Q4. There is no pay item that accounts for the semi compacted fill that is shown on drawings C-10 thru C-13.
Can you please include a pay item with associated quantities?
A4. Per Specification Section 31 00 00 Earthwork Paragraph 1.2.1.2 Payment, placement of excess material in areas designated as semi-compacted embankment shall be included in the price and payment of "Channel Excavation", "Drainage Ditch Excavation", or "Channel Excavation – OW”.
Q5. Can you please provide soil boring information for the proposed base bid area?
A5. All boring information is included in plans and specifications. See Boring CR-28 and CR-27U.
Q6. Does the bedding pay item/quantity include all estimated bedding for the utility work?
A6. No. Bedding Material (Bid Item 0042) and Bedding Material – OW (Bid Item 0052) are the line items associated with the bedding material required for the diversion channel only.
Q7. Is the required new South Gravel Drive included in pay items 29 or 30? A7.
Both. See Sheet C.9.
Q8a. Should we include the demolition of Barnett Road in pay item 0046? A8.

A11. See Section 03 42 13.00 10. No separate measurement or payment will be made for bypass and plug valve vaults including appurtenant items. All costs in connection therewith shall be included in the contract unit or job prices for the items to which the work is incidental thereto.
Q12a. There are concrete steps shown on sheet M.4. Should a pay item be added for the steps, or should the steps be included in an existing pay item?
A12a. Concrete steps should be included in Concrete Transition Structures (0010).
Q12b. If so, which pay item?
A12b. Concrete steps should be included in Concrete Transition Structures (0010).
Q13. Are the fence details shown on sheet S5 referring to the required security fence? A13. Yes.
Q14. There is geotextile fabric required for the temporary access road shown on sheet C-16. Is the referenced geotextile included in the quantity for pay item 0021, or should we include this geotextile in pay item 0028?
A14. Geotextile fabric associated with the temporary access road shall be included in Temporary Access Roads/ Staging Areas (Bid Item 0028).
Q15. Is there any additional geotechnical information available for the project that may have not been included in the bid documents?
A15. No.
Q16. Are the concrete foundations referenced in the drawings part of the bridge scope and pay item? A16. Refer to specification 03 31 00.00 12 Cast-in-Place Concrete, 1.4 Measurement and Payment Paragraphs for what is included in the “Concrete Utility Bridge” and the Concrete Transition Structures” bid items.
Q17. Can you please confirm whether the 60’ wide dimension referenced for the temporary construction access on sheet C-3 is correct? When measured using the drawing scale it is only 30’ wide. A17. The callout on Sheet C- 03 is incorrect. See Amendment for revision.
Q18. CLIN 0035 states 36” bypass but the plans call for 42”. See sheet C.6. [Can USACE] Please clarify. A18.
Specification Section 33 11 00 says that the connection to the bypass line stop equipment is to be made with a 36” pipe at the line stop at each end of the bypass pipe. This is because the specified bypass line stop utilizes a 36” tap and discharge flange. The specification directs the contractor to the plans which show alternatives allowable for bypass piping between the tie-ins. See the entirety of section 33 11 00, bypass details on sheet M- 3, and sheet C-6.
Q19. Regarding the cinder block structures for the sewer force main relocation. If there is no roof to be installed on the structure, will there be weep holes in the block structure or the concrete bridge structure to allow rain water to exit the structure?
A19. A note on sheet S-8 does call for drains. However, that note is deleted and replaced with revised sheet S-8.
The new note on revised sheet S-8 refers to new sheet AD-1, which is a more detailed wall drain. Utilize the detail on new sheet AD-1, including notes, for the wall drain.
Q20. Is there a door schedule for the bullet resistant doors?
A20. Detail 2, Sheet S-8 shows a typical installation of the doors, calls for four pairs of doors, and refers the contractor to the specification. The doors are defined in section 08 34 02 the specification. The locations of the doors are also shown on sheets C-03 and C-05. Sheet C-03, detail 1, shows the doors on the west wall of each transition structure. The same doors are required on the east walls, for a total of four door pairs of double doors.
Q21. Are there any details showing how the frames mount to the block walls?
A21. Specification Section 08 34 02, Bullet Resistant Components, calls for the contractor to provide frame mounting details from the manufacturer along with installation drawings as submittals. It is the responsibility of the contractor to coordinate with the manufacturer of the door system used to provide details. Please read this section in its entirety. Coordinate with specification section 04 20 00, Concrete Masonry Unit Walls, as required, in developing the details.
Q22. Can non-usable excavated material leave the site? If not, where will it go? If so, is there a designated place to take it?
A22. Unsuitable excavated material encountered during channel excavation may be placed in the Semi- Compacted Embankment sections, per Speciation Section 31 00 00. Unsuitable excavated material encountered during excavation associated with the sanitary sewer relocation shall become property of the Contractor and disposed of off-site at an appropriate disposal site, per Specification Section 31 23
16.16 12.
Q23. Pg. C-4 Note 1 states not to stockpile over tributary draining to Bayou Baton Rouge. Existing tributary runs though and takes up a significant portion of the designated stockpile area. May the contractor stockpile over existing tributary in this area and recut tributary once complete?
A23. No.
Q24. Looking at the plans and details for the utility bridge, several details show #6 rebar connecting the 30” pile and the pile cap. Most clearly seen on sheet S3 in Section 4. 30” hollow piles are manufactured with a minimum 2’6” long solid section on each end of the pile, therefore the detail shown is impossible without modification to the piles in the field. There are no details indicating such. Please clarify.
A24. See revised drawing S-3 for detail options.
Q25. Borings CR-28 and to some extent CR-29U show silts and silty sands near the bottom 10 feet of excavation.
Any ground water movement or heavy rainfall will likely cause unravelling of the slope at this exposed surface during construction. The specifications only require unwatering (removing surface water or collected rainwater) with no dewatering (contractor designed well point system) option in the contract. If slopes become unstable, will a well point system be directed by change order?
A25. We will address an unstable slope if it occurs.
Q26. Please clarify all materials that will remain onsite.
A26. All vegetative debris resulting from clearing and grubbing operations at the construction site shall, at the Contractor's option, be disposed of either by burning, grinding of material and/or removal from the site. Dispose of debris, rubbish, scrap, asphaltic pavement and other non-salvageable materials resulting from demolition and removal operations with all applicable federal, state and local regulations. Unsuitable excavated material encountered during excavation associated with the sanitary sewer relocation shall become property of the Contractor and disposed of off-site at an appropriate disposal site. Unsuitable excavated material encountered during channel excavation may be placed in the Semi- Compacted Embankment sections.
Q27. Will channel riprap placement be approved in partial sections?
A27. Yes. The placement of riprap will be approved in partial sections once all contract requirement pertaining thereto have been completed for the section in question. This should not be confused with acceptance, as we do not accept partially completed work. The overall project will be accepted upon successful completion of all contract requirements. Therefore, the contractor will be required to maintain all sections of completed channel until acceptance of the entire project.
Q28. Will the contractor be responsible to control weeds and/or vegetation growth that may grow through the riprap until final project acceptance?
A28. Yes. See Section 35 31 19.04 12 Paragraph 3.1.3.
