RFI for LARGE DEBRIS RELOCATION AT MOTCO - June
18th, 2024 Response
Specifications require verification of objects removed using Multi Beam surveys – Please elaborate as to any other verification method that will be used by the Government.
Please see Amendment 003 which clarifies the language in Specification Section 01 32 23 1.3.2 which states that the the Government may elect to use a Contractor Survey as the After-Relocation Survey or the Government may perform the After-Relocation Survey, and that all After-Relocation Surveys will use 208 khz multi-beam survey equipment.
What resources are the contractor required to make available to the (Government supplied) CRM? (Cultural Resource Monitor)
Please refer to Specification Section 01 57 19 3.3.2 as well as Amendment 003 which has revised Specification Section 01 57 19 3.3.4.
Did the Government actually perform dive inspections at any of the objects?
No, the Government did not perform dive inspection of the debris objects. A side scan survey was completed.
Please refer to Amendment 003 which has attached the report from that survey to the solicitation.
Are any of the objects that are contracted to be removed identified as being ferrous? (Magnetometer) If so, can they be retrieved using a magnet?
The large object debris may or may not be ferrous. Please refer to Amendment 0003 that has new restriction on the use of magnets in Specification 01 11 00.
Are there restrictions or buffer zones for spuds or anchors for the work platform(s)?
Yes, any clearing of areas for spuds or anchors would need to meet the requirements in Specification 01 35 16, which address UXO and MOTCO diving requirements.
Are there any constraints for placing objects in the placement area (buffer distances or grids)?
There are no constraints regarding buffer distances or grids. Please refer to Specification 01 11 00 1.2.1 and
1.2.2. requiring that the debris objects shall be placed within the boundaries of the relocation area and the constraints on placement.
Is jetting allowed to dislodge or provide paths to sling the object(s)?
Yes, jetting is allowed to dislodge or provide paths to sling debris objects.
Will the Government provide ships schedules for berthing?
No. The Government will not provide ship schedules for berthing.
What is the largest size and/or weight anticipated for the objects? What is the protocol if the object can’t be lifted per the specified constraints?
Please refer to the descriptions of the debris objects on the Plan Sheets and the 511th EDD report which provide the anticipated length, width, and height. The weight is unknown. Please refer to Amendment 0003 which has revised Specification 01 11 00 1.2.1 which has clarified the protocol.
Is the Contractor allowed to move more than one object at a time if proximity allows? Yes.
Please confirm that Radiological Monitoring is not required.
Please refer to to Specification 01 35 26 which provides the safety requirements for use of any radiological source.
The specifications do not require radiological monitoring, unless elsewise required by Federal and State safety regulations.
In reviewing the Explosive Safety Submission (ESS) Amendment #1, it appears that pages 2 and 3 are missing and the section 1.4 has not been provided.
Please provide the complete Amendment #1 issued with the ESS.
The ESS paragraph and page numbering is incorrect, but all of the pages and information have been provided. For paragraph 1.4 please refer to the original 2013 ESS.
Section 3.3 Construction Support of the Explosive Safety Submission - Amendment # 1, requires: "Only UXO-qualified personnel (see DDESB Technical Paper 18 for definitions) will perform MEC Construction Support and Removal Activities." It is requested that we be provided with DDESB Technical Paper 18.
Please refer to Amendment 0003 which will provide DDESB Technical Paper 18.
Due to no job walk schedule, can the contractor assume a contingency for munitions debris?
No, the contract is to be performed within the period of performance.
Due to the subcontractor's concerns about UXO Debris and unknown factors the subcontractor cannot offer an accurate proposal for the project. Please advise.
The bidders shall prepare bids based on the information available from the solicitation and amendments.
Due to waiting for RFI responses, can we anticipate an extension of this due date? Please confirm.
Please refer to Amendment 0003 which extended the due date to June 26, 2024 2:00 PM.
Please confirm that the questions and answers (when released/issued) will be binding to the contract.
The answers provided herein reference specifications which are already in the solicitation or are being incorporated via amendment as to be are binding.
Please confirm the applicable percentage of work that must be performed by the contractor, or maximum contract percentage allowed to be subcontracted, for this project.
Please see clause 52.219-14(e) (3) regarding maximum percentage allowed to be subcontracted.
Describe parameters and basis used for $1.0M to $5.0M engineers estimate
Per ER 1110-2-1302, cost estimate data is considered confidential, sensitive, proprietary, and For Official Use Only. Sharing of this data is restricted since disclosure may easily compromise the integrity of competitive bidding processes.
Elaborate on concerns over unexploded ordinance and specified restriction that prohibits use UW arc welding and cutting torch equipment req’d to secure rigging, Please refer to Specification 01 11 00 which states that no cutting or welding is allowed during debris relocation operations. There is not a MEC/UXO concern for welding/cutting. The requirement for not welding/cuting is a Cultural Resources requirement to preserve the potential historic items. This requirement was reiterated in the 01 35 16 Section since diving requirements were largely covered in this section.
Provide copies of regulatory permits and/or clarify turbidity restrictions when conducting dredging, transporting and hoisting debris above water surface @ designated location.
Copies of the regulatory permits were attached at the end of the specifications package.
At what juncture during pre-bid and solicitation process is contractor required to identify and commit using designated subcontractors for this offer?”
There is no requirement to identify and commit to using designated subcontractors during pre-bid or the solicitation or process.
The RFP Project Drawings provide a brief description of each of the 25 debris objects scheduled to be moved. However, the debris object description doesn’t include size, weight, or material. Can the USACOE provide the estimated size, weight, and material of each debris object?
AGS provides some data in their “Sidescan Sonar Report” starting on page 402 of the specification, but it isn’t clear if this correlates and should be used in bidding.
Please refer to the descriptions of the debris objects on the plan sheets and the 511th EDD report which provide the anticipated length, width, and height. The weight is unknown. The description of the debris objects on the plan sheets were obtained from the "side scan sonar report" from AGS.
What is the protocol if a debris object cannot be found in the location shown on the project drawings?
Please refer to Amendment 0003 which has revised Specification 01 11 00 1.2.1 which has clarified the protocol.
What is the protocol if a debris object breaks apart during movement? What is the maximum size of debris that can be left in location? We note that divers are required to be out of the water during initial lifting and final placement of debris per MEC protocols for unintentional detonation.

Correct, please refer to Specification 01 35 16 regarding the requirement for divers to be out of the water during initial lifting and final placement of debris per MEC protocols for unintentional detonation.
Section 01 11 100 Summary of Work, paragraph
1.5 notes “The Contract shall obtain…all licenses and permits required…” What other licenses and/or permits are required for this project?
All the permits are attached at the end of the specifications package. The contractor is responsible for all other licenses and permits per Clause 52.236-7 in Specification Section 00 72 00.
Is jetting allowed to expose debris objects before rigging and moving them? Yes, jetting is allowed.
To what depth will the debris objects be found?
Section 01 35 16 MEC Construction Support Operations, General Paragraph requires “the area must be cleared to depth of work by qualified MEC Divers prior to non MEC divers entering the area.”
Please refer to Amendment 0003 which has revised specification 01 35 16. The depth of work depends on how deep the Contractor needs to excavate to perform the work, e.g. if the Contractor needs to water jet sediment under a Large Object which is -3 feet bellow the mud line, then the depth of work in that specific area is - 3 feet. Depth of detection to clear an area is dependent on the equipment provided by the UXO contractor and possibly the proximity of other ferrous objects in the area, and may need to be cleared as the excavation is being conducted, often in one foot lifts.
What is the process if a ship needs to access the berth while the debris object relocation is underway?
Please refer to Amendment 0003 which has revised Specification 01 11 00 1.2.1 which has clarified the protocol.
Will the Army/USACE will let us keep a small boat in the Barge Dock area so we can shuttle the work crews out to the work barge each day?
Please refer to Amendment 0003 which has revised plan sheet G-004 that shows the barge dock area and can be used to shuttle personnel every day.
Context: In the drawing C-102 for example Point ID B28 lists 3 objects for relocation. It’s understood that along with B32 showing 2 objects for relocation equals the 16 targets total for that CLIN. The SSS Contact Reports starting on page 397 of 648 i.e.B18, B20 and B24 indicate “objects in debris field,” “Surrounded by objects” etc.B35 Question: What if there are similar size object(s) in those fields? Are contractors only responsible for the items identified by the GPS coordinates.
Please reference the Plans. Contractor is responsible for the relocation of the debris objects that are identified on the plan sheets. If there are similar objects in those fields, but the similar objects were not identified to be relocated on the plan sheets, then they don't need to be relocated.
The debris objects to be relocated have the GPS coordinates identified on the plan sheets.
