Contractor’s Questions and Responses
September 10, 2018
Question 1: If the Government elects to Award the Work for Line Item 7, Peninsula Cuts, is the Contractor to use material from the Bay Reach, Bar Reach, or both?
Response 1: Using some combination of the allowable disposal sites defined in the solicitation (Island Disposal and/or peninsula development), the Contractor shall derive a dredge material disposal plan.
Should the Contractor elect to use the “Proposed Peninsula” disposal locations, he will be constructing linear peninsulas via disposal of dredged material (potentially Bay and/or Bar material). It is the intent of “Peninsula Cuts” to provide proper water interchange through the newly constructed peninsulas at approximate 1,000 intervals. As such, the number of required peninsula cuts is dependent upon the Contractors approved disposal plan. CLIN 0007 is now a base item without a need to exercise as an option item, and (as per Note 4 of the Bidding Schedule) not subject to the “Variations in Estimated Quantities” clause. The number of required peninsula cuts is dependent upon how many 1,000 linear foot segments of peninsula the Contractor constructs.
Question 2: If the Government elects to Award the Work for Line Item 7, Peninsula Cuts, will they be required to be completed in their entirety, or only until the Contractor exhausts the remaining material from the Bay and Bar Channels?
Response 2: See response to Question 1. Each respective Peninsula Cut required is anticipated to be completed in its entirety to allow for proper water interchange through the newly constructed peninsulas. The number of required peninsula cuts to be excavated is a function of the Contractors disposal plan.
Question 3: Is it anticipated that if the Government Awards the Work for Line Item 7, Peninsula Cuts, will the Peninsula Cuts be the only disposal area used, or will they be used in addition to the other disposal areas?
Response 3: See response to Question 1. A disposal plan shall be developed by the Contractor for the disposal of dredged material. The Contractor may elect to use one, or a combination of allowable disposal sites.
Question 4: Can the Government please provide existing elevation data for the areas where the Peninsulas are to be constructed, so the Bidders are able to better estimate the amount of material and work involved in creating them?
Response 4: Surveys of the peninsula areas are not available for review. Area should be inspected by the Contractor prior to bid opening if water depths are a concern.
Question 5: Is the Government’s intention to Awarding Line Item 7, Peninsula Cuts, and Line Item 6, Flotation Access Channel, either at the same time, or not at all?
Response 5: Flotation Access is CLIN 0004. Both CLIN 0004 and CLIN 0007 are now base items and will be included in the initial award. Similar to the number of Peninsula Cuts, the amount of Flotation Access Channel required is dependent upon the specific disposal plan derived by the Contractor and should be bid accordingly.
September 10, 2018
Question 6: Is there any instance where Line Item 7 will be Awarded, and Line Item 6 will be not be Awarded?
Response 6: Flotation Access is CLIN 0004. Responder assumes you meant CLIN 0004. See response to Question 5.
Question 7: Is there any instance where only one Peninsula Cut will be awarded?
Response 7: Theoretically yes, dependent upon the Contractors disposal plan. If the Contractor elects to use the “Island Disposal” sites, then less linear footage of peninsula will be constructed. CLIN 0007 will be included with the initial award as a base item. Number of cuts will be determined by how much peninsula is constructed on this contract.
Question 8: When is the anticipated Award Date for this project?
Response 8: Contract award is anticipated prior to 30SEP18.
Question 9: When is the anticipated Notice to Proceed date for this project?
Response 9: There is not a rush for NTP. Per discussion with Operations Manager, NTP could be delayed with dredging needed to start in December of 2018.
Question 10: Is there any required order of work for the project?
Response 10: No order of work is currently included in the solicitation.
Question 11: Can the Owner please provide updated quantities and cross sections from the most recent surveys?
Response 11: Latest cross sections are included in amendment 0002. Quantities on the bid schedule included in amendment 0002 reflect the latest quantities.
Question 12: Section 35 20 23.00 12 Page 15, Paragraph 3.3.2.1 discusses Shoreline Disposal. However the new Plans provided, do not show an area for Shoreline Disposal as the original Plans did. Is the Contractor allowed to dispose of material on the Shoreline, and if so, can the Owner please provide corrected Plans showing this?
Response 12: Per amendment 0002, sheets C-04 and C-05 have removed the Big Island disposal areas from the available disposal sites. Per amendment 0002, notes for disposal adjacent to Big Island have been removed. Without the Big Island areas on the plan sheets, paragraph 3.3.2.1 no longer applies to this solicitation.
Question 13: Section 35 20 23.00 12 Page 16, Paragraph 3.3.7 discusses Effluent Sedimentation and states “Contractor shall remove all effluent sedimentation from the channel within 500-feet of the point where the waste water is returned to the channel at no additional expense to the Government.” How does the Government plan on measuring the existence of effluent sedimentation in areas dredged, not yet dredged, and within 500-feet of where waste water is returned?
September 10, 2018
Response 13: No discharge locations are within 500 feet of the channel per current amended plan sheet.
Question 14: Section 35 20 23.00 12 Page 12, Paragraph 3.2.2 Required Dimensions states:
“The dimensions are as follows: Depth -20.0 feet MLG, Bottom Width 400-feet. If the Bird Island Reach is exercised under the option, the dimensions for this reach is as follows: Depth -22.0 feet MLG, Bottom Width 300-foot.”
However, all of the cross sections in Amendment 2 show a depth of -22.0 ft MLG. Can the Owner please confirm the depths for all areas?
Response 14: All reaches of the solicitation (base and option) shall be dredged to (-) 22.0 feet MLG. The dredging depth over utilities (paragraph 3.2.2) will be limited to project depth, (-) 20.0 feet MLG.
Question 15: Is all the material from the Bay Reach to be going to the Peninsula Cuts?
Response 15: A disposal plan shall be developed by the Contractor for the disposal of dredged material.
The Contractor may elect to use one, or a combination of allowable disposal sites.
Question 16: Is the Contractor allowed to choose which disposal areas to use when dredging the Bird Island Area?
Response 16: A disposal plan shall be developed by the Contractor for the disposal of dredged material.
The Contractor may elect to use one, or a combination of allowable disposal sites.
Question 17: The Quantity on the new bid schedule for Peninsula Cuts has been increased from 2 to 4, however there appear to still only be 2 Peninsulas being built. Can the Owner please explain the increase and provide information for the 4 Peninsula Cuts?
a. Is the Contractor getting paid per peninsula built, or per 100-ft wide cut, every 1,000 foot in each peninsula?
b. If the Contractor is getting paid per cut, does the Owner expect the Contractor to only build out each peninsula so far as to make 4 total cuts?
Response 17: With the removal of the Big Island disposal areas, additional dredged material will be placed in the peninsulas. Additional cuts were added in expectation of additional peninsula construction. Per paragraph 1.2.8, each cut will be paid for separately. It will not be the summation of all cuts per peninsula and paid lump sum under that item. Payment will be paid for each 100-ft wide cut made on 1,000 foot centers. Contractor is allowed to build full length of the peninsula shown in plan. If full peninsula lengths are fully developed on this solicitation, additional cuts will be added during the contract.
Question 18: Can the Government please provide existing elevation data for where the peninsulas are to be constructed?
Response 18: Surveys of the peninsula areas are not available for review. Area should be inspected by the Contractor prior to bid opening if water depths are a concern.
