Q&A Contractor questions (Q) and Corps of Engineers response (R) for solicitation W912P820B0044 are provided below;

Q1: Contract duration is 460 days according to SF 1442. However, Note 8 on the Bid Schedule states “the time required for completion of the contract shall be the original contract duration of 280 calendar days established for the BASE WORK items specified in Section 00700, CONTRACT CLAUSES, paragraph entitled “COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK”. The time required for completion of the Optional Work on this contract will not be adjusted but shall be performed concurrent with the original base contract duration.” Can the Owner please revise Note 8 on the Bid Schedule to show the correct Contract duration?

R1: Note 8 of the Bid Schedule reflects the original 280 calendar days anticipated to complete the work before a 6 month window was added to accommodate current dredge demand in the Gulf Coast area. The duration in Note 8 is revised to 460 calendar days with this response.

Q2: The W912P8-17-B-0001 Solicitation for South Pass provided a disposal area on the north end of the project area: Lambert Disposal Area. This disposal area was removed for the 2020 solicitation. The 2020 solicitation also moved the start of dredging back almost 3,500 ft. Due to these changes, startup dredge pipeline lengths have increased from approximately 15,000 ft to over 32,000 ft. Pipeline lengths this long will likely require the addition of a booster plant for most dredges, which will dramatically increase the mobilization / demobilization and dredging costs for this project. Further, there is an approximately 3,500 ft long stretch around Station 165+51 south that has less than 3 ft of water on the red toe, where subline is likely to be laid. There are many safety concerns with laying subline in less than 3 ft of water. Is there any way that the Lambert Disposal Area, or any disposal area to the north of Castille Disposal Area, can be added back in to this Contract so that Contractors will have more manageable pipeline lengths and safer subline laying operations?

R2: No. Lambert Disposal Area was filled to maximum capacity during previous HDDA contract and is no longer available.

Q3: Section 35 20 23.00 Paragraph 3.3.1.2 mentions that disposal at Castille Disposal Area shall begin in the northeast corner of the Castille Disposal Area, filling westerly. Will the Owner please consider allowing the Contractor to begin disposal in the southwest corner of the disposal area and fill west, to minimize line lengths and reduce dredging costs?

R3: Variation in fill direction and starting point is acceptable if the contactor's intent is to utilize the majority of the capacity in the Castille Disposal area.

Q4: With the exception of material dredged between STA 365+30 and 488+64 to be placed within Leblanc Disposal Area, is the Contractor allowed to choose which disposal areas to use for each dredging area?

R4: Yes, this is the only mandated reach.

Q5: Section 35 20 23.00, Paragraph 3.3.1.8 states “Scott Island is first priority.”

a. Is Scott Island first priority between Scott and Ed Island, or between all disposal areas?

b. Can the Owner please clarify what is meant by first priority?

R5: Scott Island takes priority over Ed Island only. This prioritization does not relate to other disposal areas.

Q6: Section 35 20 23.00, Paragraph 3.3.1.8 states, “Dredge material is limited to a maximum initial elevation of +8.0' NAVD88. The islands footprint shall be no larger than 24 acres at elevation +1.0' NAVD88.”

a. Is the max fill height for this island to +8.0 or +1.0’ NAVD88?

b. Please confirm if the entire 24 acres can be filled to +8.0 or +1.0’ NAVD88?

c. Please address both questions above for both Scott Island and Ed Island.

R6: Max height on both islands is +8.0 feet NAVD88. The 24 acre maximum is based on all created lands at each disposal area that are +1.0' NAVD88 or more, and that would be expected to occur at that +1.0' elevation along the perimeter of the island.

Q7: For access corridors where excavation is not allowed, the Plans and Specifications state that the access corridors are required to be backfilled with disposal material to a maximum of 2 feet above existing adjacent marsh.

a. Would the Owner please consider removing this requirement or only requiring Contractor to return the access corridors to pre-dredging conditions?

b. The access corridors provided are 150 ft wide. Is it the Owner’s intention to have a 150 ft x 1,000 ft berm that is 2 ft above existing marsh for the Castille Disposal Area access corridor, a 150 ft x 450 ft berm and a 150 ft x 150 ft berm that is 2 ft above existing marsh for the Leblanc Disposal Area access corridor, a 150 ft x 650 ft berm that is 2 ft above existing marsh for the Windham Disposal Area access corridor 1, and a 150 ft x 1000 ft berm that is 2 ft above existing marsh for the Windham Disposal Area access corridor 2?

c. How does the Owner plan to measure and pay for the backfilling of the access corridors?

R7: The intent is to return the access corridors to pre-existing conditions. Any backfilling of damaged wetlands within the access corridors should not exceed 2' above adjacent wetlands. Payment will be made at contract job price for CLIN 0003, “Flotation Access Channel/Access Corridor.” Contractor shall bid accordingly.

Q8: Can the Owner please provide existing depths for Cadro Pass surrounding Castille Disposal Area?

R8: No survey is available. Contractor shall conduct site visit to determine current conditions and bid accordingly.

Q9: Can the Owner please provide existing depths for Outlet 10E and 11.8E?

