SUMMARY OF CHANGES

The following have been added by full text:

FREQUENTLY ASKED QUESTIONS

Question 1: What drawing format does the USACE provide? Will the Contractor be responsible for recreating drawings in CAD to produce the “as-built” drawings specified in Section C, Part 1, GN-4?

Answer 1: USACE-provided drawings will be in PDF format. “As-built” drawings can be red-lined (hand-drawn) or created with CAD.

Question 2: Will there be any additional Services required beyond Contract specifications in Section H-4 due to the disconnection of the switchgear?

Answer 2: The additional services for the switchgear are defined in its scope of work.

Question 3: Will you accept different subcontractors than what is called out on the solicitation if they offer the same OEM repair services?

Answer 3: The Contractor may submit an alternative subcontractor to USACE for consideration.

Question 4: Will the Contractor schedule ABS during the drydocking and repairs?

Answer 4: USACE will pay for ABS services through a separate contract. However, USACE would prefer if the shipyard will send callout and schedule ABS to expedite inspections.

Question 5: Can USACE clarify the RFP process and commit to a timeline to respond with a Notice to Proceed?

Answer 5: An acceptable process for both parties will be established after award. An example of the process follows. A Request for Proposal will be submitted to the Contractor by the Contracting Officer Representative. Once the time and cost proposal is submitted to the COR, it will be evaluated. Review of cost, proposed schedule delays and the necessary agency approvals from ABS and USCG are all part of the technical analysis process, prior to USACE acceptance. Upon completion, the proposal will be accepted, negotiated, or cancelled. Due to the varying complexity of the technical analysis of each proposal, USACE will not define a response time to be applied to all RFPs. USACE is heavily embedded in the process and committed to timely responses.

Question 6: Can USACE provide wind and seismic requirements to help the shipyard prepare for adverse weather conditions?

Answer 6: USACE does not possess wind and seismic documentation for the ship. The shipyard must prepare for adverse weather in accordance with item DD-1.

Question 7: Will USACE please clarify the process and timeline for the blocking plan submission by the Contractor?

Answer 7: The blocking plan and blocking loading calculation should be provided to USACE after contract award and at least 48 hours prior to the ship entering drydock. USACE will provide liquid report within the forementioned timeframe.

Question 8: Will USACE provide liquid load reports prior to drydocking for Docking Plan calculations and for replenishing of fluids prior to undocking?

Answer 8: Yes. Liquid load report will be provided.

Question 9: Can the new emergency switchboard panel be rotated to fit through the doorway without cutting the hull?

Question 9: Yes, the subcontractor that designed the new emergency switchboard has assured that it can fit through the doorway.

Question 10: Where do the cables leading to the emergency switchgear penetrate from? Can we pull the cables back if needed during removal/installation?

Answer 10: The cables from the emergency switchboard penetrate the forward bulkhead and enter the port side of the fan room on the poop deck. The cables can be pulled back into the fan room.

Question 11: What is the pressure inside of the steering gear pumps?

Answer 11: The operating pressure is 397 PSI, with system relief valve setting at 750 PSI.

Question 12: For steel replacement items, many specify beveling both sides of the plating and welding from both sides. Instead of beveling and welding both sides of the plating, can the contractor use a ceramic backing?

Answer 12: The contractor must submit the ABS approved welding procedure to USACE for review before accepting.

Question 13: What is the estimated dimensions of the hopper slope plating along center well bulkhead being replaced?

Answer 13: Estimate 320 square feet.

Question 14: What is the estimated square footage of the doubler along the centerwell.

Answer 14: Estimate 1000 square feet.

Question 15: Under paragraph F-7 sub-paragraph b it calls out the qualifications test of the ABS or the U.S. Navy

Department, will qualifications under MARMC be accepted as a substitute for U.S. Navy Department?

Will qualifications held under NAVSEA S9074-AQ-GIB-010/248 be acceptable for this project? Please provide which if any USCG requirements for welding certifications will be needed for welding.

Answer 15: Since all structural, pipe, steel weldings on the Dredge Wheeler shall be inspected (as specify in INSPECTION POINT in the solicitation) and approved by local ABS and USCG inspectors and their local/regional offices, the government (Corps of Engineers) shall accept any welding procedures and specifications that are recognized, accepted, and approved by local or regional ABS offices and USCG offices and their respective inspectors.

Question 16: During the ship-check occurring on 2-16-24, it was observed the dredge and sludge tank areas contained heavy amounts of dredged material from a previous mission. Since environmental laws can differ between states, can the ship’s crew open the seaward accesses while underway to the repair facility in order flush out as much sludge as possible within those areas?

Answer 16: The government shall open all hopper doors prior to entering the contractor facility to clear out majority of mud and materials from previous mission. However, a lot of mud shall be collected on the beams, stringers, and other steel structures in the hopper, which require a proper wash down with fire hose. The contractor shall perform the wash down of any mud, materials in the hopper per section DD-1 in the solicitation. To the best knowledge of the Corps of Engineers, there is no hazardous materials in the hopper or on the ship.

Answer 63: Estimate 50,000 gallons of fuel to be removed.

Question 64: Work item states to estimate 8,000 gallons of oily water to pump out and dispose of……is this correct?

Please state which ballast tanks have oily water in them.
