Questions and Answers

1) Section 35 20 23.00 12 Dredging;

a) Can the Government clarify if there is an order of work for the dredging event?

There is no order of work. The contractor can proceed in any order that they prefer.

2) Can the Government provide the Contractor with the necessary Federal Permits for this project?

We are not required to obtain Federal Permits for our Federally authorized maintenance dredging contracts. We do have the necessary environmental clearances. I defer to Ed Creef to add anything more to this answer if needed.

3) It is unclear when the Award will be issued;

a) Can the Government describe the award process and dates expected for Award?

The award process will follow normal procedures for a sealed bid procurement. The Government is unable to provide an exact award date at this time.

4) Page C‐03 of the Contract Drawings shows the Placement Area;

a) It is unclear what the Gulf ward limits of the placement area will be, shall the Contractor assume that the Outer Limit of Discharge point as described on the plans is the Gulf ward limit of the fill area?

As shown on the advertised plans, disposal is adjacent to existing shoreline, in a gulfward direction between the inner and outer limit of discharge locations depicted. Wind, current and wave action may move material outside of limits, which is allowable. Offset distance of 1500' from channel centerline and 100' from water's edge, adequately defines discharge area.

5) It is unclear when the Pre‐Bid Inquiries will be due;

a) Can the Government clarify this and relay that information to the Contractor?

This amendment includes responses to all questions received up to this point on this solicitation. After this point, the Government cannot guarantee a response to questions received; however, if further questions are received prior to the bid opening that warrant an amendment to the specifications, they will be addressed accordingly.

6) Will there be a site visit?

a) Due to the short time allowed for pricing the work the Contractor feels it would be beneficial to view the site prior to bid submission.

There is no site visit scheduled by the Corps. This is a typical dredging contract that we have awarded many times in the past. Prospective bidders are always welcome to perform a site visit. This is all in open water, so no need

W912P8-17-B-0008 for us to be involved in a site visit. Prospective bidders should have the marine equipment available, or have access to marine equipment, to perform their own site visit.

7) Can the Government provide the Contractor with the most recent Geotechnical data available for this project?

No Geotech data is available for submission to Contractor. Bar channel dredging requires removal of material shoaled in since 2009 as per Specifications.

File details come from the government source that posted it.
