GENERAL INFORMATION
1. GENERAL:
The Contractor shall provide non-personal services to include project management support services for efforts related to the water resources programs in south Louisiana including the Bi- Partisan Budget Act 2018 (P.L. 115-123) (BBA-18) and other USACE Civil Works programs including but not limited to: Mississippi River and Tributaries (MR&T), Planning Assistance to States (PAS), Continuing Authorities Program (CAP), Flood Plain Management Services (FPMS), Silver Jackets (SJ), International and Interagency Support (IIS), Environmental Infrastructure (EI), Coastal Wetlands Planning Protection and Restoration Act (CWPPRA). The single award task order contract is for a period of one year from date of award, with options to extend for four additional years; not to exceed a total of five years (FAR 52.216-22).
The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
Description of Services/Introduction:
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform project management support services for efforts related to the water resources programs in south Louisiana including the BBA-18 and other USACE Civil Works programs as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
Background:
Driving this acquisition approach is the need to ensure sufficient Project Management Support Services for the New Orleans District (MVN) to ensure mission delivery of the Civil Works program, including the Bi-Partisian Budget Act of 2018 (BBA-18). BBA-18 allocated over $1.8 Billion to MVN for the streamlined completion of over 70 short and long term disaster recovery projects. A condition of the BBA18 program is that each project must be completed on an accelerated timeline of less than 5 years. The BBA18 program has been identified as a “no fail mission” by USACE Headquarters. When combined with the existing and future Civil Works funding expectations, MVN management has identified the need for additional support services to ensure the needed resources are readily available.
Scope:
The Contractor shall perform project management support services for efforts related to the water resources programs in south Louisiana including the BBA-18 and other USACE Civil Works programs. Services include: project management/planning support, development of project performance reports, updates to program management plans, project scheduling input, project cost support, presentation development, interagency agreement development/updates, project drawings and maps, other project reports, and monthly status reports. Specific tasks are outlined in Part 5.

The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which it assures itself that its work complies with the requirement of the contract. The Contractor’s quality control plan (QCP) (Deliverable #1) shall be delivered digitally to the contracting officer (KO) and the contracting officer’s representative (COR) within 30 days after contract award and a comprehensive written QCP shall be resubmitted to the KO and COR within 5 working days when changes are made thereafter. The performance requirements for this contract will be based on deliverables outlined in the Scope of Work. Partial payments will be processed monthly upon receipt of contractor certified invoices and a monthly status report.
Payments will not be made until the QAR reviews monthly status report and ensures deliverables are of sufficient quality and content.
