SUMMARY OF CHANGES
(End of Summary of Changes)
CONTRACTOR QUESTIONS / USACE RESPONSES
1. We believe the 3” base course thickness will be inadequate. It is our suggestion that this thickness is increased to 6” thick.
Response: The design concept of the specified bike path was recommended, vetted thru and accepted by the local sponsor as well as USACE’s Construction Division. A similar bike path design, (i.e., 4 inches of superpave asphalt and 3 inches of base course) was constructed approximately 5 years ago in a reach just upstream of the Huey Long Bridge and thus far is performing satisfactorily.
Therefore, no design changes to the bike path will be forthcoming.
2. a. With regard to the 4” asphalt thickness, can this be placed in 1 lift in lieu of 2 ea- 4” lifts? It has been proven on other projects that the 2” lifts with 3” of base will cause cracking of the initial lift and pumping of the base.
Response: Any deviations from the planned construction method must be approved by the Contracting Officer.
b. There are only 2 access points provided. Numerous trucks will need to be backed down the levee surface. Even light loaded, this will cause problems.
Response: See Note 1 TEMPORARY ACCESS RAMP SECTION, Sheet C-09, which states “Location and angle of the access ramps may be adjusted with approval of the Contracting Officer and at no additional cost to the Government.”
3. The stone base width is shown on C-08 to be the same width as the asphalt path.
We suggest the stone base should be wider than the asphalt width. Additionally, an asphalt wedge from top of asphalt down to the base would be recommended.
This wedge would then be covered with embankment.
Response: See Response to Question 1 above.
4. With the number of levee district/USACE, police vehicles/maintenance vehicles/tractors/ etc that access the levee on a daily basis; it is our recommendation that the design be evaluated for more than a bike path. We would suggest 6” asphalt w/ 6” of base be considered.
Response: See Response to Question 1 above.
Amendment 0004
5. Can the government quantities for the cross sections provided for degrading and embankment be provided since this item is paid lump sum?
Response: Requests for copies of quantity computations should be coordinated thru our CEMVN-EDD (Cost Engineering) Office as so specified in Section 00700 FAR 52.236-4. John Petitbon (504-862-2732) or Steven Lowrie (504-862-1302) are the Cost Engineering POC’s.
6. What is the thickness of the existing asphalt path? Is there base course under the path?
Response: The existing bike path was placed by the local sponsor. It is our understanding that the existing asphalt is six (6) inches thick as stated in Section 31 11 00.00 12, para. 3.2.1. USACE was advised the base course was three (3) inches thick but that can be verified with the local sponsor. (POC John Monzon 504-371-6900.)
7. Would the government consider adding a line item for maintenance mowing of the existing areas that will not be disturbed but are designated for maintenance mowing? If not, where is mowing to be included?
Response: No. Measurement and Payment for Mowing operations are specified in Section 32 92 19.04 12. Para.’s 1.2.4 and 1.3.4, respectively.
8. Is the wage decision provided in the contract documents the correct decision for this project?
Response: Yes. Wage rates included are the current and correct wage rates as provided for subject project as per Contracting Division.
9. Paragraph 3(k) of Section 01100 requires the contractor to provide an SSHO at the project site. Paragraph 3(k) paraphrases the requirements for the SSHO position listed under Section 01.A.17 of EM 385-1-1. In the past, there have been different interpretations as to whether EM 385-1-1 allows the SSHO to have collateral duties. Please clarify whether the SSHO for this contract can have collateral duties.
Response: The SSHO shall have NO collateral duties.
10. Paragraph 3(l) of Section 01100 states that the contractor shall furnish flagging services at all times that trucks are hauling during the course of the contract. There are no traffic control details shown on the plans. Please clarify the maximum amount of time that the contractor can stop traffic on River Road during hauling operations. If the intent is not to stop River Road traffic, then please clarify the number of flagmen required by this provision.
Response: In accordance with SECTION 01 55 26.00 12, TRAFFIC CONTROL AND COORDINATION, paragraph 3.2 TRAFFIC CONTROL DEVICE PLAN, the Contractor shall develop and implement a site specific Traffic Control Device Plan (TCDP) and truck haul route plan designed and stamped by a Professional Engineer registered in the State of Louisiana. It is in this TCDP plan that the requirements for flagmen services will be specified by the professional engineer developing the plan.
11. Paragraph 10(c) of Section 01100 states that contractors shall not track heavy equipment, loads of sheet pile, or any other material across any pipeline without coordination with utility owner. Drawing C-01 indicates that a timber mat bridge is required and refers to Drawing C-08 for detail. There is no detail provided for the timber mat bridge on Drawing C-08. There is a waterline crossing and multiple gas lines buried in the crown of the levee, but no burial depths, etc. are provided.
Please provide the pipeline crossing requirements and drawing details for the temporary pipeline crossings so that all contractors are bidding on the same scope of work.
Response: The call out Note regarding Timber Mat Bridge on Sheet C-01 has been deleted See recently posted Amendment 3.
12. Paragraph 18, Emergency Flood Protection Plan, of Section 01100 limits degraded levee sections to 2,000’ and requires emergency flood protection for the degraded sections. Subparagraph (3) states that no measurement or payment will be made for maintaining materials or equipment required for the emergency flood protection plan, but that all costs for installing, maintaining, and removing the emergency protection plan will be handled under the Changes clause. Please clarify whether the contractor is required to include the cost of emergency flood control materials in its bid price to be stored onsite under this section, or if these costs will be paid under the Changes clause, if they are required.
Response: The Contractor shall include in its bid price the cost for maintaining materials, labor and equipment and for any other cost associated with maintaining readiness to perform flood protection measures required by the emergency flood protection plan. For this particular project, equipment and materials can be stored offsite provided they are readily accessible when necessary to implement the Contractor’s plan.
13. Paragraph 22 of Section 01100 states that work can only be completed when river elevations are below +11.0 and that the sole remedy for shutdowns due to river elevations above +11.0 is time, but not compensation. Based on the contract hydrographs, the river exceeds +11.0 for a period of time each year. The current height of the levee is at elevation +26.5 and the limit of degraded levee is at elevation +24.0. This clause seems unreasonable and harsh given that the contractor is required to maintain emergency flood protection to the full height of the levee. Please consider raising the river elevation at which work under the subject contract may proceed.
Response: Standard New Orleans District (NOD) policy. Mississippi River floodfight activities begin when the stage elevation reaches +11.0 on the Carrollton gage at NOD. Therefore, contract work on the levee ceases until such time as the river stage is below +11.0. No changes to the contract documents will be forthcoming in this regard.
14. Note 21 on Drawing G-03 states that after NTP, the contractor will be responsible for turf maintenance of the entire levee within the work limits (flood side, land side, and berms). Please clarify what “turf maintenance” entails.
Response: Turf areas shall be mowed with approved mowing equipment to a height of 3 to 4-inches whenever the height of the vegetation is in excess of 8 inches. Grass clippings created from mowing shall be removed from the site. In addition, any disturbed areas of the existing levee turf shall be repaired and the turf re-established in accordance with SECTION 32 92 19.04 12, TURF
ESTABLISHMENT AND MAINTENANCE.
15. Reference electrical line E-01 shown on Drawing C-01. Please provide the height of the electric line above the levee crown.
Response: As stated in the Disposition Column of the Facilities Table on Sheet G-04, the powerline has been removed in its entirety.
16. Note 1 on Drawing C-05 appears to limit the staging area use to only sheet pile.
Please clarify if levee embankment removed during degrading operations may be stored at the staging area for reuse in levee after seepage wall work.
Response: No, the degraded material cannot be stored in the staging area. In accordance with Drawing C-06, Note 1 and SECTION 31 23 00.00 12 EXCAVATION, paragraph 3.4 DEGRADING EXISTING LEVEES, all embankment excavated from the existing levee shall be removed from the site. The excavated material shall not be placed as backfill into the levee section.
17. Note 1 on Drawing C-06 states that embankment excavated from the existing levee shall be removed from the site. Can the existing levee material that is degraded (excluding asphaltic materials) be reutilized for levee embankment fill after completion of seepage wall work?
Response: No. Degraded levee embankment material shall be removed from the site. (See Response to question 16 above.)
18. Can the new seepage wall sheet pile be laid out on the existing levee slopes prior to driving?
Response: Yes, however, the Contractor is responsible for repairing any damage to the existing embankment and re-establishing the existing turf per specifications which could extend the date for final acceptance of the project.
19. Will the NZ-14 sheet pile be approved as an alternate to the PZ-22? Attached is the cut sheet for the NZ-14. Please let me know if you have any questions or concerns.
Response: The cut sheet for NZ-14 indicates a Width of “30.31 inches” which does not comply with Sect 31 41 16.00 12, Para. 2.1.2 (“maximum overall width of 22 inches”) stipulation. Therefore, NZ14 is not approved as an alternate to PZ-22.
20. Plan Sheet C-01 references a Temporary Hardwood Timber Haul Road Mat
Bridge Over Pipeline with a detail on Plan Sheet C-08. The detail is not on C-08 or anywhere else in the plans. Please provide the detail.
Response: See Response to Question 11 above.
21. Section 00700, Contract Clauses, Paragraph 4(e) states that copies of quantity estimates are available. Please provide “job” estimated quantities.
Response: See Response to Question 5 above.
22. Will the Contractor be allowed to place temporary ramps at locations other than the ones shown on the drawings?
Response: Yes. See Response to Question 2b above.
23. What is the thickness of the existing asphalt and base course on the crown of the levee?
Response: See Response to Question 6 above.
