Contractor Questions and Responses
DIVISION 00 - PROCUREMENT AND CONTRACTING REQUIREMENTS
Section 00010 – BIDDING SCHEDULE
Question 1.
Bid Item for Government Furnished Steel Sheet Piling, (Section 00010) Reference Section 00010 - Bidding Schedule for Pumping Station Nos. 1 & 4;
Items Nos. 0020 and 0142 provides a Bid Item for Government Furnished Steel Sheet Piling. However there are no Bid Items for installing these Government Furnished Sheet Piling for Pumping Stations Nos. 1 & 4. There are Bid Items on the Bidding Schedule (Item Nos. 0056 and 0099) for installing Government Furnished Sheet Piling for Pumping Stations Nos. 3 & 4.
Response.
Driving of the Government furnished sheet piling is included in the Lump Sum Price for “Government-Furnished Steel Sheet Piling”.
Question 2.
Bidding Schedule's Page Numbering, (Section 00010, Pages 3-14) The Bidding Schedule's page numbering is incorrect. Page numbering skips between 00010-3 and 00010-14. Also page number 00010-14 repeats several times.
Bid Schedule numbering will be revised by amendment.
Question 3 Prestressed Concrete & Steel Sheet Piles, (Section 00010) Pump Station No. 2 does not have bid items for the following items of work: a) Prestressed Concrete Piles for the Breakwater (Drive & Furnish), b) Drive PZ 22 Steel Sheet Piles.
Response.
a) Bid item will be added by amendment.
b) Driving of PZ-22 sheet piling is covered under “Government Furnished Steel Sheet Piling”.
Question 4 Guard Rails, (Section 00010)
The Bidding Schedule for PS 3 has a separate item for Guard Rails. The schedule for PS 2 does not. Please, clarify.
Response.
There is no bridge work at PS No. 2, thus no guard rails.
Question 5 Pile Driving, Separate Bid Items, (Section 00010) Given the differences in productivity/cost/etc between marine driving and dry land driving, shouldn’t there be separate bid items for the 2 methods of driving? A single item makes determining the effects of “Variations in Estimated Quantities” almost impossible.
Response.
The Pre-stressed Concrete Piles that require driving from marine plant are separate bid items.
Question 6 Demolition, (Section 00010) The Bid Item for Demolition covers a very wide variety of activities. A single item makes determining the effects of “Variations in Estimated Quantities” almost impossible.
Response.
Please bid as shown.
Question 7 Innovation, (Section 00010) During the Bidders’ Conference, the Government encouraged offerors to propose means and methods which could either shorten the project time and/or lower the price. However, the nature of the Bidding Schedules included in the solicitation does not allow for innovation. How should an offeror with an “innovative” idea, bid that idea if there is no appropriate bid item?
Response.
Any innovative ideas shall be included in the existing bid items and captured in the contractor’s Tech Approach required in contractor’s Proposal as required in Section 00130.
Question 8 Reinforced Concrete, (Section 00010) For PS 2 & 3 a single Bid Item for Reinforced Concrete is also problematic. The variances among the costs for the breakwater concrete, the T-walls, etc. would appear to be too large. Again, a single item makes determining the effects of “Variations in Estimated Quantities” almost impossible.
Please bid as shown.
Question 9 Security Fence, (Section 00010) The drawings for PS 2 show two entirely different types of security fences:
temporary fences during construction and permanent fences. The cost per foot for these two types of fences is not the same. However, the Bidding Schedule items for security fences only address the footage. For example, Drawings B-22 through B-25 relate to the fence to be used on the Breakwater, but there is no item for the Breakwater except for the stone, Item 0074. Please clarify.
Response.
Bid items shall be added by amendment.
Question 10 Temporary Dam, (Section 00010) Is the Temporary Dam shown on the drawings for Pump Station (PS) 2 to be priced as part of Item 0040 or does the Government prefer to separate pricing?
The Temporary Dam is to be priced as part of the Temporary Retaining Structures.
Question 11 Relief Valves, (Section 00010) The discharge bells for PS 3 have atmospheric relief valves; the bells for PS 1, PS 2 and PS 4 do not. Is this correct?
