About this file

This memorandum documents the Dredged Material Management Office's (DMMO) decision to grant a Tier I exclusion from testing for the U.S. Army Corps of Engineers' proposed maintenance dredging of the Suisun Bay Channel, New York Slough, and Bulls Head Reach. Approximately 200,000 cubic yards of sediment would be dredged to depths of 35 to 37 feet below mean lower low water, with an overdepth allowance of two feet. The sediment was deemed suitable for unconfined aquatic disposal and use as cover material based on the characterization in a 2019 sampling and analysis report. While DMMO approval was granted, further authorizations are required before dredging can commence.

This solicitation from the Department of the Army Corps of Engineers, San Francisco District is for the annual maintenance dredging of the Suisun Bay and New York Slough Channel and transport of dredged materials. The estimated cost range is between $5-10 million. Bids are due on June 13, 2022 at 1PM PDT with a public bid opening at 1:30PM. The work includes dredging specified areas to depths of 35 to 37 feet below mean lower low water plus one foot of overdepth, and transport of dredged materials to an approved upland site. The solicitation and amendments will be posted to SAM.gov.

MEMORANDUM FOR THE RECORD

TO: Tessa Beach, Jamie Yin, Chris Eng DATE: April 27, 2022

FROM: Jessica Vargas, Chair, Dredged Material Management Office

SUBJECT: USACE Maintenance Dredging; Suisun Bay Channel and New York Slough; Tier I Exclusion Request; DMMO Serial Number: 22-027

At the April 20, 2022 meeting, the Dredged Material Management Office (DMMO) completed its review of your request for a Tier I exclusion from testing for approximately 200,000 cubic yards of sediment proposed to be dredged to a design depth of -35 feet mean lower low water, plus an overdepth allowance of 2 feet, from the Suisun Channel and New York Slough. The request also includes the advance maintenance at Bulls Head Reach to a depth of -37 feet mean lower low water, plus an overdepth allowance of 2 feet, and is included in the estimated 200,000 cubic yards of sediment to be dredged as part of the overall project. The characterization of the material for the Tier I decision is contained in the report prepared by the U.S. Army Corps of Engineers (Corps) entitled, “Suisun Bay and New York Slough Federal Navigation Channels, 2022 Maintenance Dredging, Tier I Evaluation,” dated April 2022. The estimated size of the proposed dredge footprint is approximately 21.9 acres.

The members of the DMMO determined that a Tier I exclusion from testing is appropriate for the sediment proposed for dredging from the Suisun Channel and New York Slough, and the advance maintenance dredging of the Bulls Head Reach, as described in the above report and in the characterization found in the report prepared by Diaz-Yourman & Associates, GeoPentech, and Kinetic Laboratories Incorporated, entitled, “Sampling and Analysis Report, Suisun Bay Channel and New York Slough, 2019 Maintenance Dredging,” dated May 2019. The sediment is suitable for unconfined aquatic disposal at an in-Bay disposal site and for placement as cover material at upland/beneficial re-use sites.

Please note that this memorandum does not constitute an authorization to proceed with your dredge project. You must first obtain all appropriate authorizations and provide all appropriate notifications.

Respectfully, Jessica M. Vargas Chair, Dredged Material Management Office
