Amendment 0004 – Contractor Questions Round 2
The follow questions were submitted by various contractors during advertisement. The USACE responses are shown in RED.
1. The language on page 2 of the amendment #3 (i), concerning the Screening for 17th Street Canal ICS, is ambiguous. Is the requirement: (a) that the screening walls shall be manufactured by Fence Screen, Inc; or (b) the screening wall may only need to be equal to that?
The phrase “or equal” in the referenced sentence allows the Contractor to pick any manufacturer whose product has equal (or greater) properties & functionality as the spec mentioned product.
2. The bid date states "CST". As you know, New Orleans is presently on Central Daylight Time (CDT) and New Orleans will not return to Central Standard Time until November 4, 2018. Is this an error or is the time an hour indeed to be Central Standard Time?
Correct. By virtue of this amendment, all CST references are hereby changed to CDT. The intention was to relay that the bid are due at “local time.” Since New Orleans is in the central time zone, and observes Daylight Saving Time, the Central Daylight Time abbreviation you cited is correct.
3. Page 2 of AMENDMENT #3 referring to page 33, paragraph 7 of the amendment #2 solicitation regarding EJLD Baskets suggests that only the East Jefferson Levee District can temporarily remove the baskets. Is this correct, or can the Contractor remove them with approval? If the Contractor can remove the baskets with approval, does that approval have to come from EJLD or the Corps of Engineers or both?
Per the 3rd sentence of the “EJLD Baskets” paragraph, the Contractor may temporarily “move” the baskets with approval. It does not say the contractor can “remove” the baskets since that is considered demolition. Per the 4th and 5th sentences, the baskets must be removed from the site by the EJLD, not the contractor. Per the 3rd sentence, approval to move the baskets comes from the Contracting Officer only. EJLD coordination is only required for permanent basket removal/demolition. Note the EJLD baskets were placed at the site to temporarily raise the elevation of the levee until the permanent levee section included in this project is constructed.
4. On the new Drawings G 005, G 006, and G 007, is there a particular significance to the removal of the words “as advertised” from the previous Drawings?
No.
5. Is there a particular procedure to be used to install or float a barge or a floating work platform into the various canals? What procedure was utilized during the construction of the ICS facilities?
Placing barges in the canal is considered Contractor means and methods. However, there are restrictions on accessing the canals through the Permanent Pumping Stations and restrictions for placing cranes, for the purpose of lifting barges, on and adjacent to the existing levees and floodwalls as required by the specifications. All floating plant will require a barge stability analysis. Each site was constructed differently using a combination of floating plants, spud set-ups, canal bank access and use of the gate structure platform.
6. Are there any parishes or levee districts interested in the ICS pumps?
We have attached the ALBL Membership List with potential interested parties. In addition to this list, Sewerage and Water Board New Orleans (SWBNO) is also a potential interested party.
