SECTION 01 53 00.02 12
Page 4, para 1.5.2 Elevations. In the 3rd line, delete pile tip elevation of El. “-24.50” and substitute “-33.0”.
SECTION 31 62 16.00 12
Page 6, para 3.3 DRIVING. Delete this paragraph in its entirety and substitute the revised paragraph 3.3 as follows:
“3.3 DRIVING
A complete and accurate record of the driven piles shall be compiled by the Contractor for submission to the Contracting Officer. This record shall include the information indicated in the paragraph entitled "QUALITY CONTROL". H-piling shall be driven by an approved steam, air or diesel drop, single acting, double-acting, or differential- acting pile driving hammer. No drilling or jetting will be allowed before or during driving operations without Contracting Officer's written approval. The hammer shall be operated at all times at the steam or air pressure and at the speed recommended by the manufacturer. Boiler or compressor capacity shall be sufficient to operate the hammer continuously at full rated speed. To determine ram drop, the Contractor shall attach a scale (in inches) to the pile hammer and an indicator on the pile ram. Installation of both devices shall be in such a manner that displacement of the ram will be indicated on the scale. Both the scale and the indicator shall be easily legible to observers on the ground during operations. Piling shall be protected during driving by a cushion and cap of approved design. Pile drivers shall have firmly supported leads extending to the lowest point the hammer must reach to maintain the hammer in proper alignment at all times. Each pile shall be driven continuously and without voluntary interruption except for splicing until the required depth of penetration has been attained. Deviation from this procedure will be permitted only in case the driving is stopped by causes which could not reasonably have been anticipated.
Due to low overhead clearances in the vicinity of the Cabot pipe rack, the splicing of H-piles may be required, depending on the Contractor's work plan. Currently, the pipe rack will be removed by others to allow full access by the Contractor in this area.
It is the Contractor's responsibility to coordinate with Cabot as to the schedule of the removal of the existing pipe rack, and from there to determine their schedule as to the required work in the vicinity of the pipe rack. Based on this, H-Pile splicing may or may not be required, again based on the Contractor's work plan. If the Contractor elects to splice piling, full splicing requirements will apply based on paragraph PILE SPLICING AND TENSION PILE CONNECTORS. If the Contractor determines that splicing is not required, based on his/her physical plant and clearances in the vicinity of the pipe rack, the Contractor may drive full length piling.
If cutting of full length piling is required, piling shall be cut by either an exothermic method or by any other method approved by the Contracting Officer. Any pile that cannot be driven to the required depth because of an obstruction shall, as directed by the Contracting Officer, be pulled and another pile driven adjacent thereto, be cut off and used, or be abandoned as directed by the Contracting Officer.
The Contractor shall make observations to detect any uplift of piling already driven and uplifted piling shall be back driven to the original penetration, at no additional cost to the Government. Piling shall not be driven within 100 feet of concrete less than 7 days old nor within 30 feet of concrete less than 28 days old. The Contractor shall provide every facility for the Contracting Officer to inspect and record data relative to pile driving operations. This data shall include blows and ram drop (in inches) per foot of pile penetration, final tip elevation, and blows per inch prior to seating.”

CONTRACTOR QUESTIONS AMENDMENT 5
1. What is the total LF of the proposed TRS?
The total is 193 LF
2. Can the contractor drive the sheets to 3’ below the mudline instead of having them cut?
Yes, the Contractor may do so.
3. Can the contractor place a crane on the land between points 37 and 38 through points 40 and 39 (on page CS104) to complete the installation of piles?
The Contractor will need to present their proposed layout before any approval can be made.
4. Spec Section 01 53 00.02 12 - Temporary Retaining Structures (TRS), para. 1.5.2. – Elevations, indicates that the minimum tip elevation for the TRS SSP is -24.50. Note 3 on DWG Sheet CS403 indicates the minimum tip elevation for the TRS SSP is -33.0. Please clarify which minimum tip elevation is correct for TRS SSP.
The correct tip elevation is -33.0.
