GN-4 AS-BUILT DRAWINGS (Information).
Within 10 days after completion of the Contract, furnish reproducibles reflecting "as-built" conditions for all new structures, piping, machinery or equipment installed under the contract. For those items where the specifications call for alterations or modifications to the existing equipment, machinery, piping or structures, the Government will furnish the as-built reproducibles and the Contractor will revise the drawings to indicate the "as-built" alteration or modification. The latter group of drawings will also be due within 10 days. All costs incurred for this work will be included in the bid price for the respective item of work.
GN-5 INTERFERENCE AND LOAD SUPPORT (Information).
Remove and reinstall any interference required to accomplish the work specified without additional contract time or cost to the Government. Interference is defined as any part of the vessel, whether installed or portable, that must be removed or disturbed to accomplish the work specified. Approval shall be obtained from Contracting Officer Representative prior to disconnecting piping or other vessel services. Drain lines shall be by-passed or diverted to prevent damage by flooding. All damaged or missing fasteners shall be replaced with fasteners of the same type as original. New gaskets, packing and seals shall be installed on all disturbed connections and proven leak free.
Damaged lagging and insulation shall be repaired or replaced. All new work or disturbed existing interferences shall be cleaned and painted in accordance with this specification or applicable line item of ASI drawing 19-01-01.
Upon reinstallation, all interferences shall be returned to their original operational condition and position. During disassembly and removal process, the Contractor shall provide support for or secure as necessary the remaining items or sections, i.e. dragarms, dredge piping, davits, walkways, trunnions, service frames, adjustable weirs, steel structures, etc. All costs incurred on these interferences and load support shall be included in the bid price for the respective item of work.
GN-6 TECHNICAL SERVICE REPRESENTATIVES (Information).
There are several items which require the work to be accomplished under the supervision of a specific technical service representative, which will be provided by the Contractor. However, utilization of the specified representative is not mandatory. The Contractor may elect to procure the services of another individual or firm that has the necessary technical qualifications, experience or expertise. The name of the individual or firm and the qualifications, expertise or experience relative to the work to be accomplished shall be submitted to the Contracting Officer Representative for approval prior to starting the work. The Contractor remains solely responsible for the satisfactory completion of all work and the reliable operation of all systems specified herein. A daily report will be prepared by each technical service representative and submitted directly to the Contracting Officer Representative within 24 hours. The report will be the responsibility of the technical service representative, and will describe conditions noted with recommendations for corrective action, all work performed that day, parts used and any additions or modifications made to the existing equipment. If the Contractor requires any reports in addition to these, the Contracting Officer Representative will be furnished a copy of the reports.

PERFORMANCE WORK STATEMENT
PART 2 – DRYDOCKING
0001 DD-1 BERTHAGE, DRYDOCKING AND SERVICES.
The contractor’s drydock must be within 2000 nautical miles from Misssissippi River Southwest Pass, see attachment J-20 for nautical miles chart.
The contractor must have drydock facility available between the dates of 01-September and 01-December 2024. However, actual entrance and exit dates for Drydocking will be negotiated after contract award. Once a date has been agreed upon, a bilateral modification will be issued. The Contractor shall furnish pilot service to safely move the ship from entrance channel sea buoy closest to Contractor's facility to the front of the Contractor's drydock or wetberth. Thereafter, the Contractor shall provide pilot and tug services to move/escort the ship into the drydock or wet berth. While the vessel is in his possession during the contract period, the contractor shall provide pilot and tug services, including multiple (if applicable) moving/escorting the ship from contractor’s drydock to contractor’s wetberth or vice versa. The contractor shall also provide pilot and tug services when the ship departs from the contractor’s drydock or wetberth to sea buoy. Refer to Section F for details of delivery and return of the vessel. Delivery and return will be coordinated with the Contracting Officer Representative.
Upon receipt of the vessel, the Contractor shall drydock the vessel for such time that will be necessary to complete all underwater work included in these specifications. The time at wet-dock berthing or other prior to starting any work, shall not exceed five (5) calendar days prior to entering the drydock. Prior to drydocking, the Contractor shall prepare a proposed blocking plan, utilizing the data on ASI Dwg. No. 07-00-01 Docking Plan and submit the blocking plan to the Contracting Officer Representative for approval. The drydock shall be capable of handling the vessel, meeting the draft requirements listed below without the removal of fuel or water:
The following are the estimated ship’s draft at time of arrival and the drydock requirement:
The ship will arrive at the contractor drydock at the estimated draft of 22 feet Aft and 18 feet Forward.
The blocks in the drydock (graving or floating docks) must be minimum of six (6) feet high (Note: Blocks are less than 5 feet high shall not be accepted). With the Wheeler landed, the drydock (floating dock only) must have a minimum freeboard of 1 ft - 0 inch.
During drydocking and undocking process, there must be a minimum of one (1) foot clearance between the bottom of keel plate and the top of the blocks. Upon drydocking, all blocks shall be checked and wedged up for firm contact with the hull.
For safety reason, the drydock (graving or floating) must have a minimum of 10 ft clearance on each side of the ship from the side of the hull to the drydock innermost intrusion. In another words, drydock with an internal width clearance of less than 100 ft shall not be acceptable.
Drydock length must be longer than the overall length of the ship, which is 408 ft-3 inch, so that there is no part of the ship, either bow or stern, extends pass the drydock and overhangs the water.
Important Note: Due to the scope of work in many line items in the hopper that require foreseeable extensive usage of crane services, it is a requirement that the contractor’s drydock must have two (2) working cranes during the entire contract.
During the drydocking and undocking procedures while the ship is in the contractor possession, the contractor shall provide the services of a pilot, tugboats and all line handlers (aboard and ashore) and all required lines. Note: During dock trials, the contractor shall provide the service of one (1) tugboat with a minimum of 4000 HP and extra mooring lines (see sections TR-1 and TR-2 for additional information).
DRYDOCK SUBMITTALS -- Unless specified otherwise, at least forty-eight (48) hours prior to docking/undocking the vessel, submit to the Contracting Officer Representative the following:
C-21
Drydock certification submittal. Prior to award of the Contract, submit to the Contracting Officer certification for the drydock or tentative drydocks to be used to lift the vessel. Ensure that the drydock is certified for docking the vessel of the dimensions and weight given by one of the following only:
(1) US Navy, Naval Sea Systems Command
(2) American Bureau of Shipping (ABS)
(3) An independent registered Professional Engineer, who shall cover the inspection requirements of item (1) or
