STONE AND BEDDING CONSTRUCTION
09/07
PART 1 GENERAL
1.1 SCOPE
The work covered by this section consists of furnishing all plant, labor, equipment and materials, and performing all operations in connection with furnishing and placing River Channel Buttress Riprap and other incidental work as may be necessary to complete the river channel buttress riprap placement as shown on the drawings, and as herein after specified.
1.2 MEASUREMENT
1.2.1 Graded Stone
The unit of measurement for "River Channel Buttress Riprap" satisfactorily placed in the work will be the ton (2,000 pounds). Quantities will be computed to the nearest whole ton. If delivered by barge, the Contractor shall furnish the Contracting Officer a barge displacement table, not less than 10 days prior to unloading stone from any barge for which a displacement table has not been furnished and approved. The Contractor shall furnish with the barge displacement table a drawing or sketch of each barge, dimensioned in sufficient detail to permit checking of the tables.
The drawing shall show, as a minimum, the length, width, and depth of the barge, and dimensions of rake or rakes. Each such table shall have its accuracy certified by a person or firm, other than the Contractor, customarily performing this service and who has been approved by the Contracting Officer. Each table submitted shall show the name and\or number of the barge, the barge dimensions, the barge owner, the name of the fabricator, certification, and date of certification of the person or firm preparing the table. All new or modified barges shall be field checked for current dimensions by the Contractor, in the presence of the Contracting Officer's representative. Each table submitted shall contain in parallel columns, the freeboard of the barge in feet and tenths from zero to the full depth of the barge, and the corresponding gross displacement to the nearest ton. Each barge shall be suitably marked with two displacement gaging lines along each side of the barge. Each gaging line shall be painted perpendicular to the edge of the barge and be no less than 4 inches wide and 1 foot long, on both the deck and side of the barge. Barges with rakes shall have the displacement gaging lines placed at each corner of the box section between the rakes. If a barge has a box end or ends, the gaging lines shall be placed approximately 4 feet from the box end. The freeboard will be measured at the four gaging locations and displacement shall be determined by the use of the "CELMV Standard Barge Tables" from the average of these measurements. The displacement shall be determined before and after the barge is unloaded and the difference between these values shall be the quantity delivered. If barge tables are furnished for fresh water and if the Contractor believes that barge displacement measurements made within the contract limits of work are being taken in water that has salinity, he will have the option of obtaining water samples and determining densities or unit weights of these samples. These water samples shall be taken in accordance with ASTM D3370 (practice A-Grade Sample) at depths of 4 and 8 feet in the area where measurements are made.
SECTION 35 31 19.04 12 Page 2
Water sampling shall be performed when the barges are measured for quantities, both when fully loaded and when empty. Water samples shall be taken by the Contractor and witnessed by a Contracting Officer's representative with the use of "Polypro" 2,000 milliliter water sampler, or equal. Densities shall be determined as specified in ASTM D1429 (Method D
- Hydrometer Method). Testing shall be performed by a certified and approved testing laboratory, and test results certified by this laboratory. After review and approval of the test results by the Government, the average of the densities obtained at 4 feet and 8 feet will be used as the suitable salt water conversion factor. In all calculations, the unit weight of 62.45 pounds/cubic foot will be used for fresh water.
If the Contractor does not obtain water samples and densities, then no adjustment or conversion factor will be applied to stone or riprap quantities determined by displacement tables. When stone, not handled by barge, is delivered by truck from a quarry or railroad siding, it shall be weighed on approved scales before being placed in the work. The scales shall be located as near the site of the work as is practicable and shall be tested as often as necessary to ensure accurate weights, as determined by the Contracting Officer. The Contractor shall furnish the scales and shall weigh the stone in the presence of a Contracting Officer's representative, who will certify to the correctness thereof. Weight certificates furnished by a public weighmaster will be acceptable in lieu of such procedures when authorized by the Contracting Officer.
1.3 PAYMENT
1.3.1 Graded Stone
Payment for graded stone satisfactorily placed will be made at the contract unit price per ton for "River Channel Buttress Riprap". Price and payment shall constitute full compensation for furnishing all plant, labor, materials, and equipment required for testing, hauling, handling, placing and maintaining the graded stone.

1.6 QUALITY CONTROL
1.6.1 General
The Contractor shall inspect all materials before they are incorporated into the work for compliance with contract requirements and any material found to be defective will be rejected. All information pertaining to the inspection shall be recorded and included in quality control reports furnished the Contracting Officer. The Contractor shall establish and maintain quality control for construction operations to assure compliance with contact requirements, and maintain records of his quality control for all construction operations. The quality control reports shall include, but not be limited to, the following:
(1) Equipment. Type, size, and suitability for construction of the prescribed work.
