Within the solicitation document A21_W912P889B0051.PDF (PG232 of the PDF) 1.22 Flotation Channel and Access Corridor states: “No measurement will be made for construction of floatation channel(s) or access corridor (s)\. Payment will be made at the applicable contract job price for “Flotation Channel Access & CDF 7”, “Flotation Channel Access @ CDF 10 – OW1”, if Optional Work 1 is exercised, and “Flotation Channel Access @ CDF 10
– OW2” if Optional Work 2 is exercised. Price and payment shall constitute full compensation for accessing the work; including excavating and maintaining the flotation channel and access corridor(s) placement of earthen material; stockpiling of materials, backfilling, light loading of barges, removing obstacles, segregating and disposing of debris, and other work incidental thereto; as specified herein. No payment shall be made for re-excavation of the flotation channel or access corridors.” Related questions:
Please confirm no additional cost to owner or schedule allowance to remove subsurface obstacles, if encountered / required, to dredge flotation channel and access corridor.
Correct.
Please confirm anticipated debris to be removed may include but not necessary be limited to stumps, log, remnant timber structures, etc. as referenced further on PG 228 of specifications.
Correct.
Please confirm no landside access will be allowed / made available by owner and as further described in (Amendment+0001_(SAM)_08-07-24, PDF PG 3, paragraph 3).
Confirming that the worksite cannot be accessed by land, considering the CDF sites are surrounded by water and therefore can only be accessed by floating vessels. However, the contractor is allowed access to the CDF sites over the duration of the project contract.
Please confirm this bid item is to include both the initial access and maintenance throughout the life of the project. No additional cost to owner or schedule allowance for determining additional efforts if required due to variations of water depth, surges due to typical tides in the area, fluctuations of available water depth, and seasonal draft restrictions if necessary or applicable which may vary from plan drawings.
Correct.
Please clarify if side casting material in order to create flotation channel access will be acceptable and if side cast material must then be placed back into flotation channel access at end of project duration verified through professional survey or what is intended?
Flotation dredged material is to be placed landward of stone dike. Disposal placement onto the corresponding CDF sites is allowable. The language referenced in this comment was included in the original solicitation, but adjusted via amendment.
Please confirm methods and locations of handling, transfer, and disposal of materials, wastes, effluent, trees, trash, garbage, oil, grease, chemicals, etc., within the right-of way limits shall be such that harmful debris will not enter lakes, ditches, rivers, bayous, canals, groundwater, waterways, or reservoirs by erosion, and thus prevent the use of the area for recreation or present a hazard to wildlife at no additional cost to owner or schedule allowance as further described in (Amendment+0001_(SAM)_08- 07-24, PDF PG 4, paragraph 4)
Confirmed.
Please clarify if the removal of wastes, effluent, trees, trash, garbage, oil, grease, chemicals, includes but not limited to, items created by contractor, existing items on site, and additional items that are added to the project location over the lifetime of the project from external sources or the environment.

Please confirm material placed channel ward of the floatation channel will be required to be removed / degraded and placed into the adjacent floatation channel in order to restore areas as best as possible to pre-existing conditions as described on Addendum 1, PDF PG 78, General note 3.
Flotation dredge material is to be placed landward of the stone dikes, the option to store material channelward was removed from the scope of work via Amendment 1. An additional amendment will be posted to clarify the discrepancies related to the flotation dredge material disposal.

“4. PHYSICAL DATA (FAR 52.236-4 - 1984 APR)
Data and information furnished or referred to below is for the Contractor's information. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.
(a) The indications of physical conditions on the drawings and in the specifications are the result of site investigations by surveys and soil borings. Prospective bidders should note that hydrographic surveys upon which contract quantities and site access were based on were taken in July 2020. Field notes, boring logs, field and laboratory test results, and other data on which this information is based are available at U.S. Army Engineer District, New Orleans, Corps of Engineers, Attn: CEMVN-ED, 7400 Leake Avenue, New Orleans, Louisiana 70118, and access thereto may be had upon request.
(b) Weather Conditions. Data on weather conditions may be obtained from the National Weather Service.
(c) Transportation Facilities. Floating plant may reach the work site via the Gulf of Mexico or GIWW to the Calcasieu River and into Calcasieu Lake. Excavation of access corridors and flotation channels in the immediate worksite vicinity and right-of-way will be allowed as depicted on the drawings. Before submitting a bid, each bidder should obtain necessary data as to access conditions that can be affected by weather, bridges, lockage, weight limits, draft restrictions, etc. The unavailability of transportation facilities shall not be a basis for claims for damages or time extensions for the completion of work.
(d) Channel Traffic. Traffic in Calcasieu River Ship channel consists of tugs, heavy barge tows, ocean going vessels, LNG and LPG tankers, and small boats. The US Coast Guard has issued special regulations concerning the passage of LPG tankers, which may result in construction delays. Information regarding the special regulations may be obtained from the Supervisor of Coast Guard Marine Safety Detachment, Lake Charles, LA., at telephone: (337) 491-7800. Calcasieu Lake traffic consists of fishing boats and small pleasure craft.
(e) Obstruction of Channel. The Government will not undertake to keep the channel free from vessels or other obstructions, except to the extent of such regulations, if any, as may be prescribed by the Secretary of the Army, in accordance with the provisions of Section 7 of the River and Harbor Act approved 8 August 1917. The Contractor shall conduct the work in such manner as to obstruct navigation as little as possible, and in case the Contractor's plant so obstructs the channel as to make difficult or endanger the passage of vessels, said plant shall be promptly moved on the approach of any vessel to such an extent as may be necessary to afford a practicable passage. Upon completion of the work, the Contractor shall promptly remove its plant, including ranges, buoys, piles and other markers placed by him/her under the contract in navigable water or on shore.
(f) Estimates of quantities involved in certain items of work for which bids are being solicited on a lump sum or job basis have been made for the use of the Government.
Copies of these quantity estimates may be viewed or obtained by contacting the Contract Specialist for this contract. It is expressly understood that the accuracy of these estimates is in no way warranted and that the furnishing of this information to a bidder will not relieve him of his responsibility to estimate the quantities involved.
(g) Real time stage hydrograph data obtained for the Calcasieu River at Hackberry (gage# 73600), and Lake Charles (gage# 73550), may be obtained from the New Orleans District Website at:
http://rivergages.mvr.usace.army.mil/WaterControl/new/layout.cfm
These hydrographs depict historical data, and no prediction is intended of future water stages. The successful offeror is expected to understand the fact that future water stages, despite any apparent historical patterns, are independent upon vagaries of nature and may differ drastically at any time from any historical patterns that might be inferred. A more complete history of river stages is available from the U.S. Army Engineering District, Vicksburg. Gaps in the stage hydrograph indicate no reading available.”