This is correct. The relief valves at PS 1, 2 and 4 are either not affected or being reused. A new valve is required at PS 3.
SECTION 00130 - PROPOSAL EVALUATION CRITERIA
Question 12.
Relative weighting of Non-Cost Factors, (Section 00130, Page 3, Paragraph 1.5) Section 00130, Page 3, Section 1.5 Non-Cost Factors indicates that “the non-cost factors are listed in descending order of relative importance and then states that Factors 1,2 and 3 are comparatively equal.” Does the first sentence imply that although Factors 1 -3 are comparatively equal, Factor 1 is slightly more important than Factor 2, etc. or does it simply mean that Factors 1 - 3 are more important than Factor 4?
Relative weighting of Non-Cost Factors will be revised by amendment.
Question 13 Schedule, (Section 00130, Pages 4-5, Paragraphes 1.5.1-2) While Section 00130 discusses scheduling in both Factors 1 & 2, neither “Submittal” section directs the inclusion of any type of schedule in our proposal.
The only Submittal item directly related to a schedule is Item 1. in the Factor 2 Submittal which asks for “an expedited network analysis
Response.
This question will be clarified by amendment.
Question 14 Schedule, (Section 00130, Page 4, Paragraph 1.5) Section 00130, Subsection 1.5, Factor 2, states that the offeror "shall include a sequence of work, schedule, ... " Section 00600, FAR 52.236-15 states that the schedule is to be submitted five days after work commences. Please clarify.
Response.
The schedule provided in accordance with Factor 2 is part of the proposal that all offerors will submit and that schedule will be evaluated in accordance with Section 00130. The successful offeror will need to comply with the FAR 52.236- 15 after award.
Question 15 Duration, (Section 00130, Page 6, Paragraph 1.5.3) Section 00130, page 6, Section 1.5, Factor 3 - Proposed Duration states that the offeror will receive a more favorable rating for shorter durations. Would a schedule that completed phase one in fewer than 579 days but required the full 1561 days to complete phase 2 still receive a more favorable rating and vice versa?
Response.
Section 00130, Section 1.5, Factor 3, Proposed Construction Duration will be revised by amendment.
Question 16 Duration Limit, (Section 00130, Page 6, Paragraph 1.5.3) Section 00130 1.5 3 places a 579 day limit on Phase 1. Section 01100 34. (a) lists a 637 day limit for Phase 1. Please, clarify.
Section 01100 34. (a) will be revised by amendment.
Question 17 Proposed Construction Duration, (Section 00130, Pages 5-6, Paragraph 1.5.3) Section 00130, Pages 5-6, Section 1.5, 3, Proposed Construction Duration only requests the construction duration for the project and indicates that the duration must be supported by information contained in Factor 2. Other than a number of days for construction, what information is the Government seeking in Factor 3 Proposed Construction Duration?
Response.
This question will be clarified by amendment.
Question 18 Past Performance - Preconstruction Services , (Section 00130, Page 4, Paragraph 1.5.1) Submittal states that the proposal “shall include a narrative that describes the Contractor’s past performance in preconstruction services…..” Since this is not an Early Contract Involvement project, to what type of preconstruction services is required?
Response.
This is not and Early Contract Involvement project and, thus, past performance in preconstruction services is not required. This will be clarified by amendment.
Question 19 Past Performance - Preconstruction Services, (Section 00130, Page 4, Paragraph 1.5.1) Reference Specification 00130, Paragraph 1.5.1 – The third line references the Contractor’s past performance in preconstruction services and construction. This solicitation does not have any preconstruction services for the Contractor to perform. Please clarify what the evaluation criterion is for preconstruction services, if applicable to this contract.
Response.
See Response to Question 18.
Question 20 Past Performance - Safety Record, (Section 00130, Page 4, Paragraph 1.5.1.2) Section 00130, Page 4, Section 1.5 Past Performance. Submittal: Paragraph 2 asks for the safety record including EMR and lost time accidents. Is the Government interested in safety statistics for each project detailed in the past performance section or in an overview of the company's entire safety record. In the event that the Government desires safety statistics for individual projects, we can only provide the lost time incident and total recordable incident rates, as EMR is calculated annually on a company-wide basis and not per project. Will this be acceptable?
