2. Specification Section 01100, Paragraph 9, Utilities and Improvements, notes that Entergy Transfer (Florida Gas) and Formentera will be relocated by Owner by the end of July 2025. Can USACE provide the current disposition of these utilities and does the USACE anticipate any delays in the award of the contract due to these relocations?
Response 2 – In the amended specifications Section 01100 Paragraph 28, the Notice to Proceed will be given no later than 31 January 2026.
3. Specification Section 01100, Paragraph 9, Utilities and Improvements, notes that 24” Sewer Force Main will be cut and capped by Owner prior to construction; scheduled to be completed by the end of May 2025. Can USACE provide the current disposition of this utility and does the USACE anticipate any delays in the award of the contract due to this relocation?
Response 3 – In the amended specification Section 01100 Paragraph 9 (g), the EBROSCO 24” Sewer Force Main has been cleaned, cut, and capped by the owner. See response to question number 2.
4. Specification Section 01100, Paragraph 9, Utilities and Improvements, notes that AT&T has facilities that are scheduled to be completed in July 2025. Can USACE provide the current disposition of this utility and does the USACE anticipate any delays in the award of the contract due to this relocation?
Response 4 – See response to question number 2.
5. Plans were re-issued in SAM.GOV at the same time as Amendment 0002 but not noted on Amendment 0002. Is this the correct plan set?
Response 5 – It is the correct set with the exact same plans/specification drawings, the only difference is the instances where the erroneous Solicitation number W912P825BA022 was found has been changed to the correct W912P825BA025.
6. For CLIN 0017, Grouted Riprap, does this item only cover measurement and payment for the grout and the riprap is paid in its respective CLIN or does the riprap material/placement need to be included in CLIN 0017 along with the grout?
Response 6 – CLIN 0017 Grouted Riprap includes both the riprap material and the grout. The riprap is not paid under a separate CLIN.
7. Transportation Facilities notes that access to the site is from LA 19. However, the plans and specifications state that Truck Wash-Down Racks shall be at Old Baker-Zachary Road. Which roadway should wash-down racks be placed at?
Response 7 – In the amended specification Section 00700 Paragraph 4, subparagraph (c) Transportation Facilities, the Contractor shall access the project site from the north via Old Baker–Zachary Road and from the west by using the existing access road along the southern portion of the completed Comite sections from Highway 964. Wash down racks are necessary for both points of access as they both connect the construction site to public roads. Specifications Section 01 57 23.01 12 states the truck wash-down requirements to eliminate mud and debris being tracked onto the public roads.
8. Plan Sheet C-108 indicates access from LA 964. This access is not noted in the Transportation Facilities. Please clarify that this access is part of the contract. Also, will a truck wash-down rack be required at its ingress/egress point?
Response 8 - In the amended specification Section 00700 Paragraph 4, subparagraph (c) Transportation Facilities, the Contractor shall access the project site from the north via Old Baker–Zachary Road and from the west by using the existing access road along the southern portion of the completed Comite sections from Highway 964. Wash down racks are necessary for both points of access as they both connect the construction site to public roads. Specifications Section 01 57 23.01 12 states the truck wash-down requirements to eliminate mud and debris being tracked onto the public roads.
9. Note on Plan Sheet C-501 states “Should the contractor desire payment for placing additional fill due to foundation settlement during construction, he shall furnish and install settlement gages at locations shown on the design section and as specified in the contract specifications.” Please provide the settlement gage locations on the design section.
Response 9 – No change will be made to design section as the settlement plates are not a required feature. The contractor, however, must install any settlement plates along the centerline of the embankment section and in accordance with the Note on Plan Sheet C-501 should the settlement gages be installed.
10. Note 1 on Plan Sheet B-01 states that “while the borings are representative of subsurface conditions at their respective location and for respective vertical reaches, local variations characteristic of the subsurface materials of the region are anticipated and, if encountered, such variations will not be considered as differing materially within the purview of the contract clause entitled “Differing Site Conditions.” What extent of variations of subsurface materials should the Contractor anticipate where the “Differing Site Conditions” clause would not apply (i.e., what is the threshold for the application of “Differing Site Conditions”)?
Response 10 – The Contractor shall bid the project as shown within the plans and specifications.
11. Specification Section 31 05 19.04 12, Paragraph 3.2.2, Laps, states that “Geotextile panels placed along the centerline shall be overlapped a minimum of five (5) feet with the upstream panel on top of the downstream panel.” Please clarify that this requirement is applicable to other installations of separator geotextile (i.e., access roads, access road entrances, and drainage ditches)?
Response 11 – This is only applicable to the centerline of the diversion channel. Access roads and entrances are contractor design and do not require geotextile, but if used at Contractor’s discretion, a similar restriction would not apply. No geotextile is required beneath drainage ditches, but the same requirement would apply to stop upstream water from getting below the downstream edge and creating a non-continuous flow pattern with possible geotextile displacement.
12. Specification Section 01 57 23.00 12, Paragraph 3.7, subparagraph (g) references that preconstruction drainage generally “flows to White Bayou” and post-construction drainage will generally “flow to Comite Diversion Channel Reach 4”. Please clarify these drainage patterns.
Response 12 – The amended specification Section 01 57 23.00 12, Paragraph 3.7, subparagraph (g) references that pre-construction drainage predominantly flows to Cypress Bayou and post-construction drainage will generally flow to the new Comite River Diversion Channel Reach 2B and ultimately to the Mississippi River via the Lilly Bayou Control Structure and Pilot Channel, in addition to Cypress Bayou via inlets and drainage ditches.
13. Can the USACE provide the volumes available in each stockpile location?
Response 13 – Quantities for Channel Excavation and Compacted Fill are included on the bid schedule.
Stockpile capacity for uncompacted fill is approximately 545,000 cubic yards but will vary based on field conditions.
14. It appears as though the limits of our work at Station Number 184+00 is directly adjacent to the "Geaux Geaux Railroad". Is there any additional permitting, permissions, or requirements for bidders to consider when providing pricing on this Solicitation due to the Railroad's proximity?
Response 14 – The limits of work have been developed to not interfere with any operations of the railroad. However, as part of their due diligence, bidders should verify with the railroad for any additional requirements they may stipulate due to their proximity to the project.
15. What is the preferred/proposed point of entry for delivery of materials during construction under this solicitation?
Response 15 – In the amended specification Section 00700 Paragraph 4, subparagraph (c) Transportation Facilities, the proposed access and point of entry for delivery of materials during construction from the north is by Old Baker–Zachary Road and from the west by using the existing road along the southern portion of the completed Comite sections from Highway 964.

26. On plan sheet C-108 notation is made to an existing 60’ access road from Hwy 964. This existing access road does not appear to be 60’ wide. Will the contractor be required to build this access road to 60’ width?
Response 26 – No, if the existing access road is not exactly 60 feet wide, the contractor will not be required to build the access road to the 60-foot width. The existing access road is called out for access to the southern portion of the project area from LA 964. The contractor will not need to build up this road but will need surfacing materials to maintain it throughout the construction contract.
27. Approximately half of this access road has some sort of timber matting underneath the stone. Will this timber matting remain, or will it have to be removed?
Response 27 – The timber matting will remain.
28. There appears to be some abandoned houses and other structures in the project right of way along the Old Baker – Zachary Road. Is the demolition of these houses and other structures included in the scope of this contract?
Response 28 – The demolition of these houses is called out as Facilities Within the Limits of Construction Items S1 through S10 on sheets G-103 and C-102. Measurement and payment for this is to be included on CLIN 0014 Clearing and Grubbing Areas.
