Can the USACE please make these permits and any other applicable project permits available?

Topic: Light Monitoring Drawing: N/A Section: 01 57 19.98 43 Question: As a basis for bidding purposes can the Contractor assume that giving adequate notif ication, “not less than five days prior to the start of dredging within the buffer zone” for light monitoring within the 250 meter eelgrass light monitoring buffer zones, will be sufficient for the Government to furnish light monitoring services to satisfy NMFS requirements with no delay to productive dredging activities?

Prior notification is specified in the in the contract document, “…. prior to the start of dredging within the buffer zone…” will be sufficient to ensure the Government’s light monitoring Contractor is ready.

Topic: BART Transbay Tube Topic: BART Transbay Tube Drawing: G-03, C-06, C-09 Section: N/A Question: According to the Detail: Profile Along Centerline of BART Transbay Tube on Sheet C-09, the drawing indicates the base of the existing stone blanket is at El. -57’, with a 5’ thickness. This brings the top elevation to -52’. The drawing also indicates a minimum 2’

Utility crossing shown on the plan is provide for information purposes and the Contractors should refer to Section 01 11 00 of the specification regarding responsibilities associated with public utilities. This section of the channel should be dredged at a minimum to meet project required

AS OF: 15 June 2022 coverage above the existing stone blanket, which would result in a depth of -50’. The channel has a required depth of -50’ with 1’ Paid Overdepth and 1’ of additional Non-Paid Overdepth. To achieve the minimum 2’ coverage above the stone blanket in this area, the contractor is unable to dredge within the allowable Overdepth limits. Due to the inconsistencies of dredging operations, would the USACE please clarify that no penalty will be incurred in the event that material is removed within the 2’ allowable overdepth template in this area? Or add an allowable positive tolerance within a buffer zone?

depth for acceptance.

Topic: Pricing Schedule Drawing: N/A Section: 01 11 00 Question: Subsection 1.1.1 Requirements indicates the government is intending to make a quantity based 50%/50% split disposal between SF-11 and a Contractor furnished upland disposal site. According to the Pricing Schedule Note 5, the Government reserves the right to direct the Contractor to place dredge material at an environmentally acceptable alternate disposal site in accordance with the Change Clause FAR 52.243-4. Would the USACE please confirm that in the event the designated disposal location for a given Line Item was altered, the Contractor shall have a right to equitable adjustment of Unit Cost that is acceptable to both parties?

The Government has no intent to alter designated disposal sites for a given Line Item.

Post award contract administration will be conducted in accordance with the Federal Acquisition Regulations and supplemental requirements

Topic: Order of Work Topic Drawing: N/A Section: 35 20 23 Question: Subsection 3.2.1 Order of Work states the Contracting Officer will direct the Contractor on the order of work. Subsection 1.1.1 Requirements in Section 01 11 00 indicates that in-bay disposal shall be prioritized first so that it is completed by November

30. As long as in-bay disposal can be completed by November 30, would the USACE allow more than one reach to be open to allow disposal to go to either SF-11 or a contractor furnished upland site?

Simultaneous dredging in more than one reach, in consultation with and as approved by the Contracting Officer or delegated representative, is acceptable as long as the placement site for each reach is used as designated in the pricing schedule and placement at the in-bay site is completed within the environmental window.
