and pile capacities.

Dynamic testing will validate the static testing results previously performed for the production piles. These results may require adjustments to the pile lengths. The pile load testing includes dynamic load tests with the results used to determine the pile length bid quantities. Two test piles will be tested for this project, both driven to EL. -108 at the location indicated on the contract drawings. Perform dynamic testing on the test piles during the full length of the pile driving (i.e., from the ground surface around EL. 0 to the end of driving) and during restrike a minimum of 14 days after initial driving. If the piles are spliced, the gauges shall then be installed on each pile segment. Upon completion of testing, the test piles shall be pulled and may be reused as production piles provided, they are cleaned, painted, in satisfactory condition as determined by the Contracting Officer, and do not require an additional splice. Provide equipment to obtain dynamic measurements, record, reduce and display its data that meet the requirements of ASTM D4945. The equipment must have been calibrated within 6 months prior to the start of the testing operations and thereafter throughout the contract duration. Drive test piles at the locations indicated.

The Contractor shall employ an independent inspection firm, hereinafter referred to as the “Contractor’s Geotechnical Consultant,” experienced in the pile driving process, monitoring of test pile installation, and in the use of the Pile Driving Analyzer and its related equipment. Perform dynamic pile analyses as follows:”

Award will be made as a whole to one bidder.

NOTE 1: Bidders shall furnish unit prices for each item listed in the Schedule requiring a unit price. If the bidder fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. IF A BIDDER OMITS BOTH THE UNIT PRICE AND THE EXTENDED

TOTAL OR ESTIMATED AMOUNT FOR ANY ITEM, ITS BID SHALL BE

DECLARED NON-RESPONSIVE AND THEREFORE INELIGIBLE FOR

AWARD.

* NOTE 2: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price. Unreasonableness of price includes not only total price of bid, but the price for individual line items as well. Any bid may be rejected if the prices for any line items or sub line items are materially unbalanced (See RFO 14.306-3, Rejection of Individual Bids).

NOTE 3: THE NOTICE TO PROCEED (NTP): The successful bidder is advised that performance and payment bonds shall be submitted in accordance with the time frame in block 12B of SF 1442. EVALUATION OF SUBLINE ITEMS (Dec 2019).

Item No. 0025 is subdivided into two or more estimated quantities and is to be separately priced. The Government will evaluate each of these items on the basis of total price of its subline items.

(End of Clause)

VARIATIONS IN ESTIMATED QUANTITIES - SUBLINE ITEMS (Dec 2019).

This variation in estimated quantities clause is applicable only to item No. 0025.

(a) Variation from the estimated quantity in the actual work performed under any second or subsequent subline item or elimination of all work under such a second or subsequent subline item will not be the basis for an adjustment in contract unit price.

*(b) Where the actual quantity of work performed for item No. 0025 is less than 85% of the quantity of the first subline item listed under such item, the contractor will be paid at the contract unit price for that subline item for the actual quantity of work performed and, in addition, an equitable adjustment shall be made in accordance with the provision entitled VARIATION IN ESTIMATED QUANTITY.

*(c) If the actual quantity of work performed under item No. 0025 exceeds 115% or is less than 85% of the total estimated quantity of the subline item under that item and/or if the quantity of the work performed under the second subline item or any subsequent subline item under item Nos. NONE exceeds 115% or is less than 85% of the estimated quantity of any such subline item, and if such variation causes an increase or a decrease in the time required for performance of this contract the contract completion time will be adjusted in accordance with provision entitled VARIATION IN ESTIMATED QUANTITY.

Response: The Government does not anticipate a deficit in material available to construct the proposed levee and preloads.

Question: What is the status of the current WSLP 110 project? Can the contractor assume unimpeded access?

Response: The contractor for WSLP 110 is working towards turf established. Access will be unimpeded.

Question: Please clarify the expectation of the removal of existing wick drains

Response: Vertical wick drains are spaced 3 ft O.C. in a triangular pattern over an area of roughly 7,124 SY within the base of each preload. Horizontal strip drains spaced at approximately 5.2 feet extend across the vertical wick drain field and are connected to the vertical wick drains. All visible horizontal strip and vertical wick drains are to be cut at visible grade within the footprint of the T-Wall foundation and TRS excavations;

however, no removal other than cutting of visible wick drains is required.

Question: please provide estimated quantities

Question: Does the government intend to issue a tax exemption form to the awardee of this project or should the contractor include all federal, state, and local tax costs in his bid for this project?

Response: No the Government does not issue a tax exemption form.

Question: Can the field seams be lapped and if so, how wide?

Response: 2 feet

Question: The contractor is required to access the WSLP-110 site from Access Road B. This will require heavy truck traffic, large earth moving equipment, wick drain installation rigs, etc. to travel along the previously completed levee section including established turf and in place surfacing.

Response: Any damage will be repaid with applicable CLINS under the Changes Clause.

Question: Please confirm that the existing preload and levee material the contractor is to degrade and stockpile for reuse has been previously tested and will be deemed suitable for use in the features required on this project as well as for turf establishment.

Response: The Government confirms the bidder statement.

Question: Is the intent for the Contractor to not import any "outside" fill for this project as no pre-approved borrow sources have been provided in section 01 00 00 and no excavation for borrow specifications are included in the solicitation? What if the contractor determines additional material is required outside of what is available?

Response: The Government does not anticipate the need for any "outside" fill for this project.