Section 00130, Page 4, Section 1.5 Past Performance will be revised by amendment.
Question 21 Past Performance – Relevance of Temporary Retaining Structures, etc., (Section 00130, Page 4, Paragraph 1.5.1) Paragraph 1 states that the “offeror should also include his proposed designs for constructing his Temporary Retaining Structures, Temporary Flood Protection and Temporary Work Platforms.” We do not undertand how our design is relevant to the past performance section. Please clarify.
Response.
Past performance section will be revised by amendment. This paragraph has been moved to Paragraph 1.5.2 Technical Approach and Key Personnel.
Question 22 Temporary Retaining Structure, (Section 00130, Page 4, Paragraph 1.5.1.1) Reference Specification 00130, Paragraph 1.5.1.1 – This paragraph states the Contractor should include his proposed designs for construction his TRS, Temporary Flood Protection, and Temporary Work Platforms. Should these details be included in the Technical Approach section rather than Past Performance?
Response.
Past Performance section will be revised by amendment.
The intent of this paragraph is for the contractor to provide temporary retaining structure (TRS), Temporary Flood Protection, and Temporary Work Platforms sketches/concepts of the aforementioned features that we he/she used/constructed in the past for similar work.
The details/concepts of the TRS, Temporary Flood Protection, and Temporary Work Platforms that will be used for this project shall be presented in the Technical Approach (concepts are required, not design calc’s). This will be clarified in an amendment.
Question 23 Past Performance, (Section 00130, Page 5, Paragraph 1.5.2.2) Section 00130, page 5, Section 1.5, Factor 2, Paragraph 2 of Submittal asks for past performance information, " ... a narrative that provides evidence of past projects." The solicitation is not clear as to what is desired under Factor 1 and Factor 2. Please clarify.
No clarification is required.
Question 24.
Past Performance Questionnaires, (Section 00130, Paragraph 1.5) We cannot find a requirement to submit “Past Performance Evaluation Questionnaires” with the proposal. Please confirm.
Response.
There is no requirement to submit “Past Performance Evaluation Questionnaires”.
Question 25 Past Performance – Burden on Clients, (Section 00130, Paragraph 1.5) There has been a large number of Best Value proposals submitted this year.
These proposals all have included the requirement to have clients of contractors provide evaluations. This has created a large amount of work for our clients. Can the requirement to include these evaluations be amended to allow the Contractors to use previously submitted evaluations?
Response.
This requirement will not be changed.
Question 26 Small Business Participation Plan, (Section 00130, Page 6, Paragraph 1.5.4) Section 00130, page 6, Section 1.5,4. Small Business Participation Plan is labeled with "participation plan" but the text of this section continually refers to a "small business subcontracting plan." Since small business participation plans differ somewhat from small business subcontracting plans, please clarify which type of plan the Government is requesting.
Response.
Factor 4 will be revised by amendment. A Small Business Participation Plan will be required under Factor 4 for both small and large businesses to be evaluated by the Source Selection Evaluation Board. Only Large Businesses will be required to submit a Subcontracting Plan.
Question 27 Small Business Participation Plan, (Section 00130, Page 6, Paragraph 1.5.4).
Section 00130, page 8, Section 1.7 RFP Submittals states that the “Subcontracting Plan” is not included in the page count. Is this referring to the “Small Business Subcontracting Plan?” If the answer is yes, does that mean that Factor 4 is not included in the page count, as the only information requested in Factor 4 is the subcontracting plan?
Response.
Factor 4 will be revised by amendment. Small business participation plan will be included in 100 page limit. Small business subcontracting plan submitted by large businesses will not be included in the 100 page limit.
Question 28 Backup Schedule, (Section 00130, Page 8, Paragraph 1.7) Section 00130, Section 1.7 states that the "backup schedule" is not included in the page count. What is contemplated by the Government in the term "backup schedule."
Response.
Section 1.7 RFP submittals will be revised by amendment.
Question 29 Cost Volume, (Section 00130, Page 8, Paragraph 1.7) Section 00130, Section 1.7 states that the "[c]ost volume shall be submitted separately from the Technical Volume. The same paragraph states that "this solicitation is limited to one hundred (100) pages," and then provides a listing of items not included in the page count. Is the cost volume included in the page count? Other than the bidding schedule, what is to be included in the Cost Volume?
