About this file
This is an amendment to a solicitation for a construction project. The Mississippi River & Tributaries Project will install relief wells and electric pumps along the west bank of the Mississippi River in Iberville Parish, Louisiana to collect and return seepage water during high river stages. Forty-two passive relief wells will be drilled approximately 100 feet below the levee toe and spaced 150 feet apart. An existing drainage ditch will be excavated and graded to collect well outflows and allow pumps to return seepage water to the river without impacting stormwater collection. Six pairs of electric pumps with a capacity of 4000 to 11,000 gallons per minute will discharge through steel and HDPE pipes that emerge from the levee slope with paving and casings. Portable pumps, hoses and cables will be stored offsite for deployment during high water. The estimated value is $5-10 million. The solicitation is set aside for service-disabled veteran-owned small businesses and posted on beta.SAM.gov.

INSTRUCTION TO BIDDERS
Due to the response for COVID-19, most federal employees have been mandated to telework, and currently only authorized personnel are allowed access to the District buildings throughout USACE. As a result, we have implemented the below procedures for all current and future bid openings, until such restrictions have been lifted and normal access has resumed at the MVN HQ Building.
Electronic Submission of Bids:
MVN will utilize the DoD Safe website for receipt of electronic bids under IFB Solicitations. In order to submit an electronic bid please follow these steps:
1. Send an email containing your name and email address to the following Contracting Officer and Contract Specialist associated with the IFB:
Contracting Officer – Mr. Christopher Nuccio, email: christopher.nuccio@usace.army.mil Contract Specialist – Mrs. Nakiea B. Butler, email: nakiea.b.butler@usace.army.mil
2. The Contracting Officer or Contract Specialist will go to the DoD Safe site, input your name and email address, and then will request the file from you. You will then receive an automated email from the site with a unique link in the email.
3. Once the email with the link is received, please click on the link in the email, which will take you to the DoD Safe site.
4. This will be a unique webpage where you can upload your file. The default page will load with the box checked off next to, “Send me an email when each recipient picks up the files”.
Please leave this box checked in order to receive a notification when the file is received from the Contracting Officer or Contract Specialist. Please leave unchecked, “Encrypt every file”. The site itself contains a high level of security in which additional encryption is not required.
5. When you are ready to upload your bid file (please use pdf format for bid submission), you can either click the blue button which says, “Click to Add Files or Drag Them Here” to locate the file on your computer, or simply drag the file onto the screen.
6. In the Description box that appears after uploading your file, please type your Company Name.

QUESTIONS AND ANSWERS
Point Pleasant Ph III Relief Well
Solicitation W912P820B0050 Contractor Questions & USACE Responses
1. Provide the Governments Estimated Quantities of work for the Lump Sum (JOB) bid items.
The plans and specifications provide enough information to obtain estimates for job items and lump sum quantities.
2. Please provide the Questions other prospective Bidders have asked.
See Amendment 0002.
3. Please provide the Governments answers to any questions asked by other potential bidders.
See Response to Question 2
4. Drawing C-08 Section F-F shows bottom of Temporary casing at 2' minimum and 3' maximum below bentonite layer. Which would put bottom of temporary casing at Elevation -29 to -27. The Specifications Section 3.1.5 Temporary Casing says temporary casing to extend a minimum of 3 feet below water table.
Which is correct or is the intention to meet both conditions. Contractor is to refer to Specification 00700, paragraph 3.
5. Drawing C-08 Point Pleasant Phase III Wells Pumps Rate shows Flowline Elevation at Elevations 41 and 40.8, Design Grade of 44 and 43.8 and Top of Riser Elevation of 24.8 and 25.4. Please clarify. Assumption Design grade is the top of levee. Not the ground elevation at the well discharge. The design grade is as shown in the cross sections. Contractor is to refer to Specification 00700, paragraph 3.
6. Drawing C-08 Gives top of Filter pack is a minimum of 3' above and maximum of 5' above the top of the screen. Which would be Elevation -27 to Elevation -25. The Note says for split level screens sand should be continuous thru blank pipe riser. Is it anticipated that there will be any screen sections above Elevation -30 after the pilot hole boring work is completed and results reviewed. Contractor is to refer to Specification 00700, paragraph 3.
7. Drawing C-08 Section F-F gives Dimension of 2' below the screen with a 1' bottom which would put the bottom of hole 1' below bottom of sump. Specifications say Filter Pack material shall be a minimum of 3' below the elevation of the screen bottom. Please Clarify. Contractor is to refer to Specification 00700, paragraph 3.
8. On Drawings X-01 through X-31 the Legend identifies Proposed Work and Design Levee Section and shows each features line. The lines used for these two features are so similar that it is hard to tell which is which in some areas. Can the Government change the lines up such that that cannot be confused with each other?
The line weights between the proposed work and the design levee section are noticeable on plan sheets.
9. Can the Government specifically provide the Estimated Amount of Excavation and Embankment Quantity?
See response to Question 1
10. Drawing M-01, pump discharge plan there is a note referring to sheet C-11 for slope paving detail. Sheet C-11 only shows a detail for the guard rail, can you provide a detail for the slope paving? The reference has been changed to Sheet C-09. It will be included in Amendment 2.
11. Is there a designated staging area for this project, if so can you provide the location? It is shown on Sheet C-06.
12. Can you provide the government material quantity take off? See response to Question 1.
13. On the Aluminum Check Valve, it describes the typical check valve with gasket that has been provided for several USACE project (see attached Picture and Plan sheet from a recent USACE project we installed), but the drawings are showing a “Cast Iron Tenon” with a gasket and an aluminum check valve (no gasket).
Can they change the well top to the typical Aluminum Check Valve with gasket and eliminate the Tenon?
The Cast Iron Tenon Detail has been added and provided as part of Amendment 2.
a. OR if required the “Cast Iron Tenon”, do they have a manufacturer and model number available as I have not been able to find this in the two or three projects that I have seen with this set up.
Maybe this “Tenon” is known by another name? The Cast Iron Tenon Detail has been added and provided as part of Amendment 2.
b. Also, the use of the “Tenon” is further confused by the drawing of the “Aluminum Check Valve Detail” and the “Relief Well Detail” on Plan Sheet C-09 as I am not sure how/if the “O” Ring Plate would allow for the use of the Cast Iron Tenon, so we need clarification. The Cast Iron Tenon Detail has been added and provided as part of Amendment 2.
14. On the well material joining, they mention welded couplings and Threaded (NPT) Couplings. Can Flush Threaded couplings be used? The contractor is to follow the details.
15. On Drawing C-08, in the “Section F-F and Relief Well Detail” on the upper left in this box, it states “Aluminum Check Valve” but I believe this is pointing to the wrong item or has the wrong description.
Also it states to “See Detail Sheet C-05”, but Sheet C-05 offers no detail. Can you provide clarifications?
The notation has been revised to read “See Detail Sheet C-09.” Sheet C-09 has the aluminum check valve detail. A revised sheet is included as part of Amendment 2.
