Questions and Answers

QUESTION 1. Item 12b on the Standard Form 1442 requires the Contractor to furnish any required performance and payment bonds within 5 calendar days after award.

RESPONSE: Performance and Payment bonds are due within 5 calendar days after award.

QUESTION 2. Paragraphs (a)(1) and (a)(2) of clause 252.236-7004 state:

(1) Eighty percent (60%) of the lump sum price upon completion of the contractor’s mobilization at the work site.

(2) The remaining twenty percent (405) upon completion of demobilization.

RESPONSE: The correct breakdown for Mob and Demo is Sixty percent (60%) for Mobilization and Forty percent (40%) for Demobilization.

QUESTION 3. The specs state if option work Items 0004 and 0005 are awarded, the required completion date will be extended 35 days and if option work Items 0006 and 0007 are awarded, the required completion date will be extended 40 days. The bid quantity on item 0004 is almost double that of item 0005 but has almost the same amount calendar days. Why is this?

RESPONSE: The above durations are correct. Reason is that the same disposal areas required for the base work could also be used for the work associated with Options Items 0004 and 0005, if invoked, and the required dike construction under 0005 could be performed concurrent, whereas the dike work for Item 0007 is totally independent of the Base work and dredging work associated with Option Item 0004.

QUESTION 4. Section 0700 para. 8 on page 6 states the MOB/DEMOB payment is 60/40. FAR 252.234 – 7004 states MOB/DEMOB payment is “Eighty (60%) / Twenty (40%)” which not only contradicts itself but para. 8 as well. What is the correct percentages on the MOB/DEMOB payment?

RESPONSE: The correct breakdown for Mob and Demo is Sixty percent (60%) for Mobilization and Forty percent (40%) for Demobilization.

QUESTION 5. Section 35 20 23.00 12 Para. 1.2.4 states the contractor is allowed to take after dredging sections as soon as the station is completed behind the dredge. If the contractor chooses to do half channel cuts until the 2,000’ acceptance reach is completed, is the contractor allowed to take after dredging acceptance sections on half channels?

RESPONSE: The 1st sentence of paragraph 1.2.4 states "For the purpose of acceptance, the completed work will be accepted in reaches of 2,000 linear feet along the channel centerline over the full bottom width, as specified and shown on the contract drawings.” Therefore, the Contractor may dredge half channel, and perform BD and AD surveys accordingly, but BD's and AD's and ACCEPTANCE will only be based over the full channel width and along the entire acceptance reach.

QUESTION 6. Section 35 20 23.00 12 Para. 3.1.4 states that dredging shall commence near Mile 5.0.

Does this mean that the dredge will be required to work upriver and against the current?

RESPONSE: The Calcasieu River is more of a tidally influenced channel, with currents that can be affected by wind driven waves. In any case, the Order of Work in the advertised solicitation simply states that dredging is to commence and proceed upstream from Mile 5.0.

QUESTION 7. Disposal area E is not available to use. Can the foreshore dike area of Disposal Area E be used for disposal of dredge material?

RESPONSE: No. The area adjacent to Disposal Area E, which is not hatched nor labeled disposal area, is not available for disposal as it is currently being filled with material being degraded from Disposal area

QUESTION 8. Will the contractor be required to perform all hydrographic surveys on low frequency?

RESPONSE: Yes. The low frequency range specified in the contract is required for all hydrographic surveys