Response.
RFP submittal section of 00130 will be revised by amendment to clearly outline the contents of the Cost and Technical Volumes.
DIVISION 01 – GENERAL REQUIREMENTS
SECTION 01100 – GENERAL PROVISIONS
Question 30 New Bridge’s Impact on Barge Access at Pumping Station No.4, (Section 001100, Page 22, Paragraph 17, Water Access) In reference to paragraph 17 of Section 01100, General Provisions, it states the following: Contractors will be constructing breakwaters at Pumping Stations No. 1 and 4, including a new access bridge across the discharge channel at Pumping Station No.4. Please advise when this work shall begin and if access via a barge from Lake Pontchartrain to the pumping station will be blocked due to the new bridge.
Response.
The breakwater at Pumping Station 1 is under construction.
The contract for the breakwater at Pumping Station 4 will be awarded in the beginning of September 2009 with construction duration of 250 days. This contract includes a removable span for the bridge across the discharge basin to allow access to the pumping station.
Question 31 Water Access, (Section 01100, Page 22, Paragraph 17)
Reference Section 01100, Paragraph 17, Water Access – Paragraph b states the Contractor may elect to remove the existing bridges at pump stations 1 and 2.
Can these bridges be removed for water access for the entire duration of work at the discharge basins?
Response.
Yes, but not until after their completion of construction anticipated in mid-2010.
Question 32 Discharge Pipe and Bells, (Section 01100, Page 23, Paragraph 18) Please revise this paragraph to include the discharge pipe and bells.
Response.
This will be covered by the amendment
Question 33
Temporary Retaining Structure, Section 01100, Page 33, Paragraph 29.b.(2)) Reference Section 01100, Paragraph 29.b.(2) – This paragraph states the TRS shall be constructed in the location shown on the plans. This is appears to be conflict with the notes on the drawings stating the contract is responsible for design and location of the TRS. Additionally, it is conflict with the answers provided at the pre-proposal conference. Please clarify.
Response.
Specification will be clarified; the exact location is up to the contractor.
Question 34 Steel Discharge Tube Disconnection, Section 01100, Paragraph 29. (b)(5) Reference Section 01100, Paragraph 29.(b)(5) – This paragraph states only (1) steel discharge tube will be allowed to be disconnected at a time. This is in conflict with Drawing G13 (Suburban), which states that either (1) 84” diameter or
(2) 72” diameter discharge tubes may be disconnected at one time. Please clarify.
Response.

Question 35 List of Government Furnished Sheet Piles, (Section 01100, Page 37, Paragraph 35) Section 01100 – Page 37, par 35, first sentence, identifies Contract Clause FAR 52.245-3 (Identification of Government Furnished Property) in Specification Section 00700 as the provision where the type(s), lengths and quantities of sheet pile is listed. Neither this clause nor the list of Government Furnished Property (i.
e. sheet piles) is not contained in Section 00700. Please provide a detailed list of Government Furnished Sheet Piles for each Pump Station along with a description (length) of the coated area of the sheet piles. Note that more than one type of Sheet Pile is required for this project.
Response.- Identification of government furnished property is stated in 00800, this will be clarified in the amendment.
Question 36 Work in the Discharge Basin at Pump Stations 1 and 4, (Section 01100, Page 36, Paragraph 34) Reference Section 01100, Paragraph 34 – The restriction is clear regarding not performing any work in the discharge basin at pump stations 1 and 4 while work is ongoing in the discharge basin at pump stations 2 and 3. Please clarify whether work can start in the discharge basin of either pump station 1 or 4, if the work is complete at the discharge basin of either pump station 2 or 3. Is the intent of the specification to only have ongoing work at a maximum of two pump stations?
Response.

