Questions and Answers

Question 1: As according to the Contract Plans the dig depths are -18MLG and -20MLG in varying sections.

a) Are there any vertical tolerances above the required depths that will be accepted?

b) Are there any allowable over dredge tolerances?

Response 1:

a) No vertical tolerances above the required depths will be accepted. -18MLG and -20MLG define minimum required dredging depths.

Over dredging is allowed and the extent of over depth dredging is the responsibility of the Contractor as he/ she deems necessary to complete the work required. However, no separate payment will be provided for over dredging.

Question 2: In reference to Section 35 20 23.00 12 Page 11 it is stated that the Contractor shall provide transportation, meals, and/or lodging for any pipeline/utility representatives who are deemed necessary to remain aboard the dredge while working in the vicinity of these crossings.

a) Has this been necessary on any of the past dredging events? If so, how many people should the Contractor expect to accommodate and for how long?

Response 2: Each pipeline monitoring event is unique to representatives, and an exact estimate of accommodations needed cannot be provided by the Government. However, in general, one representative for each company appears on board the dredge. The duration of their stay may vary with weather conditions, including sea conditions, as well as the progress of the dredge itself as it approaches and crosses each pipeline crossing. The alignment of the pipeline crossings will also have a bearing on the time it takes to safely pass and dredge over each crossing. (i.e. a skewed crossing versus one that is normal to the channel centerline)

Question 3: The Contractor request the Government provide any information from past dredging events in reference to dredge material encountered, and/or debris in the dredge cuts.

Response 3: Most dredge material previously encountered has been clay and silt in Terrebonne Bay, and hard-packed sand, along with some shell, in Cat Island Pass. As stated in Amendment 0001, crab traps were previously encountered during the November 2017 dredging event.

Amendment 0004

Question 4: As according to the Block 1 Change- Standard Form 1442 issued with amendment 001. The Contractor shall have 115 calendar days to complete the dredging associated with Alternate 001 (1,310,000 CY’s) of material and then 80 calendar days to complete the dredging associated with Alternate 002 (600,000 CY’s). With that being, said the Contractor will have to maintain a production rate of just over 11,000 CY’s per day for the alternate 001 works while only 7,500 CY’s per day for alternate 002 works.

a) The Contractor request the Government change the allowable calendar days to complete works in Alternate 001 from 115 to 175, this would be more representative in matching production rates for Alternate 002.

Response 4: Alternate 001 includes the dredging of Terrebonne bay which contains lighter dredge material than that found in Cat Island Pass, which lends to a “walking” mode versus a “production” mode which is more characteristic of Cat Island Pass. Thus, the Government will not increase the allowable calendar days in Alternate 001.

Question 5: The Contractor request the Government announces available funding for the works (available alternates) prior to opening bids at the bid opening?

Response 5: The government will not disclose available funding prior to bid opening.

Question 6: When does the Government anticipate issuance of Award?

Response 6: The plan is for this work to be awarded this current FY.

Question 7: There are multiple Single Point Discharge locations listed in the Contract Plans but only locations at mile 7.9, (-)1.9, and (-)2.6 are listed in the Contract specifications to be pre/post surveyed after discharge.

a) Is it the Government’s intent that the Contractor only use the SPD locations 7.9, (-) 1.9 and (-) 2.6 for discharging the dredged material? Or will all of the SPD locations listed in the plans be available for Contractor use?

Response 7: All SPD locations listed in the plans will be available for Contractor use. SPD locations 7.9, - 1.9, and -2.6 are the only locations that shall be surveyed pre and post discharge of dredged material.
