(f) Crimson Gulf – Crimson’s pipeline is located within a No Work Area. The Contracting Officer will issue a modification for levee construction in the vicinity of Crimson’s pipeline upon resolution and construction of an up-and-over pipeline relocation.

(g) ) AT&T – AT&T’s underground utilities in the levee footprint are to be relocated outside of the Project Area prior to contract award.

(h) CLECO Electrical Distribution – CLECO owns and operates overhead powerlines on the east side of the Project Area paralleling the north-south section of the levee ROW. These facilities are located within the levee footprint in a No Work Area. Upon resolution of CLECO’s relocation plan, facilities will be relocated eastward outside of the levee ROW. The overhead powerline will cross the levee with 18’ overhead clearance from final levee crown grade at approx. C/L Sta. 1026+00.

(i) CLECO Power – Temporary intake and discharge pipelines for CLECO’s proposed power generation station traverse the proposed levee at approx. C/L Sta. 1040+00. These temporary lines are located within an Optional Work Area as defined in Section 01100, paragraphs OPTIONAL WORK AREA and ORDER OF WORK, and were installed as temporary bypasses with knowledge of upcoming levee construction. This alignment allows construction of a full levee section at the location of the lines’ permanent alignment, just down station of the Optional Work Area. Upon completion of a full levee section by USACE Contractor, an up-and-over pipeline crossing will be installed by CLECO’s own labor, temporary pipelines will be removed, and the Optional Work Area shall be exercised by the Contracting Officer.

(j) Cabot Facilities

1. Near Project Base Station 1030+015: Cabot has a 4” Natural Gas Pipeline that feeds the entire plant.

This line operates at 300 to 400 PSI, and is noted on the COE drawings as “Do Not Disturb.” Cabot will mark and locate this line for the Contractor when he is working in this area.

2. Near Project Base Station 1055+088: In previous COE levee enlargement plans (1992), Cabot relocated its utilities in this area AND INSTALLED A REMOVABLE PIPE RACK to allow headroom for the Contractor to install steel sheet piles as indicated on project design drawings. When required, Cabot will remove and re-install the pipe rack and associated utilities to allow the Contractor to install the sheet piling in this immediate area. Coordination is very critical here – this provides off-loading of feedstock oil from the barges to the plant. The maximum time allowable from start of removal to re-installation completion is only SEVEN (7) DAYS. All costs associated with mitigating the impact of Contractor’s sole failure to complete their portion of the work within the seven-day schedule limitation will be borne by Contractor. The Contractor can expect to have unimpeded access for a 72-hour period during the seven-day schedule.

3. Near Project Base Station 1084+001: Cabot operates a 12” Raw Water Supply Pipeline that feeds the entire plant along with the electrical power to these dedicated pumps. You will notice that the pipeline has a “crook” in its design at this particular location. In previous COE levee enlargement plans (1992), it was proposed to have the COE Contractor to complete part of the levee enlargement from the North up to this site location. The Contractor would schedule work elsewhere on the levee project while Cabot would relocate its facilities over the newly enlarged levee, after which the Contractor would then continue levee enlargement proceeding further Southward. Work on this relocation at Station 1084+001 and Station 1055+088 CANNOT OCCUR SIMULTANEOUSLY.

4. Near Project Base Station 1066+033: Cabot owns a 3” Electrical Conduit that provides power to a Raw Water Pump supplying the plant. The relocation of this utility MUST OCCUR at the same time as the relocation of the 12” Raw Water Supply Pipeline (1084+001) above.

(k) St. Mary Parish Water & Sewer Commission No. 3 – St. Mary Parish’s existing water line servicing Cabot passes through the project Area and shall not be disturbed. Item P2 is an abandoned water line located in a No Work Area and will be removed from Project right-of-way.”