Question 38
Itemizing Surfacing Quantity, (Section 01 57 23.01 12 , Page 2, Paragraph 3.1)
We are confused about which item the bedding under the truck wash-down racks should be paid under in the estimate. The specifications section 01 57 23.01 12 subsection 3.1 regarding the truck wash-down racks indicate under bullet number two that, “Surfacing meeting the requirements of Section 32 15 00.00 12 SURFACING (GRANULAR) shall be located between the truck wash-down rack and all egresses from the construction site.” Section 1.2 of the specification regarding the measurement and payment for the truck wash-down racks indicates that, “Price and payment shall constitute full compensation for furnishing the design, and all plant, labor, equipment, mechanical street sweeper, and material to complete the work as specified herein and as shown on drawings.” On the other hand, section 32 15 00.00 12, page 2, paragraph 1.1 regarding the scope for SURFACING (GRANULAR) says, “The work covered by this section consists of furnishing all plant, labor and materials and performing all work necessary to construct and maintain surfacing for the levee crown as indicated on the drawings, as well as the truck wash down rack and access roads.” Our question is, does the quantity of surfacing under the truck wash-down racks get included with the rest of the surfacing quantity under the SURFACING (GRANULAR) item or should that quantity be separated and included as incidental to the Truck Wash-Down item?
Clarified by amendment
DIVISION 05 – METALS
Question 39 Welding Procedure, (Section 05 50 03.00 12, Page 7 Paragraph 3.3.1.3) Section 05 50 03.00 12, page 7 item 3.3.1.3 requires a Welding Procedure Specification for “each weld.” Shouldn’t this say ”each type of weld?”
Covered in the amendment
DIVISION 23 - PIPING SPECIALTIES
Question 40 Smith-Blair & Baker Couplings, (Section 23 20 00.00 12, Page 2, Paragraph 2.1) Standard Couplings - Specification section 23 20 00.00 12 Piping Specialties, page 2, section 2.1 call out Dresser type 38 or approved equal but specification 33 05 00.00 12 Modifications to Existing Utilities, page 5, 2.1.1 says Dresser flexible coupling or equal. We primarily use Smith-Blair & Baker couplings, will they be acceptable?
The Government can not pre-approve submittals.
DIVISION 31 - EARTHWORK
SECTION 31 23 19.00
Question 41 Payment for each Flood Event, (Section 31 23 19.00 12, Page 2, Paragraph 1.2.1.)
Section 31 23 19.00 12, Page 2, Paragraph 1.2.1 Flood Events, states in part:
Payment for each full event shall be made at the contract unit price per each for "Flood Events", for the applicable Pump Station where work is being performed.
No payment shall be made for partial events. On prior SELA projects, there have been many occasions where a contractor experienced numerous flood events, one closely following another. Though recovery efforts were efficiently pursued, it was not possible to fully return the project to the same condition as it was prior to the first flood event, before another event took place. In each case, the work for partial recovery was compensated by a contract modification covering the cost of the partial work that was performed for each event. Without this provision in the contract, it will require a significant contingency to be included in the bid price. Would it be possible to change the payment for flood events from each full event, as it is now specified, to the actual cost for each recovery effort whether partial or complete?
Response.
There will be no partial payments for incomplete Flood Event Clean Ups. A unit price bid item for a flood event allows the contractor to get paid for the clean-up on his next invoice once the flood event clean up is complete. There will be no tracking of flood event clean-ups with time and material sheets. Neither party will need to perform the accounting effort necessary to accurately keep track of actual T&M costs of a flood event clean up. How the contractor builds the project is in his control. Bid the item to cover the amount of work that you feel is an acceptable amount of risk to assume. An advantage to using the Flood Event bid item is that the awarded contract has established the cost and time for each.
SECTION 31 62 13.20 12 - PRESTRESSED CONCRETE PILES

DIVISION 33 – UTILITIES
SECTION 330500.0012 – MODIFICATIONS TO EXISTING UTILITIES
Question 43 Discharge Pipe, Conflict between PS#l, Dwg G21 and (Section 330500.0012- 3.1.3) PS#l, Dwg G21, Note 3 indicates all removed materials shall become property of the contractor. This conflicts with specification Section 330500.0012-3.1.3 which states "[a]ll removed sections of new pipe when no longer required shall become the property of the Government and shall be stored as directed by the Contracting Officer. Please clarify.
Response.
Conflict will resolved in the amendment (note on drawing will be deleted).