(2) Submission of stone samples for quality testing, if from other than approved sources, as specified in paragraph Sources and Evaluation Testing.
(3) Quality of stone, and bedding meets the requirements specified.
(4) Quantity of stone, and bedding delivered and placed each day.
(5) Gradation of Stone. Gradation tests of stone shall be accomplished at the quarry. Tests by weight shall be made by the Contractor in the presence of the Contracting Officer's Representative. The Contractor shall notify the Contracting Officer not less than 3 working days in advance of each test. In the event of nonavailability of the Government representative, the Contractor shall perform the tests and certify to the Contracting Officer that the stone shipped complies with the specifications. A minimum of one test shall be performed for each 25,000 tons, or fraction thereof, of stone supplied to the Government from each source. Each test sample shall be representative of the stone being shipped and shall consist of not less than 15 tons. Percentage determinations shall be made for each stone weight specified. Gradation test data shall be recorded on MVN form 602-R "Gradation Test Data Sheet", a copy of which is shown at the end of this section. Failure of the test on the initial sample and on an additional sample will be considered cause for rejection of the quarry and/or quarry process, and all stone represented by the failed tests shall be set aside and not incorporated into the work. Any additional tests required because of the failure of an initial test sample will not be considered as one of the other required tests.
Certification and test results shall represent stone shipped from the quarry and must be received by the Government representative before the stone is used in the work. The Contractor shall designate on the test
SECTION 35 31 19.04 12 Page 4 form that portion (in tons) of the lot tested which is applicable to this contract. Any deviation from the reported tonnage shall be corrected on a revised gradation test form. The Contracting Officer may direct, under the Contract Clause "INSPECTION OF CONSTRUCTION" (FAR 52.246-12), additional testing of stone furnished to the worksite if the stone appears, by visual inspection, to be of questionable gradation or quality. Refer to paragraph MVN STANDARD TEST METHOD FOR GRADATION OF STONE for the gradation test method.
(6) Compliance Surveys. The Contractor shall perform pre-construction and post-construction multibeam surveys for each subaqueous stone site.
The Contractor shall perform the surveys at least two (2) days prior to starting work and at least two (2) days after completing the work. All the raw multibeam survey data shall be edited by the Contractor within five (5) days of completing the multibeam survey for each subaqueous stone site. The final edited multibeam data set shall be delivered in two (2) files for each subaqueous stone site. The first file shall contain all the edited points reported in ASCII XYZ format. This file shall be “thinned” using the shot depth or elevation point closest to the ASCII XYZ 2x2 grid format. The second file shall follow the same format, but shall contain the data for the post-construction survey.
The Contractor shall deliver the two (2) edited ASCII XYZ files on DVD.
All the survey data shall be converted and/or reduced to the North American Vertical Datum of 1988 (NAVD88 2004.65). The multibeam system used to conduct these surveys shall use the navigational beacon broadcast signal to position the survey vessel. The Contractor shall perform one hundred percent (100%) full bottom coverage surveys of each subaqueous stone site, including five hundred (500) feet on all four
(4) sides. The multibeam system alignment checks and the patch test shall be performed as indicated within the Engineering Manual, EM-1110-2-1003, Hydrographic Surveying. The performance tests conducted on the multibeam system are required. The allowable standard deviation is a function of the project depth, as indicated in Table 3-1 of EM 1110-2-1003. All multibeam surveys shall be performed by qualified survey personnel in the presence of the Contracting Officer’s Representative. No additional payment will be made for multibeam surveys and shall be considered incidental to "River Channel Buttress Riprap".
1.6.2 Reporting
The original and two copies of these records, as well as the records of corrective action taken, shall be furnished the Government daily. Format of report shall be as prescribed in Section 01 45 04.00 10 CONTRACTOR
QUALITY CONTROL.
PART 2 PRODUCTS
2.1 MATERIALS
2.1.1 Graded Stone
2.1.1.1 General
All stone shall be of a hard, durable quality such as will not disintegrate under the elements or be easily broken in handling. It shall be clean and free from earth, dust, or other refuse. The faces of individual pieces of stone shall be roughly angular, not rounded, in shape. Field stone will not be accepted.
SECTION 35 31 19.04 12 Page 5
2.1.1.2 Sources and Evaluation Testing
Stone shall be obtained in accordance with the General Provision entitled "STONE SOURCES" (see Section 01100 GENERAL PROVISIONS). If the Contractor proposes to furnish stone from a source not listed in "STONE SOURCES", the Government will make such investigations as necessary to determine whether acceptable stone can be produced from the proposed source. Satisfactory service records on work outside the Corps of Engineers will be acceptable.
