* Denotes a change from the previous Bidding Schedule.
**The unit "JOB" as used in this Bidding Schedule is synonymous with the term "Lump Sum" used elsewhere within these plans and specifications.
Award will be made as a whole to one bidder.
NOTE 1: Bidders shall furnish unit prices for each item listed in the Schedule requiring a unit price. If the bidder fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. IF A BIDDER OMITS BOTH THE UNIT PRICE AND THE EXTENDED
TOTAL OR ESTIMATED AMOUNT FOR ANY ITEM, ITS BID SHALL BE
DECLARED NON-RESPONSIVE AND THEREFORE INELIGIBLE FOR
AWARD.
NOTE 2: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price. Unreasonableness of price includes not only total price of bid, but the price for individual line items as well. Any bid may be rejected if the prices for any line items or sub line items are materially unbalanced (See FAR 14.404-2, Rejection of Individual Bids).
NOTE 3: THE NOTICE TO PROCEED (NTP): The successful bidder is advised that performance and payment bonds shall be submitted in accordance with the time frame in block 12B of SF 1442. The NTP will be issued immediately after verification of acceptable performance and payment bonds. Within seven (7) days after issuance of the NTP, the Contractor shall initiate a meeting to discuss the submittal process with the Area or Resident Engineer or his authorized representative. Physical work cannot start until the Accident Prevention Plan, Contractor Quality Control Plan, and other submittals which may be required, have been submitted and approved and all preliminary meetings called for under the contract, have been conducted.

QUESTIONS AND ANSWERS
1. 01100-5 (l) states, “The Contractor shall employ a minimum of one competent person at each project site to function as the SSHO (primary), depending on job complexity, size and any other pertinent factors. The SSHO shall: Be a full-time responsibility.” Does this project constitute the size and complexity to justify a person for the full time roll of Site Safety Health Officer?
RESPONSE: Yes, the SSHO shall be a separate full-time person.
2. What size concrete piles are to be removed?
RESPONSE: Concrete piles are 12-inch square, with a tapered tip. The bottom 12-inches of the pile is tapered. Piles lengths are 15-ft for monoliths 86-94 and 23-ft for monoliths 74-85. Refer to R-011 and R-012 for monolith numbering.
3. Is there a test pile program intended for this project?
RESPONSE: No.
4. We respectfully request a CAD file for the referenced project as well.
RESPONSE: CAD files will not be provided.
5. Sheets C-120 to C-122 shows concrete barriers (jersey walls) on the land side of the travel lane.
Does the edge of parking lot (river side) require the barriers?
RESPONSE: No, riverside edge of parking lot already has a curb and bollard/chain system to keep vehicles within the travel lane.
6. Will water filled barriers be allowed in lieu of the concrete barriers in this area?
RESPONSE: Yes, provided they can be easily moved, when needed to be shifted, during construction.
7. Can we be provided with the Government’s quantities on lump sum items?
RESPONSE: Yes. See Section 00700, 52.236-4(e).
8. Please clarify the scope of Bid Item 0014 Temporary Road Construction?
RESPONSE: This will be clarified in the amendment. This item will cover the installation of the traffic control barriers, stripping, removal and replace of the bollards, and other miscellaneous parking lot modifications to accommodate construction access and parking lot egress.
9. Ref. Section 09 97 02.03 12 par. 3.6, System no. 6 – Please clarify the difference in painting limits for vertical (shop 15” from top/field coat to within 6” from top) and batter (shop 6” from top/no field coating required) pipe piles?
RESPONSE: This is to allow for the welding of the tension connector to the vertical piling without interfering with the coating. Once tension connector is welded to the pile, then field coating shall be applied up to 6-inches from the top. Battered piling do not require a tension connector.
10. Spec. 01100-22, What is the extent of the area around the project site that video and photo documentation are to be performed?
RESPONSE: The contractor should be responsible for making the determination of the preconstruction videos and photo documentation based on his proposed operations, however, as a minimum the contractor should document the conditions of existing structures, utilities and facilities within 100 feet of proposed floodwall construction. Contractor shall also document the condition of the designated access route for the project.
11. Spec. 01100-22, Will the USACE perform inspection and documentation of the interiors of any of the nearby structures?
RESPONSE: No.
12. Spec. 01100-23, In the event that damage occurs to nearby structures, roads and/or utilities and the vibration limits are not exceeded, who is responsible for the costs of repairs?
RESPONSE: Interested bidders who have any questions about potential legal liability in the performance of any aspect the contract work should consult their own legal counsel for advice.
13. Spec. 01100-23, Vibration limits are provided for various types of structures. Please indicate the locations of the nearest soil founded structure, pile founded structure and utility crossing.
RESPONSE: All vibrations will be limited to a peak particle velocity of 0.25 inches per second. This will be clarified by amendment.
14. Spec. 01100-25, The first paragraph states that the contractor shall not demolish more than 2 monoliths at one time. At what point can additional monoliths be demolished? i.e. can they be demolished once TFP is established or do the new monoliths need be fully constructed and cured?
RESPONSE: Once the new monoliths have been placed and have achieved a minimum 75% of the design strength, then additional monoliths can be demolished.
15. Spec. 31 62 17.00 12, 3.1.1 states that “Contractor shall use equipment for pile driving that will not require the de-energizing of the overhead Entergy transmission lines.” Please provide height profile of electrical lines that may impact pile driving.
RESPONSE: The lowest point of the transmission line at the project site is approximately 80 feet above the ground. As per Section 01100-9(d)(1), the Contractor shall confirm the height of the power line.
16. Spec. 31 62 17.00 12, 3.1.1, If vibrations from driving the steel pipe piling with an impact hammer exceed allowable limits, what methods will be allowed for pile installation?
RESPONSE: The Contractor shall determine how to reduce vibrations from pile driving operations.
17. Spec. 31 62 17.00 12, 3.1.1, Is pre-drilling allowed?
RESPONSE: No, as per Section 31 62 17.00 12, paragraph 3.1.5.2.
