Summary of Request for Information - W912P727QA002
This document is a Request for Information (RFI) issued by the U.S. Army Corps of Engineers (USACE) regarding solicitation W912P727QA002 for Monitoring and Evaluation of Russian River Coho Salmon. The RFI addresses eight questions and answers pertaining to proposal submission requirements and project scope. Key clarifications include: supply and equipment costs must be included in the total cost per proposed line item and become contractor property rather than government property; the technical approach section should not exceed five pages and may follow a narrative capability statement format aligned with sections 1.3-1.6, 5, and 7 of the Performance Work Statement; "QPC" referenced in the solicitation is a typographical error and should read "Quality Control Program"; offerors must complete bracketed questions in sections L and K of the Provisions and Clauses documentation; and no government-furnished equipment is available.
The RFI also clarifies project scope and contractor responsibilities. The proposed monitoring program is additive to and will not replace the existing Coastal Monitoring Program. The USACE will support initial outreach to leverage existing landowner agreements and permitting infrastructure to improve timeline efficiency, but the contractor remains responsible for modifying, renewing, and establishing direct agreements with landowners and for obtaining all necessary permits. All costs to deliver requirements, including equipment such as rotary screw traps, outmigrant pipe/funnel traps, and PIT antenna arrays, must be included in the quote, as no government-furnished equipment is provided under this solicitation.

Price Schedule: We plan on purchasing supplies and equipment for the project, where on the Pricing Schedule attachment should supplies and equipment be placed? Also, are these purchases considered property of the Contractor once acquired?
Please include any supply costs in the total cost per proposed line item. The cost of supplies and equipment are the contractor's and do not become government property at the end of the period of performance.
Technical Approach:
a. Is there a recommended format for the Technical Approach? For example, would you recommend including a narrative capability statement followed by a scope of work and schedule that aligns with sections 1.3-1.6, 5 and 7 of the Performance Work Statement
(PWS)?
b. Is there a recommended format for the capability statement?
c. Is there a suggested page range for the Technical Approach components?
a. There is no recommended technical approach format, however, the suggested example of a narrative capability statement followed by scope and schedule sections structured like sections 1.3-1.6, 5 and 7 from the PWS, would be an acceptable format.
b. There is no recommended format for the capability statement.
c. Please keep the technical approachs section to no more than 5 pages.
The initials “QPC” are used in this section. Is this a typo that should read “QCP,” or do these initials stand for something else?
It is correct that "QPC" is a typo. Any reference to "QPC" is a reference to the Quality Control Program.
Provisions: Do you have any guidance for what exactly we are required to provide for this section? The W912P727QA002 solicitation states that for this section we should provide “Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)).” We are reviewing the attachment 2 Provisions and Clauses documentation, but not sure what format or information you will need for this section. Are there any specific documents we need to sign or any other guidance you can provide for completing this section?
In sections L and K of the Provisions and Clauses, there are bracketed (i.e. []) questions within the provisions. Please fill out those brackets, if applicable, for your organization and include in the package you submit with the RFQ.
What is the relationship between the work proposed in this solicitation and the existing Coastal Monitoring Program (CMP) on the Russian River? There is substantial overlap in methodology and study questions between past CMP efforts and the approach described in the solicitation, but CMP is not specifically mentioned. Would the monitoring program described in the solicitation replace the current program or augment it?
The monitoring program in the solicitation is additive to the current program and would not replace it.
What activities are included in the base year? Specifically, obtaining a Section 10(a)1(A) permit and SCP (Task 1) typically requires 4-10 months. Is there any opportunity to leverage existing permitting infrastructure (e.g., CMP-related permits held by other entities monitoring Russian River Coho and steelhead populations)?
Please refer to Attachment 1, the Performance Work Statement, for the activities that are included. Yes - opportunities to leverage existing permitting infrastructure would be explored to gain effeciency on timelines.
Will the USACE provide any existing landowner contacts or agreements from prior monitoring years as a starting point, or is there an opportunity to leverage existing agreements and/or landowner contact databases held by partner entities (e.g., Sonoma Water)? Similar to the previous question, outreach and coordination associated with obtaining 100 landowner agreements (Task 2) may require several months.
Yes - the USACE would support initial outreach to leverage existing landowner agreements to enable work. The contractor would remain responsible for modified, renewing, etc. to establish a direct agreement with landowners.
Is any existing equipment from prior monitoring years (specifically, rotary screw traps, outmigrant pipe/funnel traps, and PIT antenna arrays) available, or should the full cost for these be included in the budget?
There is no government furnished equipment in this solicitation. All costs to deliver the requirement should be included in the quote.