Question 44 Removal of Existing Discharge Pipe, (Section 330500.00 12, Page 4, Paragraph 3.1.3) In Section 3.1.3" Removal of Existing Discharge Pipe", does "All removed sections of new pipe... " refer to existing discharge pipe, or temporary discharge pipe?
Response.
The referenced statement pertains to temporary (new) pipe which shall become property of the Government. Any existing pipe belongs to the non-Federal sponsor.
Question 45 Discharge Piping Testing, (Section 330500.00 12, Page 4, Paragraph: 1.5.4) Reference Specification 330500.00 12, Paragraph 1.5.4 calls for hydrostatic testing of temporary discharge piping. Is it required?
Hydrostatic testing of temporary discharge piping is required.
DRAWINGS
Question 46 Breakwater Modifications, Drawings B1-B31 Included in the plan sheets for Suburban Pumping Station No. 2 are drawings B1-B31, which show modifications to the existing breakwater at Elmwood Pumping Station No. 3. Is it the Corp’s intention to have the same modifications done to the breakwater at Pumping Station No. 2? If so will we receive the breakwater modification plans specifically for Pumping Station No. 2?
Response.
The breakwater drawings shown in the Suburban Pumping Station No. 2 package are for the Suburban Pumping Station. The title block currently shown is incorrect. This will be clarified in an amendment.
Question 47 Cap Enlargement, Drawings B-8 and B-19 The drawings for the Breakwaters for PS’s 2 & 3 appear to be mixed. Drawing B- 8 for PS 2 shows the existing breakwater being enclosed by the enlargement to the cap. Drawing B-19 shows the enlargement resting on top of the existing breakwater. The exact opposite is true for the drawings for PS 3. Please, clarify.
Response.
Both PS 2 and 3 will only encapsulate the existing breakwater on 3 sides, this will be clarified in the amendment.
Question 48 Suburban Pump Station Breakwater drawings – Drawing B-8 Reference the Suburban Pump Station Breakwater drawings – Drawing B-8 shows the existing breakwater being encapsulated by the new breakwater modifications. The typical section on drawing B-19 shows the new breakwater being constructed on three sides. Please clarify.

3. Suburban Pumping Station No. 2, Missing Drawing Page = R6, Drawing Title = Pumping Station No. 2 Discharge Tubes Sections (Existing Suburban P.S.)
This will be corrected in an amendment.
Question 54 Base Slab Rebar Layout, Sheet “S-52.”
On sheet “S-52” of the Duncan Pump Station #4 set it looks as if there are three
(3) layers of reinforcing. Longitudinally there are #11 bars @ 8” o.c. in all three
(3) layers. It appears that in the short direction there are #10 bars @ 12” o.c. in all three (3) layers, BUT, in section “A” it seems to show bars in the top face and in the bottom face at a spacing closer than 12” centers. Please clarify.
This drawing will be changed to correct this discrepancy and will be issued in an amendment.
Question 55 Request for CADD drawing files Please provide CADD drawing files for the work, including:

FAR QUESTIONS
Question 56 With Respect to Section 00100, Page 3, (FAR 52.215-1(c)(4)) Please, clarify the Government’s intent regarding FAR 52.215-1(c)(4) on page 3 of Section 00100.
Response FAR 52.215-1(c) (4) states, “Unless otherwise specified in the solicitation, the offeror may propose to provide any item or combination of items.”
This is the standard language of the clause. However, it is clearly stated in the solicitation that an award will be made as a whole to one offeror.
Question 57 Preconstruction Conference, (FAR 52.236-26) FAR 52.236-26 refers to a Preconstruction Conference. Will there be one?
Yes. The Preconstruction Conference will take place after award of the contract.
Question 58 Government Forms, (FAR 52.236-28) FAR 52.236-28 requires the use of forms furnished by the Government for proposals. Please, clarify.
The Government requires submission of the SF1442 and Bid Schedule provided.
Question 59 Definition of Warranty, (Section 00600, FAR 52.246-21) Section 00600, FAR 52.246-21 (d) Warranty of Construction seems to provide a one year warranty on any repaired or replaced work. For example, if the repair or replacement occurred 364 days after completion of the contract, the warranty would, in essence, extend the typical one year warranty to two years. Please confirm the intention of this clause, as it may affect pricing.
