Questions and Answers
1. Section 35 20 23.00 12, Page 11, Paragraph 3.1.2 states the Contractor may be required to throttle down to maximize filling or shut down dredging to allow areas to drain in order to obtain the required elevation. Based on the solicitation, the contractor is required to fill the area to the lines and grades specified in the contract drawings;
therefore, it is the contractor’s responsibility to determine means and methods and not be dictated by the solicitation. If changes to the specifications will not be made, how will the contractor be paid for the time required to shut down? Please consider adding an hourly standby rate as a line item to cover time spent on standby due to the direction of the Contracting Officer.
The contractor’s understanding of the requirements and responsibilities is accurate.
Construction of the marsh creation platform will determine the use and operation of the dredge. The contractor will be expected to utilize the dredge in such a way as to accomplish construction of the marsh platform in accordance with the requirements of the P&S. As such, throttling of the dredge will not be dictated by the Government and standby will not be compensated separately.
2. Section 31.23.00.00 20, Page 2, Paragraph 1.1 states the optional work of excavating trenasses and degrading of the dikes may take place immediately or several months after completion of filling operations.
a. When will the contractor be notified if the options are awarded?
Minimum three days prior to the end of the contract per FAR 52.217-7 Option For Increased Quantity-Separately Priced Line Item. Coordination between USACE and the contractor near the end of dredging will make the field determination if execution of the option items is advisable.
b. If the options are awarded and the contractor is demobilized from the site before degrading and excavation is needed, will the contractor be paid a second mobilization? Please consider adding a mobilization and demobilization line item to the bid form for the optional work if the contractor will be required to remobilize after initial demobilization.
See line item ‘0008 Additional Mobilization and Demobilization – OW’ currently listed on the bid sheet.
c. What will be the determining factor for when the excavation of trenasses and degrading of dikes will be needed?
Platform drainage and consolidation will be considered to determine if a trenasse can be excavated without sloughing of adjacent platform fill into the cut or if dikes can be degraded without loss of dredge fill material.
d. What will be the time duration between the completion of the marsh fill and the excavation of the trenasses?
Expected to be contiguous with dredge fill with a possibility to gap NTP on the option items base on field observations and coordination.
e. If the contractor is demobilized after completing the marsh fill scope of work, how much time will the contractor have to remobilize before trenasses are required to be excavated?
Within the listed OW durations, 95 days if executed.
3. Will equipment access and unloading be allowed from the parking lot, off Chef Menteur Highway, that was utilized for the New Zydeco Marsh Creation Project?
No. Access to the Fritchie Marsh project will be from the specified location along Old Spanish Trail and through Little Lagoon.
4. Section 31 23 00.00 20 Page 3 states all material removed from trenasse excavation shall be pushed and/or hauled and used as fill for any remainder low spots within the platform or spread out within the area. Should the contractor be unable to locate adequate trenasse spoil within the marsh platform, material shall be hauled to the edge of the degraded dike and placed not to exceed maximum fill elevation or extend beyond existing project limits. The plans and specs also state the trenasse may be field fitted to tie into naturally occurring tidal pools within the platform.
Access to the project with equipment that can be used to haul material will not be safe or economical. It is expected that the trenasse will likely be field adjusted, as it will be difficult to determine naturally occurring tidal pools, low spots, etc during bidding.
Because of this, determining the distance required to move the material will not be quantifiable. Can this specification be revised to include distributing the material within the immediate vicinity of the trenasse alignment and placing the material adjacent to the trenasse with a given tolerance?
As the trenasses will be field adjusted to intercept lower tidal pools, it is anticipated that material generated from construction of the trenasses can be spread immediately adjacent to trenasses as long it does not exceed the allowable elevation and specified tolerances.
5. Will the Government please specify the anticipated date the contract will be awarded?
Award is anticipated before the end of the Fiscal Year, 30 September 2024.
6. Will the Government please specify the anticipated date NTP will be awarded?
Notice to Proceed is expected to be issued following the approval of required Performance and Payment Bonds.
7. Due to the complexity of the project, we respectfully request a two-week extension to the bid date and question deadline to allow Contractor’s adequate time to respond.
The Government cannot accommodate this request.
8. Will the Government please provide XYZ survey data of the borrow area and marsh areas?
The requested survey data is available for distribution. See Enclosure 1 included in this amendment for data combined in pdf format. XYZ data can be provided in ASCII file format separately upon request via email at Lauren.A.Gandolfi@usace.army.mil.
9. Will the Government please provide sieve curves and N values for the currently provided borings?
The requested geotechnical data is available for distribution. See Enclosure 2 in this amendment.