If no such records are available, the Government will make tests to assure the acceptability of the stone. The tests to which the stone may be subjected will include petrographic analysis, specific gravity, abrasion, unit weight, absorption, wetting and drying, freezing and thawing and such other tests as may be considered necessary by the Contracting Officer. The following guidance is provided for use by the Contractor in analyzing a source of stone not listed in "STONE SOURCES". Stone that weighs less than 155 pounds per cubic foot or has more than 2 percent absorption will not be accepted unless other tests and service records show that the stone is satisfactory. The method of test for unit weight and absorption will be ASTM C127 except that unit weight will be calculated in accordance with note 5 using bulk specific gravity, S.S.D. Samples of stone from a source not listed in "STONE SOURCES" shall be submitted to the Contracting Officer for testing and acceptance prior to delivery of any stone to the site of the work. Samples shall consist of at least seven pieces of stone, roughly cubical in shape and weighing not less than 100 pounds each. All such samples shall be taken by the Contractor under the supervision of the Contracting Officer. The samples shall be shipped at the Contractor's expense to the U.S. Army Engineer Research and Development Center (ERDC), 3909 Halls Ferry Road, Vicksburg, Mississippi, at least 90 days in advance of the time of the placing of the stone is expected to begin. The tests will be conducted in accordance with applicable Corps of Engineers methods of tests and will be performed at the U.S. Army Engineer Research and Development Center (ERDC), Vicksburg, Mississippi. The cost of testing will be borne by the Government.
2.1.1.3 Size: River Channel Buttress Riprap
Grade B Stone shall be in pieces graded approximately as follows:
Stone Weight (lbs.) Cumulative Percent Finer By Weight
1200 Pounds 100 750 Pounds 72-100 200 Pounds 40-65 50 Pounds 20-38 10 Pounds 5-22 5 Pounds 0-15
1 Pound 0-5
2.2 MVN STANDARD TEST METHOD FOR GRADATION OF STONE
2.2.1 General
2.2.1.1 Sample Selection
The most important part of the test and the least precise is the selection of a representative sample. No "standard" can be devised; larger quarry run stone is best sampled at the shot or muck pile by given direction to
SECTION 35 31 19.04 12 Page 6 the loader; small graded stone is best sampled by random selection from the transporting vehicles. If possible, all parties should take part in the sample selection, and agree before the sample is run, that the sample is representative.
2.2.1.2 Selection of Size for Separation
It is quite possible and accurate to run a gradation using any convenient sizes for separation, without reference to specifications. After the test is plotted on a curve, then the gradation limits may be plotted.
Overlapping gradations with this method are acceptable. It is usually more convenient, however, to select points from the gradation limit, such as the minimum 50 percent size, the minimum 15 percent size, and one or two others, as separate points.
2.2.2 Procedure
(1) Select a representative sample (See paragraph Sample Selection), weigh and dump on hard stand.
(2) Select specific sizes (see example) on which to run "individual weight larger than" test. Procedure is similar to the standard aggregate gradation test for "individual weight retained".
(3) Determine the largest size stone in the sample. (100 percent size).
(4) Separate by "size larger than" the selected weights, starting with the larger sizes. Use reference stones, with identified weights, for visual comparison in separating the obviously "larger than" stones.
Stones that appear close to the specific weight must be individually weighed to determine size grouping. Weigh each size group, either individually or cumulatively.
(5) Subparagraph (4) will result in "individual weight retained" figures. Calculate individual percent retained (heavier than) and cumulative percent retained and cumulative percent passing (lighter than). Plot percent passing, along with the specification limits on ENG Form 4055 and fill-in and document test on MVN Form 602-R.

PART 3 EXECUTION
3.1 CONSTRUCTION
3.1.1 General
The River Channel Buttress Riprap shall be placed within the limits, lines, grades, and sections shown on the drawings.
3.1.2 Placement
The large stone shall be well distributed throughout the mass and the finished structure shall be free from pockets of small stone and clusters of larger stone. Excavation for floating plant on the protected or flood side of the levee will not be permitted.
3.2 GRADE TOLERANCES
All river channel buttress riprap shall be constructed to the design grades and sections shown on the drawings. For graded stone, at all points, a tolerance of plus twelve inches will be allowed in the design grades and sections. Material that is placed outside the allowable tolerance will not be paid for. Following placement of the stone, a survey will be conducted within at least two (2) days after completing the work to determine whether final grade tolerance is met. If grade is not met, additional stone will be placed to bring within the specified tolerance. The Contractor shall submit compliance surveys in accordance with 1.6.1 (6).
