Contractor Questions and Answers
1. Can a diesel hammer be used in lieu of the air or steam hammers required?
RESPONSE: The use of a diesel hammer to drive the timber piles could be allowable. However, it will be of the utmost importance that a representative of our Construction Division be on-site during operation of the hammer to ensure that the KTR is properly delivering the energy to the pile as evaluated in the WEAP analysis, and as verified by the PDA analysis.
2. Per paragraph, 3.3.1.2 Leads - Section 31 62 19.00 12 - Page 12 “Leads are required and shall be fixed at the top and adjustable at the bottom. Swinging leads shall be allowed if site conditions merit their use and are approved.” Due to the nature of this project, and working off barges, these site conditions should merit the use of swinging leads. Could the Government please confirm that they agree these working conditions will merit the use of swinging leads?
RESPONSE: Contract language will remain as is. We will use fixed top / adjustable bottom leads as the norm. Use of swinging leads (a.k.a. swapping leads) may be approved by the Contracting Officer on a case-by-case basis.
3. What is the Wing Wall dimension on the west end of New West Guide wall No.1 (Base Work)?
RESPONSE: See Drawings C-101 and S-201 for all guidewall dimensions. The flared end sections are 26 ft. in length as shown on S-201.
4. What is the dimension on the west and the east Guide wall on (Option No.2.)?
RESPONSE: See Drawings C-101 and S-201 for all guidewall dimensions. Overall length of guidewall parallel to channel is 70’-3” on west and east ends. The flared end sections are 26 ft. in length as shown on drawing S-201.
5. Should bidders base their numbers on the piling LF as shown on the Base Work-OW1 and OW2 Section 00010- Bidding Schedule?
RESPONSE: Yes. The piling LF values were estimated based on the new construction drawings and were reviewed and updated on 12-July 2024.
6. The drawings are showing 3 timber Wales and based on the site visit, there are 4. Can the Government confirm there are 3 or 4 timber Wales?
RESPONSE: The drawing showing 3 timber wales in a staggered layout (R-101) is a reference drawing from the original construction. Current guidewall has been repaired and/or rebuilt in the past and is taller with an additional wale added. All current drawings for replacement guidewall show 4 plastic wales in a straight line layout (see S-102).
7. Will USACE be completed with the SBCS sector gate and machinery installation prior to work beginning on the guide walls?
RESPONSE: Currently, the sector gate dewatering and machinery work is scheduled to occur in September and October 2024. Depending on the timing of award for each contract, MVN will coordinate site and construction access as needed. Guidewall demolition and construction will not occur concurrent with the dewatering.
8. Solicitation states 220 calendar days after NTP; however, there is a reference in the FAR 52.211-10 which references 202 calendar days. Which is the correct number of days for the period of performance?
RESPONSE: 202 calendar days is correct. Revised SF1442 is attached.
9. At any time will work be stopped for traffic through the lock?
RESPONSE: Since there are two gatebays side-by-side, construction will occur in one channel while vessel traffic continues in the other as explained in Section 01100, Para. 21.
Impacts from construction on vessel traffic and from vessel traffic on construction are expected to be minimal. Any interruptions to traffic or construction will be coordinated with the Contracting Officer. If construction is suspended due to vessel traffic, payment will be in accordance with Contract Clause in Section 00700, entitled Suspension of Work (FAR 52.242-14).
10. For the base bid guide wall, we are calculating 229 piles; however, on Drawing Sheet G- 003, USACE shows 240, please confirm number of piles.
RESPONSE: Review of the number of base work piles shows there should be 10 less piles than shown. Actual number of piles for base work is 230. Drawing Sheet G-003 is being revised along with the Bid Sheet (Spec 00010) and select paragraphs from Specification Section 31 62 16.00 12. These will be re-issued via amendment.
11. The bid the sheet included in the contract specifications does not match the LF included with the timber pile schedule shown on Drawing Sheet G-0003. Please confirm linear footage of timber pile schedule for bid sheet.
RESPONSE: The Bid Sheet (Spec 00010) is being revised to show the amount of “Treated Timber Piling” to be installed outside of the estimated boundary of the existing riprap and the amount of “Treated Timber Piling Driven Through Riprap” to be installed within the estimated boundary of the existing riprap. The total amount of treated timber piling to be driven under these two CLINs will be equal to the amount of treated timber piling shown in the Pile Schedule on Drawing Sheet G-003. The bid sheet will be re-issued via amendment along with select paragraphs in Specification Section 31 62 16.00 12 and Drawing Sheet G- 003.
12. For CLIN#s 0005 and 0012, “Treated timber piling driven through riprap”, please confirm thickness of riprap.
RESPONSE: Per Reference Drawing R-101 from original construction of structure, riprap is believed to be a minimum of 1’-6” thick. However, the Contractor should verify existing conditions that could affect construction prior to beginning work.
