Please note that if the Offeror chooses to provide more than five (5) contracts, the Government will evaluate only the first FIVE (5) contracts submitted under this evaluation factor. Any additional contracts submitted beyond the FIVE (5) requested will NOT be evaluated. Major sub-contractors are defined as members of an offeror’s overall team who are expected to perform ten (10) percent or more of the proposed effort. Therefore, offerors are reminded to include the most current and relevant past performance efforts (within the past ten years) in their proposal. Absent any current and relevant past performance history or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the offeror will be assigned an “unknown confidence rating” and its proposal will not be evaluated either favorably or unfavorably on past performance.