10. Per the note on page 2 of the solicitation, “all work under these specifications shall be performed in accordance with the provisions of EM 385-1-1 dated November 2014”; however, per Section 01100, paragraph 2, “the safety provisions as specified herein refer to the USACE Safety and Occupational Health Requirements EM 385-1-1 dated 15 March 2024”.
a. Can the Government please clarify which version of the EM 385-1-1 will apply?
The 15 March 2024 EM 385-1-1 is the correct reference. The note will be revised with this response.
11. Section 01 35 26, paragraph 1.7.4.1 B states “For a project involving multiple work shifts, provide a minimum of a Level One SSHO for each additional shift.”
a. Will the Government please revise this spec to include the previous EM 385-1-1 language: “When the SSHO is temporarily (up to 24 hours) off-site, a Designated Representative (DR), as identified in the AHA may be used in lieu of an Alternate SSHO and shall be on the project site at all times when work is being performed.”?
The 2024 EM 385-1-1 provisions referenced in the specification is the current standard.
Revisions cannot be made to incorporate the requested language referenced from the
2014 EM 385-1-1.
12. Section 35 20 23.00 12, paragraph 1.2.3 states “For the purpose of acceptance, completed work will be defined as the areas of cut established by the dredges swing width, and the length of each cut (1,200 feet as indicated on the drawings).”
a. Will the Government please remove the language “1,200 feet as indicated on the drawings”?
The intent is that the contractor begins at one corner and exhausts all available borrow across the width of the entire pit. The 1200 feet as indicated in the drawings will not be removed.
13. Section 35 20 23.00 12, paragraph 1.2.3 states “The Contractor shall exhaust each defined acceptance reach prior to advancing to the next cut.”
a. Can the Government please clarify what is meant by exhausting a reach?
The intent is that the contractor begins at one corner and exhausts all available borrow across the width of the entire pit.
b. Is the Contractor required to dredge to the borrow pit design depth of -19ft?
The intent is that the contractor begins at one corner and exhausts all available borrow across the width of the entire pit.
14. Section 35 20 23.00 12, paragraph 3.1.3 states “The maximum allowable depth of cut for the lake borrow is -19.0’ NAVD88” as well as “the cutterhead depth [shall be] adjusted to best achieve the desired target elevation and allowable tolerance.”
a. Can the Government please specify the target elevation depth and allowable tolerance for the borrow pit in the above referenced spec?
Target elevation in the borrow pit is -19’ NAVD88, no tolerance is allowed below the target elevation of -19’ NAVD88. Materials left above -19’ NAVD88, although minimized by the contractor, will not be mandated for a second pass of the dredge.
b. What is the permitted depth of the borrow area?
The borrow area shall be excavated to an elevation of -19.0’ NAVD88.
15. Section 35 20 23.00 12, paragraph 3.3.2 states “The specific chart relating to this project can be found at: http://www.charts.noaa.gov/OnLineViewer/11339.shtml”, however that link is to a Calcasieu ENC chart.
a. Can the Government please provide the correct link?
Chart number 11369 was recently inactivated. Historical information can be accessed from the link below. The last update was in June 2024.

16. Section 01 45 04.00 10, paragraph 3.4.4 states “In addition to the above experience and education requirements the CQC System Manager and alternate shall have completed the course entitled ‘Construction Quality Management for Contractors’ within the past three (3) years.”
a. Will the Government please remove the language “within the past (3) years”, since the “Construction Quality Management for Contractors” certification lasts five years?
No, current language will remain to ensure certification throughout the entire duration http://www.charts.noaa.gov/OnLineViewer/11339.shtml https://www.historicalcharts.noaa.gov/image.php?filename=11369-6-2024 https://www.charts.noaa.gov/RNCs/RNCs.shtml of the contract.
17. Section 35 20 23.00 12, paragraph 1.3.2.1 states “Monthly progress payments will be made based on the actual borrow quantity removed and properly placed within the marsh creation area as approved by the Contracting Officer determined using ‘before dredging’ surveys and ‘after dredging’ surveys.”
a. Can the Government please define the meaning of “properly placed within the marsh creation area”?
Material deposited to the required construction fill elevation of +2.5, and in accordance with Section 35 20 23.00 12, DREDGING, Paragraph 3.4.1, Marsh Creation Area, will be considered properly placed.
b. Can the Government please clarify that the calculation of pay quantity of dredged material for CLIN 0004AA and 0004AB will be calculated based on material removed from the borrow area above the target depth of -19.0’ NAVD88?
Basis of payment for CLIN 0004 is the difference between before dredging and after dredging section with the exception that no material dredged below elevation -19’ NAVD88 will be included for payment. See section 35 20 23.00 12, DREDGING, Paragraph 1.2.2 Quantity Computations.
