EMAIL:TEL:

1. Will railroad insurance be required due to the proximity of the work area to the railroad tracks?

RESPONSE: No. No work is allowed on railroad tracks.

2. Will railroad flagging services be required due to the proximity of the work area to the railroad tracks?

RESPONSE: No.

3. Specification section 01 53 00.02 12, page 9, paragraph 3.2.1.1 states "Sheet piling shall be extracted using a non-impact, non-vibratory, press-in driving method for all braced excavations. Sheet piles shall remain in place (not extracted) and cut off three feet below the final ground surface." Please clarify if TRS sheet pile are removed.

RESPONSE: TRS sheets shall remain in place, except for instances where there is a conflict with drainage lines. The sheets in conflict shall be removed using a non-impact method.

4. Specification section 02 41 00, page 2, paragraph 1.2 includes the removal of existing water mains. No water mains are shown to be removed on the drawings. Please clarify.

RESPONSE: There are no water mains that will require demolition.

5. Specification section 01100, page 12, paragraph 9 (d) (2) states that the contractor can, at his cost, elect to de-energize Entergy lines. Specification section 31 62 17.00 12, page 14 paragraph 3.1.1 states that the contractor shall use equipment for pile driving that will not require the de-energizing of the overhead Entergy lines. Please clarify.

RESPONSE: Contractor shall utilize equipment that will not require the de-energizing of the overhead lines. If the Contractor elects not utilize equipment, then at his cost, can elect to de-energize the overhead power lines.

6. Specification section 32 12 16.00 10 includes Geogrid. Please clarify what item Geogrid is to be paid under.

RESPONSE: will be addressed in amendment.

7. Please clarify what item the 2" resurfacing material for the Cold Planned area is to be paid under.

RESPONSE: The resurfacing is covered under Bid Item “Asphalt Concrete – Wearing Course”.

8. The "Proposed Parking Lot Demolition Typical Section" on drawing C-205 shows the entire road section replaced within the 2" cold mill and resurfacing area. This does not coincide with the cross sections on drawings C-301 thru C-305. Please clarify.

RESPONSE: The detail of the “New Pavement Typical Section” is only for the area impacted by excavation for the TRS.

9. Please clarify the intent of bid item 0014 "Temporary Road Construction". It appears that the parking lot egress point is already paved.

RESPONSE: See government response to question #8 in Amendment 001.

10. Due to the uncertainty in quantity of existing concrete piles to be removed, we request that a unit bid item for removal of existing concrete pilings be added.

RESPONSE: The quantity of piling to be removed can be determined by reviewing drawings S-001 thru S- 004 to determine what piles are in conflict in conjunction with government response to question #2 in Amendment 001, to determine the length.

11. Does bid item 0016 "Wearing Course" include quantity for the pavement area between the temporary retaining structure and the floodwall?

RESPONSE: Yes.

12. Is there a specific sequence for paving the parking lot and maintaining the exit lane?

RESPONSE: No. However, Contractor shall be required to maintain traffic flow for parking lot at all times.

13. The existing floodwall has a painted finish. Will the completed floodwall need to be painted?

RESPONSE: No.

14. Is the entire swing gate to be painted or only the add-on portion?

RESPONSE: Just the new extension of the gate and any required touch-ups.

15. Does the existing oak tree near monolith 1 get removed?

RESPONSE: No. This tree is outside the limits of work and will not be impacted by construction activities.

16. Under what bid item is the replacement of the slate side walk along the ramp paid under?

RESPONSE: Under “Concrete Sidewalks”, as stated in Section 32 16 13 – 1.3.1. The slate sidewalk is considered an architectural faux stone finish.

17. Please provide a detail for the slate side walk.

RESPONSE: Refer to Drawing R-017 for existing sidewalk information.

18. Please call out the location of where the new curb and gutter bottom is to be installed.

RESPONSE: Refer to Drawing C-113 & C-115.

19. Specification Section 01 53 00.02, 3.2.1.1. The first sentence states that sheet piling for the TRS shall be extracted. The second sentence states that sheet piling shall remain in place and cut off 3 feet below grade. Plan Sheets C-301 thru C-305 indicate that the TRS sheets are to be removed. Please confirm that the contractor has the option to either extract the TRS sheet piling or leave in place.

RESPONSE: TRS sheets shall remain in place, except for instances where there is a conflict with drainage lines. The sheets in conflict shall be removed using a non-impact method.

