Should the Contractor desire to use stock materials not manufactured specifically for the work covered by these specifications, he shall submit evidence, satisfactory to the Contracting Officer, that such material conforms to the requirements of the specifications. Detailed tests of these materials will then not be required, if so approved by the Contracting Officer.
Tests, except where modified, shall be made as indicated in the respective detailed specifications or on the drawings and, unless otherwise authorized, in the presence of the Contracting Officer. The Contractor shall furnish specimens and samples for additional independent tests and analyses upon request by the Contracting Officer.
Specimens and samples shall be properly labeled and prepared for shipment.
4.3. Fender Material Visual Testing. Prior to use in the work, two (2) samples of each size from each lot of plastic fender delivered to the jobsite, or a quantity of three thousand five hundred (3,500) cubic feet, or fraction thereof, of said plastic fender, whichever is smaller, will be selected by the Contracting Officer’s Representative for visual tests.
4.3.1. Exterior. The samples will be examined by the Contracting Officer’s Representative for exterior voids first. The dense outer skin of the plastic composite marine timber shall be generally smooth but may contain occasional blisters and pockmarks.
4.3.2. Interior. After passing the requirements above, the samples are to be cut into twelve (12) inch long segments by the Contractor and visually examined by the Contracting Officer’s Representative. The cut sections of each segment shall conform to the following requirements:
1) The foamed inner core should be homogenous and reflect a consistent cell structure when viewed across the grain.
2) It shall be uniform in color.
3) The product shall contain no singular void in excess of 3% of the total foamed cross sectional area and greater than 3-inches in length.
If a cut section examined for interior voids fails to conform to any requirement above, a retest shall be performed on an additional two (2) samples selected by the Contracting Officer’s Representative. If a cut section in the retest fails to conform to either requirement, the entire lot of plastic fender represented by the samples will be rejected.
C2-g ED 18-069
4.3.3. Reports. Test results will be reported in writing to the Contractor within fifteen
(15) working days after receipt of the samples by the Contracting Officer’s Representative. In the event the Contracting Officer’s Representative fails to provide the test results within the time allowed, and if, in the opinion of the Contracting Officer, completion of the work is delayed or interfered with by reason of the Contracting Officer’s Representative delay in providing the results, the Contractor will be compensated for any resulting loss, and an extension of time will be granted, in the same manner in accordance with the Contract Clause in Section F entitled, “CHANGES
(FAR 52.243-4)”.
4.4. Workmanship. Workmanship shall be of the highest grade and in accordance with the best modern practices to conform with the specifications for the item of work being furnished. All metalwork fabrication and machine work shall comply with this Section and the applicable provisions of Section C2, “FABRICATION OF HYDRAULIC STEEL STRUCTURES”, and Section C3, "METALWORK FABRICATION, MACHINE WORK, AND MISCELLANEOUS PROVISIONS". All parts shall be properly fabricated, assembled and delivered to conform to the shapes, sizes and dimensions indicated on the Contract Drawings and approved shop drawings.
4.5. Reporting. The original and two (2) copies of these records of inspections and tests, as well as the records of corrective action taken, shall be furnished to the Government daily. Format of the report shall be as prescribed in Section E, "INSPECTION AND ACCEPTANCE".
5. SUBMITTALS. The following shall be submitted in accordance with the Section C5, "SUBMITTAL PROCEDURES”, Section C2, “FABRICATION OF HYDRAULIC STEEL STRUCTURES” and Section C3, "METALWORK FABRICATION, MACHINE
WORK, AND MISCELLANEOUS PROVISIONS".
5.1. Shop Drawings. The Contractor shall prepare and submit for approval, complete shop drawings and descriptive literature showing details of all items required as indicated herein or on the contract drawings. Shop drawings shall indicate computed weights/quantities of each material and approval of shop drawings will constitute acceptance of the computed weights shown on these drawings. Shop drawings shall include catalog cuts, templates, and type, grade and class of materials as appropriate.
Elements of fabricated items inadvertently omitted on Contract Drawings shall be detailed by the fabricator and indicated on the shop drawings. The shop drawings shall have a weld symbol listing the approved AWS (American Welding Society) Joint number the contractor plans on using for each joint in the structure, nondestructive testing to be performed, the Welding Procedure Specification (WPS) number that will be used for each weld and the splice locations. All welded joints shall be detailed in accordance with an approved AWS joint design.
