W912P820R0045 Attachment 4 5 – Sample Task Order Scope of Work Jan 2020

CEMVN-PM-B

INDEFINITE DELIVERY

CONTRACT DELIVERY ORDER

I. GENERAL DATA

SUBJECT: Sample Task Order Scope of Work – Continuing Authorities Program (CAP) 103 City of Mandeville Shoreline Protection, LA, Federal Interest Determination Report (FID)

LOCATION: The City of Mandeville is located in St. Tammany Parish in Southeast Louisiana, approximately 86 miles East of Baton Rouge, Louisiana. The study area extends from Guste Island to the west to the unincorporated area of Lewisburg to the east. The shoreline protection study area begins on the North Shore of Lake Pontchartrain approximately 2.2 miles west of the Tchefuncte River mouth and extends approximately 2.9 miles.

II. BACKGROUND

Unlike the traditional Corps civil works projects that are of wider scope and complexity and require specific authorization and appropriations, the Secretary of the Army, acting through the Chief of Engineers, has been delegated the authority to plan, design, and construct certain types of water resource and environmental restoration projects without specific Congressional authorization through what is known as the Continuing Authorities Program (CAP). CAP Section 103 authorized Federal participation in the cost of protecting the shores of publicly owned property from hurricane & storm damage.

The north shore of Lake Pontchartrain within the above stated location is generally a sandy bank with upland vegetation of varying width, in front of fresh and intermediate marshland. Shoreline erosion has been measured from 1953 at an average loss of 10ft/yr (USGS aerial photography). The marsh consists of soft Holocene deposits at or near sea level. In several areas, the sand bank has completely eroded, and accelerated land loss has been observed where the marsh is exposed directly to wave action. The marsh functions as a sanitary wastewater effluent assimilation wetland, wildlife habitat, and storm surge buffer to the developed land to the north. In addition to habitat loss, the degradation or loss of the marsh will dramatically increase cost of sanitary wastewater treatment for St. Tammany Parish and the City of Mandeville, and increase exposure of residents to storm surge during tropical events.

III. SCOPE OF WORK

Prior to initiation of a CAP Feasibility study, the federal interest determination (FID) is completed to decide on the advisability of continuing work on the feasibility phase consistent with the principles, priorities, and constraints of the CAP, thus preventing excessive expenditures on questionable projects.

The FID would include consideration of problem specification, identification of Federal interest and potential for solution(s) that would result in a policy consistent project of a scope appropriate for CAP, with a willing and capable sponsor. This determination will be accomplished early enough in the Federally funded portion of the feasibility phase to ensure that there are no impediments to proceeding with the project.

The contractor shall document the proposed information to be presented in each of the following sections of the FID:

· Project Information/Purpose

· Existing Conditions/Alternatives Considered

· Federal Interest Determination

· Other Considerations

In addition, the Contractor shall develop a cost and schedule to complete each section and the final FID for the CAP 103 City of Mandeville Shoreline Protection project. Proposed information, cost, and schedule shall be provided in the format of Attachment 56: Sample Task Order Price Proposal Worksheet.