20. Section 01 53 00.02 12 and 31 41 16.00 12 state that the press-in method is to be used for the driving of the TRS and permanent sheet pile. However, vibratory hammer methods will be used for the extraction of the existing sheets and concrete pile, which is more invasive and causes sustained higher allowable vibration readings than conventionally driving sheets with the vibratory hammer method.

Please advise if contractor can install temporary and permanent sheet pile by vibratory means and methods.

RESPONSE: Contractor shall install sheet piling in accordance with the specifications.

21. If contractor maintains a TRS elevation above 15.76 for any existing monolith that is removed, will it be allowed to remove more than two monoliths at a time before replacement?

RESPONSE: No. Contractor shall not remove more than 2 monoliths at one time.

22. Section 31 41 16.00 – 3.1.1.2 requires the use of press-in type equipment for installation of all steel sheet piling. The press-in hammer grips the side of each sheet pile at multiple locations and will damage the coating to the steel substrate. The specification (09 97 02.02-3.5) requires that damaged coating be re-coated according to the paint specification with no modifications to the curing requirements. If repairs are required at each grip location, the curing time required would make pile installation too slow to be practical. Will the contractor be required to repair the coating at each grip location during installation? If so, please provide a revised coating repair specification that will allow for efficient pile installation.

RESPONSE: Damage to the sheet piling is expected to be minimal. Any damage to the coating will be repaired in accordance with the specification and subject to the approval of the contracting officer.

23. Ref. Section 01 53 00.02 12, Pg. 9, Par. 3.2.1.1 – The first and second sentences are contradictory.

Are we allowed to remove TRS sheet piles using a non-impact, non-vibratory, press-in driving method or are they to remain in place and cutoff 3’ below grade?

RESPONSE: TRS sheets shall remain in place, except for instances where there is a conflict with drainage lines. The sheets in conflict shall be removed using a non-impact method.

24. Ref. Section 01 55 26.00 12, Pg. 6, Par. 3.8 – Please provide a drawing of the Post Construction Signage required.

RESPONSE: No post construction signage will be required.

25. Ref. Drawings C-111 thru C-114 - Please confirm that portions of planters as well as tree & bushes removed by contractor within limits of floodwall excavation will be replaced “By Others”.

RESPONSE: That is correct. Note 3 on C-111 requires removal for trees and shrubs and Note 3 on C-113 required replacement by others for planters.

26. Ref. Section 02 41 00, Pg. 8, Par. 3.2.5 – This paragraph implies that the vehicle gate is also to be modified or that removal may be required. Please clarify.

RESPONSE: The 16-ft pedestrian gate at Ursuline Street shall be modified in accordance with Dwgs S- 120 thru S-122. The contractor has the option to either remove the gate or modify in place. The 30-ft vehicular gate shall remain in place.

27. Ref. Section 01100, Pg. 11, Par. 9(a) and Drawing C-110 – Relocation or removal/replacement of existing private utilities are usually handled by utility owner unless otherwise noted. The disposition for item “FO” Fiber Optic Line is “R.R.B.C.” Remove and Replace by Contractor. Please confirm that you intended for the cost of removal and replacement of existing Fiber Optic Line to be borne by the contractor.

RESPONSE: General Note 3 on Dwg E-101 clarified in Amendment 2. FMC will provide temporary and permanent cable, connection panels and other incidental items. Contractor will be responsible for placing temporary line thru construction area that will minimize impacts to construction activities and potential damage to the temporary line. Contractor shall be responsible for providing protection for temporary cable. Contractor will provide conduit for permanent cable, as shown on drawings E-201 and E-202.

28. Will jetting be allowed for the removal of interfering precast concrete piles?

RESPONSE: No.

29. When it talks about only being able to demolish 2 monoliths at a time, does it mean the existing monoliths (which are half the size of the new monoliths) or does it mean the dimensions of the new two monoliths (which would be 4 existing monoliths)?

RESPONSE: Existing monoliths are approximately 40-ft, which is the same as new monoliths. See Drawings R-014 and R-015 for existing monolith layouts. Contractor shall demolish 2 existing monoliths at a time.

30. Can the existing hand rail to be removed during construction be reinstalled or will contractor be responsible for installing an all new handrail?

RESPONSE: Existing handrailing may be removed and reinstalled, provided the handrailing has not been damaged.

31. The last statement in Block 14 of Amendment No. 1 states “Please note the change in Room Number for Receipt of Bids in Block 6 of the SF 30”. The Room Number has not changed from what was shown in the original solicitation. Please Clarify.

RESPONSE: Bids shall be delivered to:
