About this file
This document is a Questions and Answers (Q&A) file addressing clarifications on a Performance Work Statement (PWS) for vessel maintenance and repair work.
The Q&A covers technical specifications and acceptability determinations across multiple work areas. For hull preparation, garnet sandblasting is acceptable, and pressure washing is to be performed at 2,500 PSI maximum due to the aluminum hull's age. Ultrasonic (UT) survey work requires no known interior interference removal, though drawings will be provided to the contract awardee. Coating systems approved include Intershield 300V epoxy with Interspeed 5640 paint (black and red), and Propspeed application on the rudder is acceptable as an alternative to paint. Valve testing using city water pressure is acceptable; the specification error regarding valve sizes has been corrected in the revised PWS to reflect 3-inch ball valves for main engine systems and 1-inch ball valves for generator and air conditioner systems. Rudder lip seals require replacement in kind rather than repacking. Propeller work through Bay Propeller meets USCG and ABS certification requirements. All six transom padeyes are to be removed. A steering wheel is an acceptable alternative to proportional steering control. Non-skid coating must be aluminum-compatible dark grey epoxy. The davit crane requires electronic rotation capability, folding/stowable design up to 1,000 pounds, and must clear the house structure; design is not required. Ballast placement options include machinery compartment shelving (VCG ~7.8 feet) or near bottom placement (VCG ~5 feet). Bilge system work includes five pumps with non-clogging float switches, full wiring runs to the 12V panel, and replacement of the non-operational alarm system with audible and visual identification in the pilot house. Window defrosting replacement with a new air system is acceptable at CFM sufficient to maintain clear windows. Wiring work involves approximately 85 linear feet of 15-inch-wide wire runs across multiple spaces, with assistance available for obtaining schematics from USCG archives. Additional discovery work proposals will be submitted to the Contracting Officer's Representative (COR) for evaluation and negotiation under FAR 252.217-7028 Over and Above Work procedures.

Text version
5.2.2 – Dock trials will be necessary before performing sea trials We use garnet to sandblast aluminum. Is this acceptable?
Garnet is acceptable; Acknowledge the necessity of dock trials before sea trails.
5.5.1 – Pressure washing is typically done at 3000 PSI. Can the hull be pressure washed at a normal PSI, or was the specification wrong (meant 5000 PSI max rather than 500)?
There is a 2 missing. Because of the age of the aluminum hull, it’s supposed to be 2,500 PSI max for the pressure washing. See revised PWS.
5.5.2
The spec mentions removing interior interferences in the way of UT survey. What interferences are there? Do you have any drawings of the vessel interior?
There are no known interferences in the way of the UT survey. We do not currently have any drawings of the vessel interior, but this can be obtained and provided to the contract awardee.
5.5.3:
We use garnet to sandblast aluminum. Is this acceptable?
Garnet is acceptable.
5.5.4:
No epoxy primer is specified in the specification. The specification calls for Intersleek 700 tie coat and black Intersleek 700 topcoat only. This will not protect the hull from corrosion due to the lack of any epoxy primer (should be applied before the Intersleek).
We recommend Intershield 300V epoxy & Interspeed 5640 black, then red. This is what we applied back in 2019 & 2014.
This would be acceptable.
We also recommend applying Propspeed onto the rudder, not paint, also (5.5.8)
This would be acceptable.
5.5.6 – We typically use city water pressure to test valves for USCG, but the pressure might not be exactly 50 PSI. Is this test acceptable? Also the valve sizes are incorrect. The main engine valves are 3” ball valves and the generator and air conditioner valves are 1” ball valves.
This test would be acceptable. See revised PWS for current valve sizes.
5.5.8 – The rudders have lip seals, not packing glands. Should those be replaced instead of repacking?
As the rudders only have lip seals, the lip seals should be replaced in kind. See revised
PWS.
5.5.9 – We would use Bay Propeller for this work. Will that meet the requirements for using a shop certified by USCG and ABS?
