About this file
This document is an amendment to a solicitation for cutterhead dredging services along the Mississippi River from Baton Rouge to the Gulf of Mexico. The amendment provides responses to questions received from prospective offerors. The work consists of furnishing a cutterhead dredge of 30 inches or greater in diameter, attendant plant, and crew to perform dredging in the Mississippi River Southwest Pass area and other areas of the New Orleans District. The estimated value of the contract is between $5,000,000 to $10,000,000. The solicitation was issued on November 14, 2019 with a bid opening date to be established in a future amendment. The amendment clarifies that production rates apply differently to new construction versus maintenance work, provides coordination details for multiple contracts, and addresses contractor responsibilities in high water conditions.

AM0003 - QUESTIONS & RESPONSES
1. This Contract is for both maintenance and new construction of the Mississippi River, however the required production rates are no different from the Contracts for maintenance only. Considering the material has never been dredged before, and there is no geotechnical information provided, Bidders have no way of knowing if their equipment will perform at the required production rates. For all new work dredging, would the Owner consider making these reaches non-standard, so the Contractor will not be expected to perform new-work at the same production rate as maintenance work?
Response: Portions of the channel currently exist or have previously existed at the new construction elevation as elevations greater than -56 ft MLLW have been surveyed. Historical surveys can be ascertained by accessing the following website: https://www.mvn.usace.army.mil/Missions/Navigation/Channel-Surveys/. A hopper dredge will be used to dredge typical hopper locations.
Add the following to the end of Paragraph 3.4a, Section 35 20 23.23 12:
This paragraph is applicable to those periods when the dredge is performing maintenance dredging work.
This mode occurs when a dredge under this contract or another contract has already dredged the reach to an assigned elevation of -56.0 ft MLLW. Assignments will detail if the reach or portion thereof is new construction work or maintenance work.
Add the following sentence to the end of Paragraph 3.4b, Section 35 20 23.23 12:
This paragraph applies to both maintenance and new construction work.
Add the following as paragraph 3.4c to Section 35 20 23.23 12:
c. The following table shows the minimum production rate the dredges must perform at as specified in Section 35 20 23.23, paragraph entitled “Required Production and Dredging Tolerances” when dredging new construction work. Interpolation between swing widths may be used to obtain production rate values not explicitly shown. New construction dredging is defined as the first time a reach has been dredged to an assigned elevation of -56.0 ft MLLW, either under this contract or another contract. Once a reach has been dredged to an assigned elevation of -56.0 ft MLLW, all successive assignments in that reach or portion thereof will be considered maintenance work and the table within 3.4a will be applicable.

2. Given the timing of this, how does the Owner expect to coordinate work between the new-work Contracts and the maintenance Contracts?
Response: Multiple dredges will not be working in the same assignment area simultaneously.
3. Will contractors be assigned river reaches that have already been dredged to deepening depths prior (maintenance material only)? If so how will assignments for new work and maintenance dredging be divvied up between the multiple contracts?
Response: It is possible for contractors to be assigned reaches that have already been dredged to new construction elevations. Multiple dredges will not be working in the same assignment area simultaneously.
4. Can the Owner please provide an anticipated Award date for the Work, in order for Bidders to determine schedule availability?
Response: The contract for the work is anticipated to be awarded approximately 7 days after the successful bid opening.
5. Can the Owner please provide an anticipated NTP date for the Work, in order for Bidders to determine schedule availability?
Response: The Notice to Proceed is anticipated to be issued approximately 3 days after award.
6. Section 35 20 23.23 12, Paragraph 3.1.1.1.b states: “Channel material removed by hydraulic dredge from above Head of Passes to the jetty channel (Mile 6.0 AHP to Mile 19.5 BHP), shall be placed as directed by the Contracting Officer.” However, during the Mississippi River Forum on August 5th, 2020, it was mentioned that the SWP deepening contracts will have the possibility to dredge all the way up to Mile 13 AHP. Can the Owner confirm that for this Contract, the furthest upriver the Contractor can expect to dredge is Mile 6.0 AHP?
Response: The limits of work will not extend upriver of Mile 6.0 AHP.
7. Section 35 01 50.73, Paragraph 3.1.4.d states: “The Contractor shall remove, at no additional cost to the Government, any material in the navigation channel outside the area designated to be dredged if the material falls within the channel, and was not indicated on the before dredging survey (roll-effect downstream of the cutterhead dredge).” In times of high river stage, the roll effect has been observed multiple times by different dredges and Contractors, and it is inevitable if the river stage is high enough.
a. In times of high river stage, will the Owner please consider removing this requirement?
b. In times of high river stage, it is known that the Mississippi River can accumulate material quickly, especially near the Head of Passes area. If the Contractor is working on one side of the channel, and material accumulates on the other side of the channel due to a combination of the roll effect and natural Mississippi River accumulation, how does the Owner plan to differentiate between material built up due to the roll effect versus material that naturally accumulated?
c. Would the Owner please consider removing the words “at no additional cost to the Government” so that the Contractor is not expected to dredge the opposite side of the channel after a roll-effect occurs, for free, regardless of it was at the fault of the Contractor or not?
Response: If the Contractor’s dredge is creating the roll effect and the average velocity of the river at the dredge’s location is 5 mi/hr or greater measured by a velocity probe in accordance to the Government Representative, the Contractor will not be held to paragraph 3.4.1.d of Section 35 01 50.73. If the roll effect is created through the fault of the Contractor as determined by the Government during average river velocities of less than 5 mi/hr as measured by a velocity probe in accordance to the Government Representative, the Contractor shall remove, at no additional cost to the Government, any material outside the assigned dredging area.
Add the following as Paragraph 3.1.10 to Section 35 01 50.73:
3.1.10 Daily Surveys
To ensure any formation of a roll effect does not create a navigation issue, daily check sections in front of the dredge at 100 ft intervals up to 500 ft in front of the cutter and daily check profiles adjacent to and up to 500 ft of the cutter shall be performed and in accordance with the Government Representative. The cross sections and profiles shall extend 200 ft past the channel centerline onto the other half of the channel to provide adequate monitoring. Additional check sections and/or profiles may be required at the direction of the Government Representative.
8. If working in times of high river stage, and the Contractor elects to perform a high-bank face in 2 passes to reduce the roll effect, will the second pass be considered non-standard?
Response: If the Contractor’s dredge is creating the roll effect and the dredge’s swing and set are impacted by river currents and the average velocity of the river at the dredge’s location is 5 mi/hr or greater measured by a velocity probe in accordance to the Government Representative, the Contractor shall inform the Government and the Government will determine if performing the work in two passes is appropriate. If the dredge’s swing and set are impacted by river currents and the average velocity of the river at the dredge’s location is 5 mi/hr or greater measured by a velocity probe in accordance to the Government Representative, the reach for that day will be considered non-standard.
9. Will the Owner consider making a reach non-standard if there is over 13 ft of river stage in the Mississippi River at the location of dredging?
Response: If the dredge’s swing and set are impacted by river currents and the average velocity of the river at the dredge’s location is 5 mi/hr or greater measured by a velocity probe as directed by the Government Representative, the reach for that day will be considered non-standard.
