SECTION 35 20 23.00 12
1. Page 14, paragraph 3.3.3.2. Delete this paragraph in its entirety and substitute the following therefore:
“3.3.3.2 Baseline Retention Dike
The BLH-wet and the marsh creation areas is divided by the baseline retention dike, southern boundary of the BLH-Wet creation area and the northern boundary of the marsh creation area. The baseline retention dike shall be constructed to a minimum elevation of +5.5' NAVD88 in accordance with the location and dimensions provided in the contract drawings. The Contractor is allowed to exceed the minimum required crown elevation. The Contractor shall place outflow weirs along the baseline dike for effluent discharge from the BLH-Wet creation area into the marsh creation area. Should excessive erosion occur along the baseline retention dike as a result of water overflow, the dike crown and slope shall be covered with a layer of Visqueen or other protective measure to minimize erosion. In lieu of, or in combination with, overflow weirs, the Contractor may place weir structures.”
2. Page 17. Add the following new paragraph as follows:
“3.4.1 Offshore Pipeline Corridor
The Contractor is allowed to adjust the offshore reach of pipeline corridor to the north/west as required to provide shallower depths for subline to cross the Rigolets waterway. Any proposed northern/western shift of the offshore pipeline corridor shall be submitted with the required Dredge Plan for Government approval. The Contractor shall ensure that the adjacent marinas and navigation way are not obstructed, provide adequate depth of submerged pipelines for navigation, and shall be in compliance with all requirements in accordance with this section.”
3. Pages 17 and 18, existing paragraphs 3.4.1, 3.4.2, 3.4.3, 3.4.4, and 3.4.5 revise these paragraph numbers accordingly.
Reponses to Contractor Inquiries
ED-14-037
1. With regards to sheet C-06 Pipeline Corridor, we request additional pipeline corridors be provided to avoid contour depths that exceed 50 feet when laying subline to cross the Rigolets waterway.
RESPONSE: See amended SECTION 35 20 23.00 12, DREDGING, new paragraph
3.4.1 Offshore Pipeline Corridor.
2. Can we build the BLH Wet Retention dike from station 0+00 to 40+84.95 to +7 in order to retain the material in the BLH Wet Creation Area? Can we place interior weir structures from BLH Wet into marsh creation area?
RESPONSE: The dike from station 0+00 to 40+84.95 is the Baseline Retention Dike. The Baseline Retention Dike is specified to have a requirement of a minimum elevation of +5.5’, therefore the Baseline Dike may be constructed higher. See amended SECTION 35 20 23.00 12, DREDGING, Paragraph 3.3.3.2, Baseline Retention Dike for additional clarification.
3. Can you please provide standard penetration tests and/or material consistency for borings ZB- 1G through ZB-4G?
RESPONSE: Borings ZB-1G through ZB-4G were all geoprobes pushed with clear tubes, standard penetration tests were not conducted. For reference, attached are the text files for borings ZB-1G through ZB-4G, pages 2 and 3, which includes material consistencies.
4. Please provide a copy of the dredging permit for this projects borrow area?
RESPONSE: The State of Louisiana, State Land Office issued a Grant of Particular Use, which grants us the right to use the State water bottoms for the purposes of borrow material to construct the project. This Grant of Particular Use and Right of Entry is solely for the purposes of entry, construction (including, but not limited to, mining of dredge material), access, and survey work of the project. This Grant of Particular Use and Right of Entry includes the right of ingress and egress on other State-owned seashore, State lands and State water bottoms not described herein, provided such ingress and egress is necessary and not otherwise conveniently available to the Grantees, and provided that the Grantees give sufficient notice to the Owner of the need for such ingress and egress.
In regards to environmental permitting documentation the Government has received, the signed Decision Record (DR) for the Individual Environmental Report is attached.
The DR is a summary of the environmental document and lists the names of all the agencies/permits the Corps has received through coordination. However, it should be noted that this document was signed in October 2015 and that the final plans and specifications (P&S) were not completed until May 2016, and that bidders should review the document only for NEPA clearances, permits, etc. Bidders must refer to the final P&S in the actual solicitation, as well as amendments, for the latest scope of work, right-of-way, and design information."