R9: No survey is available. Contractor shall conduct site visit to determine current conditions and bid accordingly.

Q10: According to Section 02 21 10.00, Paragraph 3.1.8, Contractor is supposed to submit a survey of the Castille Disposal Area perimeter dike to verify the retaining dikes have been constructed to meet minimum specifications.

What are the minimum specifications for the Castille Disposal Area perimeter dikes?

R10: No minimum specification is provided. The Contractor, however, shall prevent excessive runoff of dredge slurry into adjacent lands and waters during fill operations at the Castile Pass disposal area. Survey is intended to document the condition of the site's perimeter dike. Various mechanisms and practices to prevent excessive runoff across observed gaps may be employed by the contractor.

Q11: Can the Owner confirm that if access corridors are excavated, no back-filling is required?

R11: Backfilling is not required. The Contractor, however, shall control the height of spoil mounds to prevent spoil from the access corridors to exceed 2' above existing wetlands.

Q12: According to Section 35 20 23.00 Paragraph 3.3.1.3, waterfowl season includes the months of September, November, December and January. Is October supposed to be included in this list?

R12: No. October was intentionally left off of this listing for waterfowl season.

Q13: When the specifications state “During peak campground usage, nighttime usage will be restricted to personnel access only,” can the Owner please clarify what this means?

a. Does this mean that no off-loading of equipment will be allowed during nighttime, or that no equipment will be allowed to be used during night time?

b. Will marshbuggies, dozers, and other shore equipment, assuming it is already onsite, be allowed to be used in disposal areas during night time?

R13: Peak campground usage coincides with waterfowl season, and can be expected on certain weekends where hunting conditions are extraordinary. Duration of peak campground usage would be short and on the order of days.

During these brief time periods, the use of marsh buggies and bulldozers at night should be limited to the least practical extent necessary for the control of dredged material. Equipment staging and preparation should be scheduled for daytime operations.

Q14: Are airboats expected to be permitted for this Project?

R14: Airboat use requires a special use permit granted to CEMVN by LDWF on behalf of the contractor. Such special use permits allow airboat use, with limitations, during waterfowl season to daytime operation where no other type of equipment could practicably be used and with restrictions on run time. There are no instances where a special use permit has not been granted by LDWF to CEMVN for airboat operation on the PALWMA. It is LDWF's intent to regulate/monitor airboat use during prime hunting season.

Q15: Due to the complexity of the job, and the flexible time allotted for show-up, will the Owner please consider a 2 week extension in bid date?

R15: No extension of bid opening date will be made.

Q16: The SF-1442 Form Section 11 states that the contract performance period is to be 460 days, while Section 10 makes reference to a 280 day contract performance period. Please clarify the correct contract performance period for this project.

R16: Section 10 of SF-1442 reflects the original 280 calendar days anticipated to complete the work before a 6 month window was added to accommodate current dredge demand in the Gulf Coast area. The duration in Note 8 is revised to 460 calendar days with this response.

Q17: SECTION 35 20 23.00 12 Page 11, Paragraph 3.1.6 Character of materials states: “Dredging history of South Pass is available on request.” Please make available the dredging history documents of South Pass as referenced above.

R17: Copy of production logs for DACW29-99-C-0027 are attached.

Q18: Please provide any and all relevant geotechnical data in regard to the material to be dredged under this contract.

R18: No geotechnical exploration was performed on material to be dredged under this contract.

Q19: Please provide all Federal, State, and local permits associated with this project.

R19: The project is in full compliance with state and Federal environmental regulations, and Right-of-Entry has been granted to perform work. All work activities described in the project's Plans and Specs are consistent with Federal, state, and local requirements identified during the environmental permitting phase. Certain work activities if proposed by the contractor after award, such as limited airboat use during waterfowl season, would require CEMVN to obtain a Special Use Permit from the LA Department of Wildlife and Fisheries.

Q20: Must all of the disposal areas available for this project be utilized?

R20: Material dredged between STA 365+30 and 488+64 shall be placed within Leblanc Disposal Area. This is the only required disposal area.

Q21: SECTION 35 20 23.00 12 Page 15, Paragraph 3.3.1.1 Disposal Area Capacity states the following: “The Contracting Officer's Representative will determine when an area has been utilized to the optimum capacity, prior to the Contractor utilizing another area.” Please provide an estimated fill amount at each of the planned disposal areas so that contractors may accurately estimate the required pipeline lengths to reach each disposal area and correlative production rates.

R21: No disposal areas have surveys to allow calculation of capacity. Contractor can assume existing elevations with maximum allowed fill elevations to calculate capacity with the following areas;

North Cell = 145 acres Castille = 380 acres LeBlanc = 608 acres Windham = 250 acres East Bird Island (unlimited)

South Pass Split (unlimited)

Scott = 26 acres Ed = 26 acres

Q22: Plan Drawing C-17, Note 2 states: “Existing ground elevations are reflective of conditions taken in October 2019. Surveys will be updated prior to bid opening.” Please advise if updated surveys are available for Contractor use.

R22: Due to extreme shoal condition, no surveys were taken prior to bid opening.
