USACE - Mississippi River Levees Orleans Levee District - Carrollton Phase II – Railroad Gate - Orleans Parish, LA

USACE responses to Contractors’ Questions During Advertisement. Questions presented in black, responses in red.

1. For the TRS a maximum allowable pizometric level is given for the sand strata is there also a maximum allowable elevation of groundwater drawdown below the bottom of the excavation?

There is no maximum allowable elevation of groundwater drawdown below the bottom of the excavation.

2. For the TRS design are there required soil properties (strength, unit weight and stratification) that must be used?

See Amendment 005 section 01 53 00.02 12 for Government provided Soil Strength Line

3. For the steel piles what is the definition of refusal? Is there a number of hammer blows that will define refusal of the pile (blows per foot/inch)?

Piles shall be driven to the required depth of penetration as shown on the drawings or until the maximum permissible blow count is exceeded. The maximum permissible blow count shall be established from wave equation analyses so that stresses in the pile are limited to 85% Fy of the steel.

4. In the case of refusal will the contractor be required to use a pile driving analyzer to verify energy going into the pile?

Yes

5. Is there a required location for the interim pile supports in the pile driving leads?

Supports should be placed according to the pile manufacture specifications

6. Does the definition of fixed leads require that the bottom and top of the leads need to be attached to the crane?

Fixed leads means top and bottom.

7. DWG Sheet S-510 provides conceptual limits for the Temporary Retaining Structure, which only encapsulates the gate opening portion of Monolith M2. Based on the Sections shown on DWG S-510 and the conceptual dimensions of the TRS, it would appear that there is a vertical construction joint in the base slab of Monolith M2. Please clarify whether vertical construction joints will be allowed for the base slab of Monolith M2 at the gate structure. Alternatively, please provide a suggested sequence for TRS construction and cutoff of SSP below the base slab, so that contractors understand the intended sequencing that meets the requirements of the specifications.

Construction joints will be allowed in the base slab if the Contractor chooses to construct the TRS at the conceptual limits shown. Construction joints must follow the requirements of the contract plans and specifications. The Government does not dictate means and methods for construction, but the contractor will have the ability to use retaining features, W912P8-16-B-0026, Amendment 0005 Page 6 of 7 open cut, or a combination of the two to construct these monoliths as long as it does not impact the NOPB track and materials. The falsework bridge span may not be increased therefor open cut in the gate opening portion will not be allowed.

8. Typically the Government will provide estimated quantities for lump sum items. Further spec section 52.236-4 states that these will be made available upon request. Please advise what is different in this situation.

52.236-4 Physical Data

(e) Estimates of quantities involved in certain items of work for which bids are being solicited on a job basis have been made for the use of the Government. Copies of these quantity estimates may be viewed/obtained by contacting Thomas Murphy, Chief Cost Engineering and Specifications, same address as stated in subparagraph (a) above. It is expressly understood that the accuracy of these estimates is in no way warranted and that the furnishing of this information to a bidder will not relieve him of his responsibility to estimate the quantities involved.

Job (Lump Sum) quantities are provided below. For other inquiries contact Chief Cost Engineering and Specifications as directed in spec section 52.236-4

**Item 0005: Temporary Retaining Structure (Contractor for Design) but assume 20ft x 20ft, 40ft sheet pile, 100ft of W10x122.

Item 0006: Construction Unwatering: Contract for Design. Just a pump, 1.5cfs or less.

Item 0008: Temporary Falsework for NOPB Gate = approximately be 440lf of pipe pile and

3.5 ton of steel Item 0009: Track work approximately be 30ft of track work Item 0012: Truck wash down rack assume 1 Item 0013: Demolition - Parking lot approximately be 140 SY of Asphalt

15 SY of misc. concrete Wood fence will be 100 lf Side walk will be 12 SY Concrete pavement approximately 6500 sf Curb & gutter will be 80 lf Railroad track approximately be 40 lf

Item 0014: Reinforced Concrete Flood Wall approximately be 130 CY for stem and slabs Item 0015: Structural Steel Swing gate: approximately be 2.5 ton steel Item 0018: Clearing and Grubbing - light 350 SY

9. The Government clarified in the Amendment that an allowance would not be provided, that the contractor would be reimbursed from receipts provided by NOPB and to contact Carl Kocur w/ New Orleans public belt.

See Amendment 005 section 01 53 00.03 12 for Government provided cost estimate for bid item “Track Work, NOPB”. Payment for NOPB work will be by reimbursement when receipts are turned in.

A In speaking with Mr. Kocur, he has informed us that NOPB will not be providing contractors with estimates for this work. He would prefer that the USACE distribute the

W912P8-16-B-0026, Amendment 0005 Page 7 of 7 same info to all contractors. Further, he has not seen the Gov falsework design and cannot provide a time estimate on how long the work will take.

See Amendment 005 section 01 53 00.03 12 for Government provided cost estimate for bid item “Track Work, NOPB”.

B Should the cost of this work not be included in the bid (and contractor will be paid under changes by NOPB receipts)? If so, what is to be included in the pay item- 0009- Track Work, NOPB? If not, please provide cost estimate.

See Amendment 005 section 01 53 00.03 12 for Government provided cost estimate for bid item “Track Work, NOPB”. This bid item represents the work and material provided by NOPB. NOPB will disconnect and reconnect that track at splice locations each morning and evening when the Contractor needs to remove the falsework span to work in that area.

At the end of the project, NOPB will replace any rail, ballast, cross ties, anchors as necessary within the falsework area.

C Can the Government provide a time frame for this work so that the contractor can estimate standby time?

Assume an hour on each end. Reconnecting the track at the end of the day will likely take longer than the disconnect, as NOPB will need to ensure proper rail alignment.

D Also, Mr. Kocur mentioned that the NOPB will not have a crane, but will need one based on the description of the designed work. Can the Government provide lift weights, number of lifts, and duration needed if the contractor is to supply an assist crane?

Government and NOPB have discussed this issue and the Contractor will not need to provide NOPB with a crane. The contractor will be responsible for lifting the falsework span with his crane. Lift weight is approximately 15,000 lbs. Number of lifts cannot be provided as that is determined by Contractor means and methods.

E FYI, 2 of the cell contact numbers provided for Mr. Kocur are incorrect.

These were the phone numbers that were provided to include in the contract specifications as a requirement to grant Right of Entry.

10. Spec Section 31 62 17.00 12, Steel Pipe Piling:

Para. 1.4, Submittals, requires Macrotech Sampling. We have not seen this requirement before for pipe piling and some piling vendors cannot provide. Please confirm whether Macrotech Sampling is required for this project.

In accordance with solicitation requirements, Macroetch sampling is required as contained in the specifications. Due to the risk associated with these pipe piles supporting an active railroad this requirement will remain.