Yes.
5.5.10.1 – We would use Bay Propeller for this work. Will that meet the requirements for using a certified agent?
Yes.
5.6.2 – There are 6 total padeyes on the transom. Do you want all 6 removed?
Yes.
5.7.2.3 – Do you want a proportional steering control? Would a steering wheel be an acceptable alternative?
A steering wheel would be acceptable.
5.7.3.2 – What coating system do you want to use for non-skid application?
Any epoxy like aluminum compatible (non-ferrous) dark grey non-skid. See revised
PWS.
5.7.5 Davit
Do you have a specific jib crane brand or model desired? No.
OR Do you have any drawings of the existing deck structure? Yes.
1. Restrictions in measurements? What are the actual restrictions? The restriction is the need to have the davit swing clear the house. The contractor is responsible for determining restrictions in measurements.
2. Folding boom/removable/stowable up to 1000lb max - are they after a block davit or classic jib davit? Folding and or Stowable. Removable only in terms of maintenance / replacement. See revised PWS requiring Davit Crane (not Jib Crane).
3. Manual rotation only or electronic rotation too? Electronic rotation too.
5.7.7 – Can this be bid for design only with the fabrication and installation covered via CFR / change order? Design is not required. See revised PWS.
5.10.1 – Can you provide the specific locations for the ballast? Yes.
Option A – machinery compartment, above the bottom, on shelves with a VCG ~ 7.8’.
Option B – machinery compartment, near the bottom, with a VCG ~5’. (See Stability Assessment Project # 3514)
Do any interferences need to be removed in order to install boxes or ballast?
Interferences are to be removed in accordance with 5.7.1.1.
5.10.2 - Can you provide the lines plan for the boat or a hull model? Yes.
5.16.1 – What is the total quantity of bilge pumps? 5 pumps. Float switches are non- Rule-self-contained non-clogging / jamming type that need to be tested to meet the SOW in 5.16.4.
5.16.2 – What etent of wiring should be include in the bid? The full run from the bilge pumps to the 12V panel or just (x) number of feet of wiring? The Full Run.
5.16.4 – What needs to be repaired in the bilge alarm system? Or does only a secondary alarm panel need to be installed, and if so, where? Alarm system is non-op and needs to be replaced with new; audible with visual ID of which pump / alarm is activated (in pilot house).
5.17 – Where are the fuel tanks, black water tank and freshwater tanks located? All located in the center of the vessel (room forward of the engine room).
5.19 – Do the fuel tanks have access ports large enough for entry? Yes.
5.23 – Do you want the new light installed on the existing mast? There is a shorter mast forward of the main mast that is to be used to install the new light.
5.24 – The current window defrosting system is antique and is not economical to modify or repair. Can a new air system be installed instead? If so, do you have a desired target CFM?
Yes; A CFM sufficient to keep the windows clear.
5.25 – It is likely that replacing the DC panel and ensuring it is operational will require some wiring replacement. Can any required rewiring be addressed via change order?
All conditions found/discovered will be submitted to COR for review and any additional work proposals will be reviewed and evaluated for fair and reasonable pricing by COR, and if required, negotiated in accordance with 252.217-7028 Over and Above Work.
5.30 - It is likely that replacing the AC panel and ensuring it is operational will require some wiring replacement. Can any required rewiring be addressed via change order?
All conditions found/discovered will be submitted to COR for review and any additional work proposals will be reviewed and evaluated for fair and reasonable pricing by COR, and if required, negotiated in accordance with 252.217-7028 Over and Above Work.
5.32 / General Wiring – Can you quantify the total amount of wiring that needs to be checked or replaced for bidding purposes? Provide wiring schematics? This scope calls for just washing the wire runs. There is a total of about 85 feet of linear wire runs that are 15” wide. They are found in the Engine Room, Pilot House, Fwd Crew Space and Midship Crew Space. We can assist getting wire schematics from USCG Yard Engineering Division’s archives.