Under 52.246-21, the contractor guarantees the work for any period of one-year from final acceptance or beneficial use, with a remedy to the government for defects manifested during this period. If the contractor damages or destroys any work in the process of fulfilling a warranty obligation, then, with regard to that damaged or destroyed work which must also be repaired or replaced, the warranty will run for 1 year from the date of such repair or replacement.
Question 60 Application of (FAR 52.204-6 and FAR 52.232-38) Since registration in the CCR is required of all contractors doing business with the Government and registration in the CCR requires both a DUNS Number and EFT, why is FAR 52.204-6 referenced along with FAR 52.232-38?
Response.
The inclusion of FAR 52.232-38, though unnecessary due to requirement for CCR registration, is insignificant. Provision will not be removed.
Question 61 Separate Awards for each of the Four Pump Stations, Section 00010 Section 00100, page 4, FAR 52.215-1(f)(6) states that "The Government reserves the right to make multiple awards... " However, Section 00010 states that "Award will be made as a whole to one bidder." Does this mean that the Government reserves the right to make separate awards for each of the four pump stations? If yes, what criteria will the Government use to take such action?
Please, clarify
There will be a single contract to include all four pump stations.
MISCELLANEOUS QUESTIONS
Question 62 Solicitation Question Why are these four pump stations included in this solicitation, 0065, while four other similar efforts are included in four other separate solicitations; i.e., 0073, 0074, 0075, and 0076?
Response.
This decision was made for convenience to the government and the non-Federal sponsor.
Question 63 Level of Detail for the Proposed Designs What level of detail are you required for the proposed designs? Calculations supporting the bid structures or simply a narrative of what we have included for in our pricing? If calculations are required, will they be excluded from the 100 page proposal limit?
Response.
This will be addressed in the amendment.
Question 64 30 Day Extension We respectfully request a 30 day extension to allow for sufficient time for a complete and thorough review of the four pump station bid packages and to write a comprehensive technical proposal in response to the solicitation.
Please bid as required.
Question 65 Pile Angles Pumping Station No. 3 (Elmwood) Page = 8-12 (Pile Layout BW-8) and 8-14 (Pile Layout BW-14). Drawing 8-12 shows a pile batter of 1V:4H for two piles on each monolith. Is it supposed to be 4V:1H? This shows up again on page 8-14.
Shown are 2 piles at a 1V:4H batter and one pile at a 1V:3H batter.
The drawings are incorrect; this will be clarified in the amendment.
Question 66 Release of “Production Pile” lengths Will “Production Pile” lengths for all 4 pump stations be released at one time?
No. The “Production Pile” lengths will be released for two pumping stations at a time. Pile lengths for Suburban and Elmwood will be released first, followed by Duncan and Bonnabel.
Question 67 Suppliers.
Are suppliers to be considered as subcontractors and should they be listed in the proposal?
Response.
Suppliers should not be considered as subcontractors, and they should not be listed in the proposal.
Question 68 Validity Period Will the Corps consider changing the proposal validity period from 60 days to 30 days? If not, will the Corps change the proposal due date from 30 days following issuance of the RFP to 60 days?
Please provide proposals as required.
Question 69 Disposal of Riprap Can the rip rap to be removed from the existing discharge basin be disposed within the inside edge of the riprap lining the shoreline of Lake Pontchartrain?
Response.
No.
Question 70 Availability of Details for Access Roads, Temporary Ramps And Staging Areas, Are there any details for the access roads, temp ramps and staging areas, i.e.
material, depth or geotextile?"
This is contractor furnished and submitted for approval.
Question 71 Bridge Materials What materials are the bridge in this project constructed from?
The bridge will be supported on precast concrete piles, with concrete bents and concrete panels spanning between the bents. There will be Steel guard rails.
See Drawing 9-1 to 9-10 The existing bridges are similar to the bridge shown on Elmwood drawing 9-1.
Question 72 Availability of Levee Access Roads Can the contractor use the access roads on the levee to travel between pump stations?
No, there will be ongoing levee work between the stations.