5. Note 3 on DWG Sheet CS403 requires the TRS SSP to be cutoff 3 feet below the mudline. Spec Section 01 53 00.02 12 - Temporary Retaining Structures (TRS), para. 3.2.1. – Removal Criteria, requires all TRS structures to be removed from the site. As most of the TRS is in the water, if the TRS SSP are to cutoff 3 feet below the mudline, this will require dredging in the barge slip area and the use of divers to cutoff the TRS SSP below water. Please clarify whether the TRS SSP are to be cutoff 3 feet below the mudline, or pulled & removed after completion of the floodwall work.
The TRS SSP is to be cutoff 3 ft. below the mudline, or the Contractor may drive the sheets to 3 ft. below the mudline, as stated above.
6. The TRS layout on DWG CS403 shows the TRS SSP teeing into the Floodwall SSP at the SE corner of the TRS, and includes X, Y coordinates for this location. If this is the intent, the TRS SSP will bisect the concrete floodwall footing at this location and become part of the permanent structure. Please clarify whether this is a requirement, or if the contractor is at liberty to tie the TRS SSP into the permanent SSP seepage sheets outside of the concrete floodwall.
TRS should be tied back into high ground. It doesn't need to be tied into the permanent sheets.
7. Spec Section 31 62 16.00 12 – Steel H-Piles, para. 3.3 – Driving, contains sentences regarding required splicing of the piling that do not appear to be relevant to this project. According to the amended plans/specs, the pipe rack will be removed by others to allow the contractor to install piling beneath it. Please clarify if there is any reason that the contractor’s installation plan/means & methods is required to include field splicing of H-pile.
Splicing of H-piles may be required, depending on the Contractor’s work plan. It is the Contractor's responsibility to coordinate with Cabot as to the schedule of the removal of the existing pipe rack, and from there to determine their schedule as to the required work in the vicinity of the pipe rack.
Additional information is provided in Amendment #0005, Section 31 62 16.00 12.
CONTRACTOR QUESTIONS (CONTINUED)
8. In Amendment #0003 new spec issued, Section 01 53 00.02 12 TRS para. 3.1.2 Driving: last sentence “Vibrating Piles is not permitted.”
In Project Specs, Section 31 41 16.00 12 Steel Sheet Piling sub para. 3.1.1.2 Driving: no precluding Vibrating of Sheet Piling and para. 3.1.2: specifically address Vibratory Hammers.
Question: Is this correct? Why cannot this Sheet Piling be vibrated in while it is allowed in the installation of the Floodwall Steel Sheet Piling?
The Contractor may not vibrate TRS sheet piling due to stability concerns.
9. Can the steel sheet piles be vibrated in the T-wall section? In Section 01 53 00. 02 12 Temporary Retaining Structure para. 3.1.2 Driving, it states “Vibrating piles is not permitted.” Can the piles be vibrated for the TRS if approved in design?
The Contractor may not vibrate TRS sheet piling due to stability concerns.
10. Section 01 53 00.02 12, para. 1.5.2 specifies tip elevation of El. -24.5. Drawing CS403 Rev. 1, calls for tip elevation of El. -33.0. Please confirm.
The tip elevation is -33.0.
11. Ref. Drawing CS403 Rev. 1 – Note 3 requires PZ-35 sheet piles, yet Section 01 53 00.02 12, para.
1.1 states that Contractor shall be solely responsible for design. Is the use of PZ-35 sheet piles mandatory regardless if contractor’s design requires something less?
The TRS layout and design is the responsibility of the Contractor. The TRS layout and details shown in the P&S are for bidding purposes only. The tip elevation is the minimum tip required for stability and/or seepage. The strength line will be supplied.
12. Ref. Section 01 53 00.02 12, para. 1.2 and Drawing CS104 Rev. 1 Note 5 – Please confirm that sheet piles left in place are to be cutoff 3’ below mudline and if so, how do you suppose that be safely accomplished?
The TRS SSP is to be cutoff 3 ft. below the mudline, or the Contractor may drive the sheets to 3 ft. below the mudline. It is up to the Contractor to determine how to proceed.
13. Ref. Drawing GC103 – The routing illustrated for Site Access #1 suggests paved access from Hwy.
317, to along the north side of the parking area, through the plant, between 2 tanks, up to the proposed floodwall. Is there a limit to the type vehicle or size load that can travel this paved access?
The equipment used by the Contractor is subject to weight restrictions of Hwy 317 and must be less than an HS20 load at the construction site. The equipment is to remain in the right of way.
