SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been added by full text:

REQUEST FOR INFORMATION 6-20

Q1. How many licensed contract security guards (CSG) are working onsite and offsite for the MVN under the current contract?

A1. The same number of guards are currently working onsite as are listed in the requirements for the upcoming contract (less the one additional CSG added for the IHNC location

Q2. What is the current billing rate (flat) for the current contract security company?

A2. Submit a FOIA request.

Q3. Does the current contract company offer health and savings benefits for staff employed under the current contract?

A3. See DOL SCA wage Determination rate requirements.

Q4. I just came across your need for Security Guard Services. My brother and I have a small business and would be interested in assisting. How would you like your proposal submitted?

A4. Please review the solicitation, especially the instructions to offerors section.

Q5. On page 6 of the PWS it states that the, "Contractor shall be a registered security service company with the State of Louisiana prior to Contract award." We, the Prime, don't currently hold such licensing, but we are partnering with a local company to be our sub. They have the necessary licenses and certifications for Louisiana. Does the term, "Contractor" refer only to the Prime, or does it refer to the collective winner of the award (joint venture), and thus requiring only one entity to have such licensure in LA?

A5. If a Prime Contractor proposes the use of a sub-contractor to meet the security guard license requirement, the prime contractor must be included, among other instructions in the proposal: sub-contractor’s state of LA license and a signed letter of commitment from the sub-contractor to the prime contractor.

Q6. Is it the intention to keep all incumbent officers currently working your site(s)?

A6. That is a Contractor’s choice.

Q7. Can you please provide the current wages and bill rates?

A7. See Answers 2 and 3 above. This is a prevailing wage rate project.

Q8. Do the officers take their breaks in a certain area, and are they allowed to eat (if they choose to) in the guard shacks?

A8. Guards may not eat/take breaks/rest at guard shacks or the service desk. Guards have a break room behind the main guard station to take breaks/eat.

Q9. Part of our security program is to have management and field supervisors conducting quality assurance inspections on site, would this be an issue for them to gain access?

A9. Contractor management and field supervisors will have access to inspect their employees, provided they have suitable background checks completed prior to admission.
